FRIDAY, MARCH 26, 1954
The Board of Public Works and Safety of the City of Richmond, Indiana,
met in regular session in its office in the City Hall in said. City, -
Friday, March 26, 1954, at the hour of 9: 00 o' clock A.M. (CST) . Mr.
Coleman presiding with the following members being present: Mr. Hodgin,
Mr. Chambers being absent. The following business was had, to-wit:
On motion duly made, , seconded and carried, the minutes of the pre-
vious meeting were dispensed with.
Pursuant to advertising in the Richmond Palladium-Item the Board -met
at 9:00 o' clock A.M. to hear all persons interested or affected by •
Improvement Resolution, No. 979-1954. Several persons expressed that
it might be better for traffic to set the curb against the sidewalk
which would make the street wider. . The City Engineer stated that he
would check this and report to the , Board. •
The Board unanimously adopted the following Resolution:

DECLARATORY RESOLUTION TO OPEN STREET•
-
RESOLVED, by the Board of Public Works and Safety of
the City of Richmond, in the State of Indiana, that it is -
desired and deemed necessary to open a street over lands
owned by said City of Richmond in , the City of Richmond,
Wayne County, Indiana, which street proposed to be opened
is more particularly described as follows, to-wit:
Being a part of the southwest quarter of Section five-
(5) , Township thirteen ( 13) north, Range one (1) west .
in the City of Richmond, Wayne County, Indiana, more
particularly described as follows:
Beginning at the point of intersection of the southerly
line of Southwest ''G" Street with the easterly line of
the Hillman Court Addition to said. City, extended north-
wardly;
Thence south seventy five degrees and. thirty minutes
( 75°30' ) east, along the southerly line of said South
"GU Street thirty five ( 35) feet to an angle in said
street line;
Thence south twenty seven degrees and fifteen minutes
(27°15' ) west eighty five (85) feet, more or less, to
a property line of the Richmond Water Works Corporation;
Thence north forty eight degrees (48°) west, thirty
eight ( 38) feet, more or less, to the easterly line
of said Hillman Court Addition;
Thence north twenty-seven degrees and fifteen minutes
(27°15' ) east, seventy ( 70) feet, more or less, to the
place of beginning.
All as shown by a plat of such proposed opening as now on file
in the office of the Department of Public Works and Safety of
said City.
That the property in said City over which said street
shall pass is owned by said City of Richmond,
Adopted this 27th day of March, 1954.

Several written complaints were received on the noise- being created
by the Muffler Shop in the alley between North 9th and 10th Street
on North "C" Street. This was referred to the City Plan Commission.
A letter from the State Highway Commission directed to, Mayor Meadows
and presented to the Board stating that the following traffic improve-
ments for the City were approved :
1. Authorizing the exchange of controllers from the single dial,
Model EA71, to the two dial, Model EF10. This will permit a change
in cycle lengths and splits along Main Street to accomodate different
volumes of traffic at different periods. of the day.
2. The signalization of 18th and Main and 22nd and Main to
accomodate different volumes of traffic at different periods of the
day. 15th and Main has likewise been approved for signals. The
intersection of Northwest 5th and "L" he.s. also been approved for
signals. The City will be requested to. install the signals at 15th,
18th and 22nd , and to change the controllers along Main Street, while
the State will install the signals at Northwest 5th and "L" Sreet.
The Clerk was instructed to contact the State Highway Commission re-
questing the plans and specification that are necessary to begin the
work to install the traffic signals.
Claims in the amount of $4, 706. 96 were allowed.
There being no further business presented on motion duly made, se-
conded and carried, the meeting adjourned.
