FRIDAY, MARCH 19, 1954 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City Hall in said City, Friday, March 19, 1954, at the hour of 9: 00 o' clock A.M. (CST) . Mr. Coleman presiding with the following members being present: Mr. Hodgin and Mr. Chambers. The following business was had, to-wit: On motion duly made, seconded and carried, the minutes of the previous meeting were dispensed with. Pursuant to advertising in the Richmond Palladium-Item, the Board met at the hour of 9: 00 o' clock A. M. (CST) , to receive and open bids for Parking Meters for the Market House Parking• Lot. The proofs of publications were ordered filed. There being only one bid received and that being one from the Duncan Parking ' Meter Corp. , Chicago, Illinois. The same was opened and read aloud as follows, to-wit: 33 Parking Meters of corrosion resisting materials, cumulative Miller multi-coin parking meters, including sidewalk flanges, f.o.b. factory O $58. 25 each. Hodgin moved that the bid of the Duncan Parking Meter Corporation be accepted, seconded by Chambers and carried. Pursuant to advertising in the Richmond Palladium-Item, the Board met at the hour of 9: 00 o' clock A.M. ( CST) , to receive and open bids for labor and material to do the work provided in Improvement Reso- lution No. 978-1954 . The proofs of publications were ordered filed. There being only one bid received a nd that was from the DeBolt Concrete Company. The same was opened and read aloud as follows: Construction of concrete curbs, gutters and sidewalks on both sides of Nort iwest 17th Street, from a point 55 feet south of Northwest "B" Street to Peacock Road in the sum of 46,4.88.08. The bid being filled out in proper form and a financial statement filed, and being under the City Engineer' s estimate of $8, 236.00, Hodgin moved that the bi.d of the DeBolt Concrete Company be accepted, seconded by Chambers and carried. The Board has requested the Chief of Police and Fire Chief to tell their men to cease the parking of their cars in the spaces at the Sunoco Service Station parking area that is provided for City cars. The Board approved the City Attorney of preparing an ordinance to transfer money from the Parking Meter Fund to provide funds to pre- ' pare the North 10th Street Parking lot for public parking. The sum estimated by the City Engineer is $6,800.00. The Board on recommendation of the Mayor instructed the Clerk to contact the Park Board and request that said Board make a study of the possibilities of making a public parking lot out of the portion of land located between South 8th Street and South 8th Street Drive, just south of South "L" Street. On recommendation of Cant. Juerling the Board approved the installation of proper "stop signs" to be placed along Reeveston Road, from South 18th Street to South 23rd Street, to make Reeveston Road a through street at each intersection. On recommendation of Capt. Juerling the Board approved the installation of " stop signs" at the intersection of South 7th and "G" Streets, to make South 7th Street the through street. The Board unanimously approved the installation of a 4-way stop signal to be located at the intersection of South 9th and "L" Streets, and requested the Common Council to adopt a Resolution to provide for such a sign. A remonstrance signed by property owners between Main and South "A" Street on South 18th Street was received objecting to making South 18th Street a one-way Street from Main to South "A" Street on South 18th Street. This remonstrance was ordered filed. IN THE MATTER OF THE APPLICATION ) OF THE RICHMOND WATER WORKS ) PETITIO N CORPORATION, FOR GRANT TO USE RIGHT OF WAY FOR SOUTH "G" STREET ) AND SOUTH "G" STREET BRIDGE ) TO THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND: The undersigned, Richmond Water Works Corporation, a public utility company existing under and pursuant to the laws of the State of Indiana, and engaged in the operation of a water plant and the service of water to the City of Richmond, Indiana and the territory adjacent thereto, hereby applies to this Board for the right to lay and maintain a pipe line or pipe lines over, across, and under the following described. real _. estate, to-wit: Being a part of the Southeast Quarter of Section 5, Township 13 North, Range 1 West, in the City of Richmond, Wayne County, Indiana, and being a strip of ground 20 feet in width more particularly des- cribed as follows: Beginning at a point in the westerly line of South 5th Street which point is 50 feet measured southwestwardly at right angles from the center line of the South "G" Street Bridge, extended eastwardly; thence westwardly parallel with the center line of said Bridge and 50 feet at right angles therefrom a distance of 500 feet, more or less, to a point 40 feet from the east side of Pier No. 4 of said Bridge, extended southwarly; thence northwardly, at right angles to the center line of said Bridge 100 feet; thence eastwardly parallel with the - center line of said Bridge and 50 feet therefrom, 20 feet; . thence southwardly, right angles to the center line of said. Bridge 80 feet; thence east- wardly parallel with the center line of said Bridge and 30 feet therefrom, 476 feet, more or less, to the westerly line of South Fifth Street; thence southwardly, along said west street line, 20 feet, _ more or less, to the place of beginning. and also to construct on the portion of said real estate lying east of the east line of the said South "G" Street Bridge extended south across said real estate a brick structure approximately ten (10) feet square, and approximately nine (9) feet in height for housing equipment pertaining to the operation of the . water supply through said pipe line or pipe lines. Said pipe line or pipe lines are to be used to carry water from wells belonging to petitioner to the pipe line apparatus of petitioner serving said City of Richmond. Such right is asked for pursuant to Section #48-1902 (C1. 11) of Burns' Ann. Statutues, 1933, and a copy of the agreement which petitioner desire that your board shall make with it is attached hereto and made a part hereof. Said pipe or pipes shall be installed and maintained across said real estate at the sole expense of Grantee, and for that portion of said pipe or pipes. that Grantee shall place below the surface of the earth Grantee shall promptly restore said real estate to as good condition as the same was prior to the doing of such work. Said Grantor further grants to said Grantee, and its assigns, the right to construct and perpetually maintain on that portion of said real estate .lying east of the east line of the South "G" Street Bridge extended south, a brick structure approximately ten .0 ( 10). feet square and approximately nine ( 9) feet in height for housing equipment Pertaining to the operation of the water sups_ ly through said pipe or pipes. Said Grantee agrees to save said Grantor harmless from any loss, damage, or liability arising during the installation of any said pipe or pipes or in the construction of said structure, or caused by the maintenance thereof. The rights herein granted and all terms and conditions affecting . the same, shall apply to any and all fixtures and applicances properly and necessarily connected to, or used in connection 7 with, said pipe or pipes, or said structure. Most of said land is in the valley of the Whitewater River under and in the vicinity of the South "G" Street Bridge in said City. Means of ingress and. egress. to said land is from Southwest "G" Street across a small strip of land owned by the City of Rich- mond, Indiana, which has never been opened as a street or public way. Petitioner states that it is of public utility that it have means .of ingress and egress ,to said. land and. that the opening of a street or public way across said land owned by said City of Richmond will in no way interfere with use of the lands of said City of Richmond. That a street be opened across the land of said City of Richmond which said street shall be described as follows, to-wit: Being a part of the Southwest Quarter of. Section 5, Township 13 North, Range 1 West in the City of Richmond, Wayne County, Indiana, more particularly described as follows: Beginning at the point of intersection of the southerly line of Southwest "G" Street with the easterly , line of the Hillman Court Addition to said City, extended northwardly; thence south 75 deg. 30 minutes East, along _ the southerly line of said Southwest "G" Street 35 feet to an angle in said street line; thence south 27 deg. 15 minutes West 85 feet, more or less, to a property line of the Richmond Water Works Corporation; thence north. 48 deg. West 38 feet, more or less, to the easter- ly line of said Hillman Court Addition; thence north 27 deg. 15 minutes east, 70 feet to the place of be- ginning. Such petition is made to said Board by virtue of Clause #5 of Section 8-1902 of Burns ' Ann. Statutes (1933) . The City Attorney was instructed to prepare an ordinance for Council for their consideration, requesting for concurrence. The Petition in the matter of the application of the Richmond Water - Works Corporation for opening of Street off Southwest "G'1 Street was ordered filed. A dedication for this Purpose is to be prepared and presented to this board for consideration. Pursuant- to'advorti€ing'in the Richmond Palladium-Item the Board met at the hour of 9: 00 o' clock A.M. (CST) for a public hearing to be held on the Assessinentn-Roll+'No -972®1953e The -probfs per'e, ordered filed. After-hearing all persons interested or affected by Assess- ment Roll No. 972-1953, Hodgin moved that Assessment Roll No. 972- 1953 be ,confirmed as adopted, seconded by Chambers and carried. On recommendation of the Fire Chief, the._ Board approved the in-. . stallation of a six ( 6) inch water main to be extended from South 32nd and "B1J Streets west along South "B" Street, thence south on • South 31st Street to the end. The installation of a fire hydrant at the intersection of South 31st Street and "B" Street. This will involve about 1100 feet of six ( 6) inch pipe and to serve as fire protection in this area. The claims in the sum of $44, 915. 68 were allowed. There being no further business presented on motion duly made, se- conded and carried, the meeting adjourned. Safety of the City of Richmond, Indiana, met in regular session in its office in the City Hall in said City, Friday, March 12, 1954, at the hour of 9:00 o' clock A.M. (CST) . Mr: Coleman presiding with the following members being present: Mr. Hodgin and. Mr. Chambers. The following business was had, to-wit: On motion duly made, seconded and unanimously carried the minutes of the previous meeting were dispensed with. On recommendation of the Chief of Police, Hodgin moved and Chambers seconded, that Jesse F. Blankenship be appointed as patrolman to the Police Department as of March 12, 195L . The motion was carried by unanimous voice vote. The board unanimously adopted the prima facie assessment rolls for the following Improvement Resolutions Nos. 94.6-1951 and 976-1953. The hearing date to be Friday, April 2, 1954, at 9: 00 o' clock A.M. (CST) . Claims in the amount of $25, 683. 82 were allowed.
