The Agenda Meeting of the Mayor and Council of the Borough of March 9, 2017
Carteret preceding the Regular Meeting, Thursday, March 23,
2017 was held, Thursday, March 9, 2017 AT 6:00 P.M., Council
Chambers, Memorial Municipal Building, 61 Cooke Avenue,
Carteret, New Jersey.
The following were noted present:
Mayor Daniel J. Reiman
Councilmember Vincent Bellino N=

Also noted present was Kathleen M. Barney, MMC, Municipal
Clerk and Robert J. Bergen, Law Director.
The meeting was opened with a minute of silent prayer and the

The Municipal Clerk stated that the 2017 Meeting Notice was
mailed to The Home News Tribune, The Star Ledger and posted on STATIIvENF CF
the Bulletin Board on January 6, 2017. Notice was published in DMCE
The Home News Tribune and The Star Ledger on January 11, 2017.

1]BIC HEARIN3 OPIN Mayor Reiman opened a public hearing for Ordinance # 17 -3
Authorizing the Acquisition of Certain Real Property known as
Block 6411, Lot 9.
Upon MMS &C by Councilmembers Diaz and Bellino and
unanimous affirmative vote of the six (6) Councilmembers present
the Public hearing was opened to the public.
Mayor Reiman asked if anyone had any questions or comments.
There were no questions or comments.

Agreement with Praxair. (47)
5. Acknowledging Commitment of Funding for Municipal
Ferry Facilities. (48)
Mi Y, R RAN Mayor Reiman stated #3 the fee agreement, this is for the
lawsuit. As you know we filed a suit against the field turf
company and Newark's Board of Education filed suit, so the
attorneys for them and us got together and go after the field turf
jointly. So this is authorizing our attorneys and authorizing us to
join that suit so its one group after opposed to individual lawsuits.
ICBEU BIlPLEN Attorney Bergen stated the court in the end of the class action
suit will award them money separately from the money we get so
it's not that you're paying any money.
�A- - FEDM Mayor Reiman this is to the damage to the synthetic turf
ballfields and field turf that have been breaking down. You're
supposed to have a ten (10) year warranty. We know with
problems we've had and problems all over the country, field turf
made claims and statements knowing that they were false
knowing that the product was breaking down after a year or two
and continued to sell and continued to tell people it was a ten (10)
year warranty. So were joining in with the Newark Board of Ed we
are joining together to try to be the lead Plaintiff in it.
Mayor Reiman #4 the Praxair this is a natural nitrogen line under
the industrial highway that was put in in the 80's, they need to
move their line so we can continue our Noe street storm water
improvement project that goes through new the Culvert crossing
on Industrial. Its going to cost them about $350,000 to move the
line, Praxair has agreed to move that line and they are going to

Was finally Adopted. Upon individual Roll Call Vote
Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples
voted in the Affirmative.

Upon MMS &C by Councilmembers Naples and DiMascio and
Unanimous affirmative vote of the five (6) Councilmembers
present, the public portion of resolutions /Agenda items and New
Business was opened to the public.
There were no comments from the public.

unanimous affirmative vote of the six (6) councilmembers

cover all the cost because that's their line. Part of the agreement
is that we won't force them to move it for another 15 -20 years.
And that's basically similar to the agreement that was in place
when they first put it in so long as it is authorized and permitted
they can keep it.
Mayor Reiman then asked for a motion on the Consent Agenda.

Affirmative.
Upon MMS &C by Councilmembers Diaz and Bellino all bills
PAYVENr OF BILLS appearing on the prepared list, properly audited and signed, were
ordered to be paid. Upon Individual Roll Call Vote,
Councilmembers Bellino, Diaz, DiMascio, Johal, Krum, and Naples
voted in the Affirmative.

for a new five year term

Councilmember DiMascio: DPW was out treating the streets for
the storm coming up. One to three inches they are saying. I'm
worried more about Tuesday.
Councilmember Krum: Progress
Councilmember Naples: Briefly would like to thank Deputy
Chief McFadden I was down their twice and he took some time
and threw some ideas around. Thank you

After no further discussion, upon MMS &C by Councilmembers
Diaz and DiMascio and unanimous affirmative vote of the six (6) AWCURNEp
