OFFICE OF THE 'BOARD OF PUBLIC WORKS
AND SAFETY, RICHMOND, INDIANA.
FRIDAY, FEBRUARY 26, 1954
The Board of Public Works and Safety of the City of Richmond, Indiana,
met in regular session in its office in the City Hall in said. City,
Friday, February 26, 1954, at the hour of 9: 00 o' clock A.M. (CST) , Mr.
Coleman presiding with the following members being present: Mr. Hodgin
and Mr. Chambers. The following business was had, to-wit:
'On motion duly made, seconded and unanimously carried the minutes of
the previous meeting were dispensed with.
Mr. John Morley, General. Manager of the Indiana Railroad, appeared
before the board and outlined the Bus Line change over. The Richmond
line will be operated by a separate corporation and this has been
approved by the Indiana Public Service Commission. This was done so
lines in Richmond, Anderson and Muncie can operate on separate financial
structures;

Councilman Eastman presented a petition signed by residents in the
Brookfield Addition requesting adequate street lighting. This was
referred to the Light Plant Committee.
Mayor Meadows asked the board to consider extending South "A" Street
for one-way traffic from South 16th Street to South 18th Street and
make South 18th Street from Main to "A" Street one-way for north-
bound traffic.. This change will be pending until a traffic signal
light is installed at 18th and East Main Streets. The Mayor reported
that state officials had approved traffic signals at 15th, 18th and
22nd Streets on Main Street and at N.W. 5th and "L" Street.
On recommendation of the Chief of Police the board accepted the
resignation of patrolman John W. Kenmuir.
' The board ordered the Clerk to. prepare the proper advertising to
receive bids for 33 narking meters for the Market House Parking Lot.
Captain Juerling and City Engineer Hodgin recommended the following: •
The following is a list of streets which are suggested for
• . the use of parking meters, some to be used at an early date and
others for the future, but to be placed in the ordinance so that
their use will be made available to the Board. of Works as the traffic
congestion increases.
South Third, from Maid to 'So. "B" Street, except east side of
South Third from Main to South "A"
.South Fourth, from Main to So. "B"• Street, except the west side
of South Fourth, from Main to So. "A" Street
South Fifth, from South "A" to South "B" Street
South Sixth, from South "A" to South "B" Street
South Seventh, from South "A" to South "B" Street
South Ninth, from South "A" to South "B" Street
South Tenth, from South "A" to South "B" Street, both sides of Park
South. Eleventh, from Main to South "B" Street
South Twelfth, from Main to South "B" Street

East Main Street from Third to South. Fourth Street, except
south side of Main Street 111
East Main. Street; from Eleventh Street to Thirteenth Street
Fort Wayne Avenue, from Main Street to North "A" Street
North Sixth Street, from North "A" Street to North "B" Street
North Seventh Street, from North "A" Street to North "Bit Street
North Eighth Street, from North "A" Street to North "B" Street
North Ninth Street, from North "A" Street to North "B" Street,
except west side of North Ninth Street
North Tenth Street, from North "A" Street to North "B" Street
North Eleventh Street, from Main to North "B" Street
North Twelfeth Street, from Main to North "B" Street
North Thirteenth Street, from Main to North "B" Street
North "E" Street., from Eighth to Tenth Street, except the north
side of North "E" Street, from Ninth to Tenth Street •
The Board asked the City Attorney to prepare an ordinance to cover the
above locations for narking meters. •
The Board on recommendation of Capt. Juerling approved no parking on
the west side, of North 13th Street, from North "E" Street to the
Pennsylvania .Railroad right-of-way.
A letter was received from Mr. Hector R. Vioni concerning the dangerous
situation that exists on Reeveston Road and the need of stop signs
at the intersection on- said road from South 19th to 22nd Street. This
was referred to Capt. Juerling to make a survey and report to the
Board. .
On motion made by Chambers, seconded by Hodgin and unanimously carried
by voice vote the board adopted the following: .
BE IT RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY, that,'
- the City Controller is hereby authorized and directed to purchase
out of the Municipal Electric Light and Power Plant Funds, as
directed by the Light Plant Committee on the 7th day of December,
1953, a plot of ground. from Norman Shute for a transformer site .
in the sum of Five Hundred Dollars ($500. 00) : to purchase out
of the Municipal Electric Lighting and Power Plant Funds, as •
directed by the Light Plant Committee, on the 21st day of Dec-
- ember, 1953, a plot of ground of land from Mrs. Opal Brooks for
transformer site in the sum of Six Hundred Dollars ( 600.00) .
Claims in the amount of $793. 29 were allowed.
There being no further business presented on motion duly made, se- ►
conded and carried, the meeting adjourned.
