FRIDAY, JANUARY 15, 1954 IIThe Board of Public Works and Safety of the City of Richmond, Indiana., met in regular session in its office in the City Hall in said City, . Friday, January 15, 1954, at the hour of 9: 00 o' clock A.M. (CST) . Mr. Coleman presiding with the following members being present: Mr. Hodgin and Mr. Chambers. The following business was had, to-wit: On motion duly made, seconded and unanimously carried the minutes of the previous meeting were dispensed with. The Clerk presented proofs of publication printed in the Richmond Palladium-Item, a newspaper of general circulation in said City on the dates of December -21 and 28, 1953, that a public hearing Would be held on January 15, 1954 at 9: 00 o' clock A.M. (CST) for Improvement Resolution No. 973-1953. The proofs were received and ordered filed. The Board heard all interested property owners who desired to be heard on Improvement Resolution No. 973-1953. A majority of the affected property owners were present and unanimously expressed the desire that the width of roadway between curbs for this improvement, be established as thirty-six (36) feet. This request was consented to by the Board and the City Engineer wqs instructed to revise the plans and specifications accordingly. The City Clerk was instructed to prepare the notice to receive bids to do the work as provided for in the resolution, such bids to be received Friday, February 5, 1954. Mr. M.P. Brokaw, of. the Portland Cement Association, was permitted to express his views on the specifications that should be adopted for cement concrete pavement. He was of the opinion that the specifications prepared for such pavement in :Improvement Resolution No. 973-1953 were undully rigid. The Clerk presented proofs of publications printed in the Richmond Palladium-Item, a newspaper of general circulation in the City of Richmond, Indiana, on the dates of December 28, 1953 and January 4, 1954 , that a public hearing would be held on the Preliminary Assessment Roll No. 967-1953, on January 15, 1954. The proofs were . ordered received and filed. Any persons present were given an opportunity to be heard. None appeared nor were any remonstrances filed or received. The Board now confirms Assessment Roll No. 967- 1953. The Clerk presented proofs of publications printed in the Richmond Palladium-Item, a newspaper of general circulation in the City of Richmond, Indiana, on the dates of December 28, 1953 and January 4, 1954, that a public hearing would be held on the Preliminary Assessment Roll No. 969-1953, on January 15, 1954. The proofs were ordered received and filed. Any persons present were given an opportunity to be heard. None appeared nor were any remonstrances filed or received. The Board now confirms Assessment Roll No. 969- 1953. On recommendation of Mayor Meadows the Garden Club of Richmond was 4!1 ) t permitted the Privilege of selling flowers at the Market House on South "A" Street during the first half of next April. On recommendation of Capt. Juerling 'The Rite-Way Cab Company was given permission to establish a cab stand at 19, South 5th Street. Capt. Juerling was authorized to paint a fifty (50) foot strip of yellow curb on the north side of Richmond Avenue immediately east of the entrance to the Johns-Manville Plant. The Clerk was instructed to instruct the Commons Lumber Company to proceed with the construction of the office partition in the Police lobby of the City Building and the steps leading to the basement at C' the same location in accordance with their quotations of December 31, 1953 in a total amount of. $602. 98. The Fire Chief was authorized to assist the Wayne County Museum in <t restoring the old fire equipment now on exhibit at that Museum. The Board allowed claims in the sum of $ 37, 929. 28 were allowed. There being no further business presented on motion duly made, se- conded and unanimously carried, the meeting adjourned.
