The Board of Public Works ,and Safety .of the ,City of Richmond, Indiana, met in regular session in -its .office ,in ,the .City .Hall .in said City, • Friday, .September 4, 1953, at the hour of 9:.00. o' clock A.M. (CDST) . Mr. Coleman presiding with the following members being present: Mr. Hodgin and Mr. Haworth. The following business was had, to-wit: On motion duly made, seconded and carried, the minutesof the previous meeting were dispensed with. On recommendation of the Chief of Police the Board unanimously approved the appointment of John W. Kenmuir to the Police Department as pro- ' bationary patrolman as of .September 7, 1953. The Board approved. the installation of a "flasher" type of traffic light at the intersection of South 9th and "L" Streets. The Clerk to advise the State Highway Commission far permission for this installation. On recommendation of the Chief of Police the Board approved the Clerk of preparing the Declaratory Resolution to sell three Police cruisers to be presented to Common Council' s consideration and advertise for three new cruisers for the department. II Principal Mr. Don Manlove of Richmond Senior High appeared before the board as requested and discussed the parking problems near said high school during athletic events. - Mr. Manlove stated that any action taken would have to be taken up with the School Board. The Board of Works designated the City Engineer and Captain Juerling to make a survey of the facilities available and make recommendations as what should be presented to the School Board to be done to make better park- ing and also eliminate the hazard that is being created by the park- ing of cars in this area, The Clerk presented proofs of publication printed in the Richmond Palladium-Item, a newspaper of general circulation in said City. on the dates of August 17th and 24th, 1953, that sealed bids would be received and opened on this date at the hour of 9: 00 o' clock A.M. (CST) for work and material to do the work of construction of a concrete alley. as provided for in Improvement ' Resolution No, 967-1953, The proofs _ were ordered received and. filed. The following bid was received opened and. read aloud: Ralph Reed, General Contractor, Anderson, Ind.iana. . . . , 5, 183. 00 On recommendation of the City Engineer the Board unanimously voted to accept the bid of Ralph Reed as above quoted. This bid was under the ' City Engineer' s estimate. I . The Clerk presented proofs of publications printed in the Richmond Palladium-Item, a newspaper of general circulation in , said City on the dates of August 24th and 31st, 1953, that sealed bids would be received on this date and at the hour of 9: 00 o' clock A.M. ( CST) , to paint y48 the interior of the City Hall as advertised. The proofs were ordered received and filed. • • The following bids were received opened and read aloud: William E. Wiggans $l, 795.00 Roy Gabbard ` 1,8L6. 00 The above bids were taken under advisement. The City Attorney requested the following be made a record of this meeting: • August 20, 1953 The Board of Publie Works & Safety Richmond Indiana • Gentlemen: • - • On June 17, 1953, a "Notice to Property Owner" No. 20 was issued to Mr. Paul Davis, 2215 Madison Street, Muncie, Indiana requesting the removal of the second and. third floor • of the building located at 433 and 435 East Main Street in Richmond, Indiana within 60 days from June 17, 1953. As of this date August 20, 1953 Mr. Paul Davis has not contacted this office in any manner as to his complying with the above order. In accordance with -the BuildingCode of the City of Richmond, Part IX, the above information is presented to the Board of Public Works and Safety for further action. . Corrections 433-435 East Main Street Owner, Mr. Paul Davis 2215 Madison Street, Muncie, Indiana • Gentlemen: 1. (A) Defect The east and south wall have pulled away from the west wall at the southwest corner of the building making an • opening of 5 or 6 inches, and has broken the bond between the south end of the west wall and the west end of the south wall. The south wall and east wall is settling to the southeast. • (See Letter A, dotted line shows position of walls. ) ..� S A° W St. 1. (B) Cause Probable settling of east foundation, also die- intergration of mortar and bricks in walls and in the stone in foundation of wall. . • 1. ( C) Hazard Dangerous to life and property by debris falling on public street or collapsing of walls into street. 1. (D) Correction Removal of second and third stories , or entire re- modeling of building under plans and specifications approved by the Indiana Building Council and. State Fire Marshal. 2. (A) Defect Windows are in such poor state of repair that there is danger of glass and wood frames falling out of • building, 2. (B) Cause Probably settling of east foundation, also dis- integration of mortar and bricks in walls and in the stone in foundation of wall. • 2. (C)• Hazard Dangerous to life • and property by debris falling • on Public street or collapsing of walls into street. 2. ( C) Correction Removal of second and third stories, or entire remodeling of building under plans and specifications approved by the Indiana Building Council and State Fire Marshal. 3. (A) Defect Floor on second and third floors has settled or is sinking to the west. 5 0 3. (B) Cause Floor joist have been pulled out of setting or bearing in west wall by action of the south and east wall settling to the southeast. 3. ( C) Hazard Collasping of floors into interior of building endangering life and property. 3. (D) Correction • . (CST) and show cause why the order of the Building Inspector of Richmond relative to the building owned by you at the southwest corner of 5th and Main Streets shoudl not be complied with. Mr. Paul Davis appeared before the Board as requested and discussed why he hadn-' t responded to the Building Inspector' s order. The Board took under advisement this case until a meeting is held between Mr. Davis and Mr. Beck, Building Inspector. The Board designated the City Engineer to sit-in on this meeting in behalf of the Board. This meeting to beheld the week of September 7, 1953. • The Board granted permission to the Community Chest to place their Chest Drive collars around the light poles in the down town area during the drive , but they must be removed immediately after the drive. The Board allowed the claims in the amount of $5,557. 47.
