FRIDAY, MAY 29, 1953.
The Board of Public Works and Safety of the City of Richmond, Indiana,
met in regular session in the City Hall in said City, Friday, May 29,
1953, at the hour of 9: 00 o' clock A.M. (CDST) . Mr. Coleman presiding
with the following members being present: Mr. Hodgin and Mr. Haworth.
The following business -was had, to-wit:
On motion duly made, seconded and carried, the minutes of the previous
r,; meeting were dispensed with.
On recommendation of the Chief of Police the resignation of Officer
Audrie Ross was accepted June 1, 1953. Mr. Ross having served on
the Police Department since February 13, 1933.
A letter was presented signed by Mr. Charles Beck, Building Inspector
and Mr. Claude Bozarth, Sanitary Inspector, calling attention the un-
sanitary conditions caused by house trailers being located on the
rear of lots in various sections of the City. After lengthy dis-
cussion it was recommended that the Ordinance Committee of the Common
Council be requested to amend the present Trailer Ordinance No. 1325-
1947, to prohibit locating house trailers on private lots.
Mr. James: Higgins who has a trailer located on his property on Ross
Street was present at the request of the Building Inspector for not
having proper sanitary facilities. Mr. Higgins was advised that since
a sanitary •sewer was available it would be necessary for him to make
connections so required by Ordinance No. 1166-1938.
A letter was presented signed by Mr. J.R. Harrington, Attorney for
the Insurance Company of North America, located on North 9th Street,
requesting the removal of four (L ) parking meters on North 9th Street
in front of said Insurance Company building and the vacated spaces be
painted yellow to prohibit the parking of cars in front of both
entrances to said building on North 9th Street. This is request as
a safety factor in case of fire or other causes for quick evacuation
of the building by the employees. This was referred to Captain
Juerling to investigate and report with recommendations. _
Councilmen Eastman and Law were present and discussed the matter of
providing funds for additional equipment and materials need for curb
and sidewalk repairs. The Street Commissioner and City Engineer were
instructed to study the need and recommend the amounts which should
be transferred to the proper accounts for additiorslsigns, material
and equipment.
Mr. Law registered complaints as to the condition of several alleys
on the west side of the City. These were referred to the Street
Commissioner for attention.
Mr. Eastman complained about the water standing in the Northwest 7th
Street Park where the filling is being done. The Fire Chief arranged
to have the water pumped from the pool.

A petition to vacate a portion of an alley between Southwest HA11
Street and National Road and _extending east from Southwest 16th Street
between lots Nos. 130-131, Earlham Heights Addition was received and
referred to the City Engineer for investigation and report.
A petition to pave the first alley south of West Main Street and
extending from Southwest 9th Street to Southwest 10th Street was
received and referred to the City Engineer for preparation of the
necessary plans, specifications and resolution.
Claims in the amount of $5, 451. 68 were allowed.
There being no further business presented on motion duly made, seconded
and carried, the meeting adjourned.
