FRIDAY, APRIL 17, 1953.
The Board of Public Works and Safety of the City of Richmond, Indiana,
met in regular session in its office in the City Hall in said City,
Friday, April 17, 1953, at the hour of 9: 00 o° clock A.M. (CST) . Mr,
Coleman presiding with the following members being present: Mr. Hodgin
and.Mr. Haworth. . The following business was had, to-wit:
On motion duly made, seconded and carried, the minutes of the previous
meeting were dispensed with.
.The Clerk presented proofs of publication printed in the Richmond Palla-
dium-Item, a local newspaper of general circulation in said City on
March 24 and 31, 1953 that bids would be received for furnishing street
material as specified in said ad for the year 1953. These proofs of
publication were ordered received and filed.
The following bids were received, opened and read aloud:

Per your Legal Notice, we are attaching our certified check
No. 368 for S100. 00 on The Fifth Third Union Trust Co. ,
Cincinnati, Ohio.
The bid of the Wyndotte Chemical Company not being on forms prescribed
by the State Board of Accounts was rejected. All of the above bids
were taken under advisement by the Board. .
The Clerk presented proofs of publication printed in the Richmond Palla-
dium-Item, a newspaper of general circulation in the City of Richmond,
Indiana, on the 24 and 31 of March, 1953 that sealed bids would be re-
ceived for furnishing the various departments of the City with coal for
the heating season of 1953. The proofs were received and ordered filed.
The one and only bid received was opened and read aloud:

This bid is subject to strikes, accidents or any other
causes beyond our control. In case of increase in freight
rates or mine prices beyond our control this bid will be
increased accordingly.
This bid was approved by the Board.
The City Engineer presented Preliminary Assessment Roll No. 950-1952 for
alley between South 6th and South 7th Streets from South "C" Street to
South "E" Streets.
The Board on motion duly made, seconded and carried, adopted Preliminary
Assessment Roll No. 950-1952 and ordered the. Clerk to prepare the proper
advertisement for a public hearing to be held on May 8, 1953 at the hour
of 9: 00 o' clock A.M. ( CDST) .
The Board signed the following agreement between the State Highway
'.�.< Commission of Indiana and the City of Richmond, Indiana as follows,
to-wit:
AGREEMENT
THIS AGREEMENT MADE AND ENTERED INTO by and between
the STATE OF INDIANA, through the State Highway Commission
of Indiana, and the City of Richmond, through its duly
authorized and undersigned officials hereinafter referred
to as the "City" , witnesseth:
WHEREAS, the City has requested that signal equipment
be installed for the purpose of regulatingtraffic at the
intersections of U. S. 4.0 (National Avenue) with S.W. 5th
Street and U. S. 35 (N.W. 5th Street) with Richmond Avenue
within said City, and
WHEREAS, the State Highway Commission deems the re-
gulation of traffic by means of signal devices, as herein-
after designated, to be beneficial to traffic on said U. S.
' 4.0 and U. S. 35 to the extent of the cost of the materials
and equipment.
IT IS THEREFORE AGREED BY AND BETWEEN the State,
through said Commission, and said City, that such traffic
facilities shall be installed under terms and conditions
as follows:
(1) The City, with its own forces, in consideration
of the benefits to traffic using said streets, shall per-
form all work of installation of such facilities and the
State, through said Commission, hereby grants said City
permission to enter upon said U. S. 40 and U. S. 35 for the
performance of such work.
(2) That the work of installation to be performed
by the City shall be so performed in accordance with the
rules and regulations of the Commission, and said work shall'
be so performed under the supervision of and to the satis-
faction of the Commission.

(3) The materials and equipment, as designated and
described on Sheets 3 and 4, attached hereto and made part
hereof shall be furnished and paid for by the State High-
way Commission of Indiana.
(4) On and after the completion of the work of in-
stallation, the signal devices so installed shall be the
property of, and subject to the control of, the State,
through said Commission, under rules and regulations of the
Commission and laws of the State now in force or hereinafter
enacted and the maintenance of such equipment and signal
facilities shall be at the expense of the State,- through
said Commission.
(5) The electric energy required to operate the signal
facilities shall be furnished by the City.
IN WITNESS WHEREOF the State of Indiana, through said
Commission, and the City, through its undersigned officials,
have hereunto affixed their signatures this day of
1953.
