Reiman at 6:00 P.M., Thursday March 23, 2017, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon Individual Roll Call Vote the following were noted present: Councilmember It Z L Vincent Bellino Dennis DiMascio Jorge Diaz Susan Naples Also noted present was Kathleen M. Barney, Municipal Clerk and Robert J. Bergen, Law Director. Noted absent was Councilmember Johal and Councilmember Kru m * ** Due to the malfunction of the tape recorder, this meeting was transcribed from the clerk's notes. The meeting was opened with a moment of silent prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. STATEMENT OF The Clerk stated that on January 6, 2017, the 2017 Annual Notice MEETING NOTICE was mailed to The Home News Tribune, The Star Ledger and posted on the Bulletin Board. Notice was published in The Home News Tribune and The Star Ledger on January 11, 2017. Upon MMS &C by Councilmembers Diaz and Bellino and MINUTES FOR unanimous affirmative vote of the four (4)) Councilmembers APPROVAL present, the Minutes of March 9, 2017 were approved and engrossed by the Clerk. ORDINANCE #17 -4 "BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, NEW JERSEY, "BOROUGH OF CALENDAR YEAR 2017, ORDINANCE TO EXCEED THE MUNICIPAL CARTERET, COUNTY OF BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK MIDDLESEX, NEW JERSEY, CALENDAR NJSA (40A:4- 45.14)" YEAR 2017, ORDINANCE TO EXCEED THE ORDINANCE #17 -4 was introduced and adopted on First Reading MUNICIPAL BUDGET APPROPRIATION LIMITS and the Municipal Clerk authorized and directed to advertise AND TO ESTABLISH A same for Public Hearing to be held on April 6, 2017, upon MMS &C CAP BANK NJSA (40A:4- by Councilmembers Diaz and Bellino. CARTERET WATERFRONT PROJECT FOR THE COST THEREOF" Upon MMS &C by Councilmembers Diaz and Bellino and OPEN TO PUBLIC unanimous affirmative vote of the four (4) Councilmembers present, the Public Portion on Resolutions Agenda Items and New Business was opened to the public. Upon MMS &C by Councilmembers Bellino and DiMascio, all bills appearing on the prepared list, properly audited and signed, were PAYMENT OF BILLS ordered to be paid. Upon Individual Roll Call Vote Councilmembers Bellino, DiMascio, Diaz and Naples voted in the Affirmative. NOTED ABSENT Councilmembers Johal & Krum were noted absent. COMMITTEES COMMITTEES: BUILDINGS & GROUNDS — In the absence of Committee Chairperson Johal, Mayor Reiman reported Progress. FINANCE & ADMINISTRATION — Committee Chairperson Diaz reported that the sewer Tax Bills have been mailed out and that there is a grace period until April 15, 2017 March 23, 2017 CONT. The Mayor added that generally there is a $200.00 tax cut. THE MAYOR FIRE & DOMESTIC PREPAREDNESS — In the absence of Committee Chairperson Krum Mayor Reiman reported progress. PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairperson Bellino reported that business is as usual. They are working on the concert programs. He reported progress. POLICE: Committee Chairperson Naples reported that there was a neighborhood watch program regarding car thefts. Captain Wargocki provided valuable information. The next meeting is April 12, 2017 PUBLIC WORKS: Committee Chairperson DiMascio reported that the guys did a good job with the recent snowfall. He reported progress. BOARD OF EDUCATION: Committee Chairperson Naples reported progress. After no further discussion, upon MMS &C by Councilmembers ADJOURNED Diaz and Bellino and unanimous affirmative vote of the four (4) Councilmembers present, the meeting was Adjourned at approximately 6:05 P.M.
