FRIDAY., FEBRUARY 20, 1953. • The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City Hall in said City, Friday, February 20, 1953, at the hour of 9: 00 o' clock A. M. (CST) . Mr. Coleman Presiding with the following members being present: Mr. Hodgin and Mr. Haworth, The following business was had, to-wit: On motion duly made, seconded and carried, the minutes of the previous meeting were dispensed with. On recommendation of the Mayor the board unanimously approved the City Engineer and. Fire Chief of proceeding to make a study and survey for a site for a new fire station in the northwest section of the City. The request for a street light at South 6th and "N1° Streets was re- ferred to the Light Plant Committee. The Clerk presented proofs of publication printed in' the Richmond Palladium-Item, a newspaper of general circulation on the dates of January 26 and February 2, 1953, that a public hearing would be held on this date on Assessment Rolls as authorized by Improvement Resolutions Numbers 937-1950 and 954-1952. All Persons present who were interested or effected were heard and no remonstrances were filed or presented. The board now confirms the Assessment Rolls Numbers 937-1950 and 954- 1952 as adopted on the 23rd day of January, 1953. The Board unanimously adopted Declaratory Resolution No. 1-1953, to ex- tend and open South 8th Street, from South "Q" Street, southwardly a distance of Seven hundred Twenty-two and Four-tenths ( 722. 4) feet to the property of the Municipal Electric Light and Power Plant in the City of Richmond, Wayne County, Indiana, by the dedication of sufficient lands for such extension and opening specifically described as follows, to- wit: beginning at a point in the South Line of South "Q1 Street, which point is four hundred ninety four -and eighty one hundredths (494. 81) feet west of . the east line of the Southeast Quarter of Section Eight (8) , Township Thirteen ( 13) North, Range One ( 1) West and Thirty (30) feet south of the north line of Said Southeast Quarter of Section Eight (8) ; thence south, parallel with the east line of the Southeast Quarter of said Section Eight (8) , One hundred seventy (170) feet. ; thence east, , parallel with the, north line of the Southeast Quarter of said. Section Eight (8) , twenty five ( 25) feet; thence south, parallel with the east line of the Southeast Quarter of said Section Eight (8) , five hundred fifty two and four tenths (552. 4) feet; thence west, parallel with the north line of the Southeast Quarter of said Section Eight ( 8) , one hundred (100) feet; thence north, parallel with the east line of the Southeast Quarter of said Section Eight (8) , five hundred fifty two and. four tenths (552. 4) feet; thence east, parallel with the north line of the Southeast Quarter of said Section Eight (8) , twenty five (25) feet; thence north, parallel with the east line of the Southeast Quarter of said Section Eight (8) , one hundred seventy ( 170) feet to the south line of South "Q" Street; thence east, along the south line of South "Q° Street, fifty (50) feet to the place of beginning, excepting so much of e • the above described strip of land as has already been dedicated t'o the II public use, all as shown by a plat of such proposed opening now on file in the office of the Department of Public Works & Safety of said City. The property which may be injuriously or beneficially affected in the City of Richmond by the extension and opening of said. South 8th Street as above described, is known and described as the ground herein proposed to be dedicated therefor, all as shown by a plat of such territory now on file in the office of the Department of Public Work's & Safety of said. City of Richmond.. The board unanimously adopted Declaratory Resolution No. 2-1953, to vacate the alley lying south of Lot No. 4.6 of John Smith ' s Original AQ Plat, and a part of the alley lying between Lots 51 and 52 of said. (7,-:) original plat in the City of Richmond, ,Wayne County, and State of Indi- O J ana, which alleys proposed to be vacated are more particularly described as follows, to-wit: beginning at the south east corner of Lot No. 4.6 of John Smith' s Original Plat in the west line of South 5th Street; thence ""- south, _ along the west line of South 5th Street Ten (10) Feet to the Northeast corner of Lot No. 51 of said Original Plat; thence west, a- long the north line of said. Lot No. 51 One Hundred Twenty Five (125) Feet, more or less, to the east line of a public north and south alley; thence south along the east line of said alley Fifty Nine and Nine Tenths (59. 9) Fett, more. or less, to a point Twenty Four ( 24) Feet north of the south line of said Lot No. 51; thence west, parallel with the south line of said Lot No. 51, Fourteen ( 14) Feet, to the west line of said north and south alley; thence north, along the west line of said • II . alley Fifty Nine and Nine Tenths (59. 9) Feet, to the north line of Lot No. 52 of said ,Original Plat; thence west along the north line of said Lot No. 52, One Hundred. Twenty Five (125) Feet more or less, to the north- west corner thereof in the east line of South 4th Street; thence north along the east line of South 4th Street Ten ( 10) Feet, to the southwest corner of said Lot No. 46; thence east, along the south line of said Lot No. 4.6 Two Hundred Sixty Four ( 264) Feet, to the Place of beginning. The City of Richmond reserves the right to operate and' maintain such sewers and/or other utilities as may be located in the portion of alley hereby' vacated. All as shown by a plat of such proposed vacation now on file in the office of the' Department of Public Works & Safety of said City. The property which may be injuriously or beneficially affected in the said City of Richmond by said proposed vacation is known and, described as the alleys herein proposed to be vacated and the abutting property all owned by the School City of Richmond. The board unanimously adopted Declaratory Resolution No. 3-1953, , to vacate a part of the north and south alley lying between South 13th and South 14th Streets and extending south from South "C" Street a distance of two hundred forty five (245) feet in the City of Richmond, Wayne ' County, and State of Indiana, which alley proposed to be vacated is more particularly described as follows', to-wit: beginning at the northwest corner of' Lot No. 1 of C. T. Price' s 2nd Addition, Block 5, in, the south line of South "C'! Street; thence south,' parallel with the west line of South 14th Street Two Hundred Forty Five ( 24.5) ,Feet, more or less; to a II point twenty ( 20) feet north of the southwest corner of Lot No. .6, of said. C . T. Price' s 2nd Addition; thence west, parallel with the south line of said South "C" Street, Twenty (20) Feet, to a point Twenty ( 20) Feet north of the southeast corner of Lot No. 3 of S.C. Mendenhall' s Addition; thence north, parallel with the east line of South 13th Street Two Hundred Forty Five (24.5) Feet, more or less, to the south line of South "C" Street at the northeast corner of Tract No. ' 4.76 of the Official 0 Yap, thence east, along the south line of South "C" Street Twenty ( 20) Feet to the place of beginning. The City of Richmond reserves the right to operate and maintain such sewers and/or other utilities as may be located in the portion of alley hereby vacated. All as shown by a plat of such proposed vacation now on file in the office of the Depart- ment of Public Works & Safety of said City. The property which may be injuriously or beneficially affected in the said City of Richmond by said proposed vacation is known and described as the alley herein pro- posed to be vacated and the abutting property all owned by the School City of Richmond. The board unanimously adopted Declaratory Resolution No. 4-1953, to open an alley south of South "C" Street leading from a north and south alley between South 13th and South loth Streets, across Lot No. 3 of S. C. Mendenhall' s Addition to South 13th Street in the City of Richmond, in Wayne County , of the State of Indiana., by the condemnation and appropri- ation of sufficient land for such opening specifically described as follows, to-wit: beginning at a point in the east line of South 13th Street, at the southwest corner of Lot No. 3 of S. C. Mendenhall' s Addition thence north, along the east line of South 13th Street, Twenty (20) Feet; thence east, parallel with the south line of said Lot No. 3, One Hundred Sixty Five ( 165) Feet to an existing north and south alley; thence south along the west line of said north and south. alley Twenty (20) Feet to the southeast corner of said Lot No. 3; thence west, along the south line of said Lot No. 3; One Hundred Sixty Five (165) Feet, to the place of beginning. BE IT FURTHER RESOLVED, That the School City of Richmond, Indiana, at its own expense improve said alleys by paving same at their full widths with concrete in accordance with specifications of the City of Richmond, excepting so much of the above described strip of land as has already been dedicated to the public use, all as shown by a plat of such proposed opening now on file in the office of the Department of Public Works & Safety of said. City. The property which may be injuriously or beneficially affected in the City of Richmond by the opening of said. alley as above described, is known and described as the ground herein proposed to be dedicated and_ appropriated therefor, a.nd the property, abutting on the north, all owned by the School City of Richmond. All as shown by a plat of such territory now on file in the office of the Department of Public Works & Safety of said City of Richmond. The board unanimously adopted Declaratory Resolution No. 5-1953, to open an alley south of South "B" Street leading from a north and south alley between South 4th and South 5th Street , across Lot No. 51 of John Smith' s Original Plat to South 5th Street in the City of Richmond, in Wayne County, of the State of Indiana, by the condemnation and appropriation of sufficient lots and lands for such opening specifically described as follows, to-wit: beginning at a point in thetwest line of South 5th Street, Ten ( 10) Feet north of the southeastkorner of Lot No. 51 of John Smith' s Original Plat; thence west, parallel with the south line of said Lot No. 51, One Hundred Twenty Five ( 125) Feet to a north & south alley;, thence north along the east line of said north and south alley Fourteen ( l4) Feet; thence east, parallel with the south line of said Lot No. 51, One Hundred Twenty Five ( 125) Feet, ' to the west- line of South 5th Street; Fourteen ( 14) Feet to the place of beginning. BE IT FURTHER RESOLVED, That, the School City of Richmond, Indiana, at its own expense improve said alleys by paving same at their-full widths •0 with concrete in accordance with specifications of the City of Richmond, excepting so much of the above described strip of land as has already IIbeen dedicated to the public use, all as shown by a plat of such pro- posed opening now on file in the office of the Department of Public Works & Safety of said City. The property which may be injuriously• or benefically affected in the City of Richmond by the opening of said alley as above described, is known and described as the ground herein proposed to be dedicated and, appropriated therefor, and the property, abutting on the north, all owned by the School City of Richmond. .All as shown by a plat of such territory now on file in the office of the Department of Public Works & Safety of said City of Richmond.
