SUBJECT: TEMPLE CITY BIKE RIDE AND RODEO EVENT
RECOMMENDATION:
The City Council is requested to receive an update regarding the March 23, 2013
Temple City Bike Ride and Rodeo event, which will be held at Live Oak Park from 9:00
a.m. to 2:00 p.m.
BACKGROUND:
1. In 2005, the City held its first bike rodeo at Live Oak Park to promote its bicycle
and pedestrian safety program.
2. On February 7, 2011, Alta Planning was commissioned under Gruen and
Associates to prepare a citywide Bicycle Master Plan to assist the City with the
planning and programming efforts to complete a bicycle network.
3. On February 15, 2011, an online bicycle survey was uploaded to the City's website
and a press release was issued to notify residents of the City's efforts to prepare a
bike master plan in an effort to gain public participation. Additional noticing,
outreach and promotion was done through: public notices for the City Council,
Planning Commission and Public Safety Commission agendas; newspaper items;
flyers; emails; direct contact with interested bicycle groups and stakeholders; and
notices to schools.
4. On March 3, 2011, the Bicycle Master Plan was completed by Alta Planning.
Among several recommendations contained within the plan were multiple
strategies for public outreach and education, including a City -hosted Bike Rodeo
event.

5. On March 9, 2011, the Planning Commission and Public Safety Commission gave
feedback and approved the draft Bicycle Master Plan at a special joint meeting.
6. On March 15, 2011, the City Council adopted Resolution No. 11-4737, approving
the Bicycle Master Plan.
7. On September 29, 2012, the newly appointed Temple City Youth Committee
(Youth Committee) convened for the first time and set their annual goals, one of
which was to organize a group bike ride on Temple City streets.
8. On December 27, 2012, Public Safety and Services staff (i.e., Public Safety Officer
Bryan Ariizumi and Management Analyst Teresa Santilena) attended a meeting of
the Youth Committee to begin coordination of a citywide group bike ride and rodeo
event. At that meeting, Youth Committee members Serena Lin, Bailee Weisz, and
Cynthia Yong volunteered to form a Bike Ride/Rodeo Ad Hoc Committee (Ad Hoc
Committee) to participate in the organization of the event.
9. On January 10, 2013, the planning team (i.e., the Ad Hoc Committee, Public
Safety Officer Bryan Ariizumi, Management Analyst Teresa Santilena, Parks and
Recreation Coordinator Frances Manzo-Pimentel, Senior Recreation Leader Juan
Pasillas and Javier Hernandez from the non-profit group BikeSGV) met to begin
initial planning of the event.
10. On January 23, 2013, Public Safety and Services staff met with representatives
from the Los Angeles County Sheriff's Department to discuss methods to ensure
the safety of the community during the event.
11. On January 24, 2013, Public Safety and Services staff and Sergeant Miranda of
the Los Angeles County Sheriff's Department attended the Youth Committee
meeting to solicit input from the full Committee on the progress of the event (i.e.,
setting the date and time, finalizing the bike ride route, identifying potential vendors
and advocacy groups for participation, discussing the road closure and traffic plan,
reviewing entertainment possibilities, and detailing public outreach).
12. On January 31, 2013, the planning team met to discuss progress and identify
remaining needs (i.e., finalizing the event layout at Live Oak Park, securing
refreshments, and creating advertising and other public outreach materials).
13. On February 28, 2013, Public Safety Officer Ariizumi attended the Youth
Committee meeting to update the full Committee on progress made.
14. On March 14, 2013, the planning team met to finalize the event details.

ANALYSIS:
As part of the education and outreach strategies detailed in the Temple City Bicycle
Master Plan, the City will hold a bicycle rodeo on Saturday, March 23, 2013. Prior to the
rodeo, a five -mile group bike ride for community members ages 10 and up will begin
and end at Live Oak Park. Children under the age of 10 can ride a mini -route at the park
before rodeo events commence. The bike rodeo will provide community members with
bicycle safety and repair resources in addition to family -friendly entertainment and raffle
prizes. Registration for the bike ride will begin at Live Oak Park at 9:00 a.m., followed by
a safety skills course at 9:30 a.m. The bike ride is scheduled for 10:00 a.m. through
12:00 p.m., followed by the bike rodeo, food for purchase, and entertainment at the park
from 12:00 p.m. to 2:00 p.m.
The planning team has secured several vendors for the event. Temple City Bike Shop,
Performance Bike Shop in Pasadena, and Stan's Bike Shop in Monrovia have
confirmed that they will each set up a vendor booth and provide free bike assessments,
bicycle tune-ups and safety training for ride participants. Additionally, Los Angeles
County Metropolitan Transportation Authority (Metro) has sent the City free maps,
blinkies and patch -kits, and will be promoting the event on their Facebook page.
BikeSGV and the Los Angeles County Bike Coalition will also have informational booths
set up.
The event will also host several forms of entertainment, including a raffle and
giveaways, a bicycle break dancing performance by a BMX freestyle group, and a trials
ride demonstration from Temple City native, Zak Maeda. Food will be available for
purchase from Gringos Tacos and MyDelight Cupcakery between 11:30 a.m. and 2:30
p.m.
The planning team has been diligent in ensuring that the event will be safe for all those
wishing to participate. City staff and the Los Angeles County Sheriff's Department is
preparing for 200 to 600 attendees. Helmets are required for all children under the age
of 18 wishing to take part in the group ride, and all riders must fill out a registration form
prior to leaving the park. The five -mile ride will contain three check-in points for the
riders to regroup (i.e., Temple City Park, Temple City High School, and St. Luke's
Church/Cloverly School), which will allow City staff and Sheriff's Deputies to set up
rolling street closures along the bike ride route. Public Safety vehicles will also be
deployed at the head and tail of the riding group, along with a pickup truck to assist any
riders who have mechanical difficulty.
Several forms of public outreach have been conducted to publicize the event. A flyer
(Attachment "A") with a schedule of activities, list of activities that will be held at the
park, and a map of the group ride route has been circulated to all confirmed participants
for them to distribute. Additionally, the City, BikeSGV and Metro will advertise the event
on their social media pages. A news release has been written, uploaded to the City's

website and distributed to local news media. City staff has also developed a slide for the
City's cable television station, KGEM-TV, and will be releasing a Connect-CTY
announcement prior to the event.
CONCLUSION:
The City Council is requested to receive an update of the March 23, 2013 Temple City
Bike Ride and Rodeo event, which will be held at Live Oak Park from 9:00 a.m. to 2:00
p.m.
FISCAL IMPACT:
This item does not have an impact on the Fiscal Year (FY) 2012-13 City Budget. The
cost of the event has been accounted for in the City's two-year work plan. By fulfilling
the outreach and education elements of the Bicycle Master Plan, the event will allow
Temple City to continue to apply for competitive grants.

Celebrate the city's incoming bike lanes and get some
exercise while you're at it! Our Bike Ride and Rodeo,
hosted bythe Public Safety Division, Parks & Recreation
Department, and the Temple City Youth Committee,
kicks off with a five -mile ride along a route identified in
the Bicycle Master Plan, and leads into festivities at Live
Oak Park, including a mini bike path for kids, a live BMX
stunt and breakdance show, and booths by local bike
shops. Freebies and raffle prizes will also be up for
grabs!
