AND SAFETY, RICHMOND, INDIANA
FRIDAY, SEPTEMBER 26, 1952.
IIThe Board of Public Works and Safety of the City of Richmond, Indiana, met
in regular session in its office in the City Hall in said City, Friday,
September 26, 1952, at the hour of 8:00 o' clock A.M. (cst) . Mr. Coleman
presiding with the following members being present: Mr. Hodgin. Mr.
Frank Chambers sitting in for Mr.. Haworth who is absent. The following
business was had, to—wit:
On motion duly made, seconded and carried the minutes of the previous
meeting were dispensed with.

Fire Chief Williams pointed out to the Board the abnoxious odors that have
X been caused by duip fires on North 20th Street. The Fire Chief reports
^ to the Board that he will send a company out to put these fires out and
try to eliminate these fires.
The Mayor recommended to the Board to investigate the prohibiting of
parking cars at least 30 feet from all intersections on North and South "A"
Streets. This was referred to Capt. Juerling.
The Board granted permission to the Wayne County Community Chest Fund to
place Community Chest collars around the downtown ornamental light posts
during their campaign.

Dear Mr. Reeg:
Please refer to your letter of September 9 concerning a petition
for the installation of a traffic signal at the intersection of U. S.. 27
(South 5th Street) and "B" Street.
We will be glad to make an investigation to see if a warrant
exists at this location for the Highway Commission to install a traffic
signal. We will inform you of this as soon as our field investigation
has been completed.

Dear Mr. Reeg:
Please refer to your letter of September 12 concerning the in-
stallation of ,a traffic signal at the intersection of U. S. 27 (South 5th
Street) and E Street in the City of Richmond,
The Commission has rejected the installation of a traffic signal
at this intersection which makes it legally possible for the City of
Richmond to make such installation; however, I have not forwarded the
specifications for this work because Mr. Pohlkotte will bring them to you
personally and discuss this installation with the city officials.
I am sure that Mr. Pohlkotte will be able to do this in the
relatively near futures

Dear Mr. Reeg:
Please refer to your letter of September 12, 1952 concerning
the intersection of S.R. 121 and North 24th Street in Richmond.
You state that accidents have been occurring at this inter-
section, although it has been made a 4-way stop. Usually a 4-way stop
intersection having the amount of traffic as the one in question is
exceptionally safe unless there are certain circumstances such as
alignment or grade which might cause accidents.
I have examined. the history of this intersection and find that
there is insufficient volume to warrant the Highway Commission to install
a traffic signal at this point. It may be possible to improve conditions
by the installation of a flashing beacon having red indications to all
four legs of the intersection. This should overcome the problem pre-
sented for the poor vertical alignment.
I will be very glad to request the Greenfield District Office

to investigate the feasibility and need of a flashing beacon at this
intersection, if this is satisfactory to the City and to the residents.
If it is not, I will be glad to recommend to the Commission that the
II City of Richmond be permitted to install a regular traffic signal at
this point®

T. The Board unanimously adopted Improvement Resolution No. 961-1952as

IMPROVEMENT RESOLUTION NO. 961-1952
RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF
RICHMOND, INDIANA, that it is deemed necessary to improveGardner Street
from Harris Street West to alley along East side of Pennsylvania Railroad
' Right-of-way by construction of concrete curb and gutter and sidewalks,
in accordance with the profile , details, drawing and specifications on
file -in the office of the Board of Public Works and Safety of said City;
and such improvement is now ordered.
IIThe cost of said improvement shall be assessed upon the real estate
abutting on said Street Improvement and on property abutting on the streets
or alleys intersecting the street proposed to be improved, and on property
within 150 feet of the line of the street to-be improved, and upon the
City of Richmond, Indiana, if said City is benefited by said improvement,
all according to the method and manner provided for in Act of the General
Assembly of the State of Indiana, entitled "An Act Concerning Municipal
Corporations", approved March 6, 1905, and in accordance with and pursuant
to all amendatory and supplemental acts thereto, passed by the General
Assembly of the State of Indiana. Assessments, if deferred, are to be
paid in ten equal installments, with interest at the rate of six per cent
per annum. A Bond shall be, issued to the contractor in payment for such
work, unless the property owners pay said assessments before said bonds are
issued. Under no circumstances shall the City of Richmond, Indiana, be,
or be held responsible for any sum or sums, due from said property owner
or owners from said work, or for the collection of the same, or for the
payment of any bond, bonds, certificate or certificates, issued to said
contractor in payment for such work, except for moneys as shall have been
actually received by the City from the assessments, or moneys as said City
is by said above entitled Act required to pay. . All proceedings had, and
work done in the making of said improvement, assessment of property, col-
lection of assessments and issuance of bonds therefor, shall be as provided
for in said above entitled Act and amendments thereto.

The Clerk presented proofs of publications printed in the Palladium-Item
a newspaper of general circulation thq.t a public hearing would be held
on Declaratory Resolution No. 11-1952 to vacate that portion of alley be-
tween South 7th and Oakland Street to the South line extended East of Lot
No 324 in the Bealview Addition. The proofs were ordered received and filed.
After hearing all present who desired to be heard on said Declaratory
Resoluuion No. 11-1952 the board unanimously confirmed said Declaratory
Resolution.
On recommendation of the City Engineer the Board unanimously confirmed
Improvement Resolution No. 959-1952 to improve the alley between South lath
and South 14th from South "D" to South "E" by construction of a concrete
roadway the full width. This Resolution had previously been taken under
advisement by the Board on August 29, 1952, as there was a remonstrnace
filed. The Engineer this remonstrance and the petition showed that the
petitioners had enough resident property signers to warrant a confirmation
of this Resolution.
The Clerk presented proofs of publication printed in the Palladium-Item,
a newspaper of general circulation that sealed bids would be received for
labor and material necessary as provided for in Improvement Resolution No.
956-1952 to improve the alley between South loth and South 15th from
South "D" to South "E" . The proofs were ordered received and filed.

On recommendation of the City Engineer the Board accepted the bid of the
DeBolt Concrete Company.

The Clerk presented proofs of publication printed in the Palladium-Item
a newspaper of general circulation, that sealed proposals would be re-
ceived for labor and mathrial necessary for Improvement Resolution No.
960-1952 to improve the East side of Harris Street from Northwest "M"- to
Northwest "N". The proofs were ordered received and filed.

On recommendation of the City Engineer the Board accepted the bid of the
DeBolt Concrete Company.

There being no further business presented on motion duly made, seconded
and carried, the meeting adjourned.
