The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City Hall in said City, Friday, August 22, 1952, at the hour of 8:00 o' clock A.M. (cst) . Mr Coleman pre- siding with the following member being present: Mr. Hodgin. Mr. Haworth being absent: ' The following business was`had, to- wit: On motion duly made, seconded and•carried 'the minutes of the previous meeting were dispensed with. . `C<< Mr. Burlison reported that the Telephone Company was repairing the street near South 5th and "I " Streets', A report, of the Breyhound ,buses ,using Southwest, 2nd. Street was referred —- to Captain Juerling to investigate. ' ' ' , The Fire Chief presented the following. August- 21_, 1952. Mr. Harold G. Coleman Re: 18 Richmond Ave. - Chairman Board of Public Works Part C. of lot 39 and Safety C.J. Reynolds Add. Richmond, Indiana. . . Harvey Ramsey 430 South 6th, II Dear Sir: On July 19th, 1952, the Fire Marshall was asked to make an in® spection of the building located at 18 Richmond Ave. It was of the Fire Marshall' s knowledge that a previous inspection had been made by a deputy State Fire Marshall on October 3rd, 1950, and a letter of recommendation sent to Mr. . Harvey. Ramsey. This letter recommended that the entire building be re-wired, stairway repaired also to provide proper exits. No attempt was made then to comply with the State Fire Marshall' s recommendation. The inspection of July 19th, 1952 found conditions much •wor•se than the inspection of October 3rd, 1950. The building on July 19th, 1952 was occupied by one family and the other apartments in such con- dition that it seemed impossible for anyone to live in them. On, July 19th, 1952 a thirty day order was issued by the Fire Mar- shall to a Mr. Harvey Ramsey, to the effect that the building was to , be taken down and the remaining debris removed, also that the building was not to be occupied and to notify tenants to vacate. A condemned sign was placed on the building. This sign has been removed by somebody. During the week of August llth, 1952 Mr. Ramsey called upon the Fire Marshall to endeavor to work out some solution, it being his desire to remodel and continue tlae use of the building as an apartment house. It is the opinion of the building inspector that a considerable sum of money would be required to place the buidling in safe condition, perhaps in the neighborhood. of 3, 000.00. It is our opinion that the building is not worth $3, 000.00. We do not believe it justifiable to expend the amount of money that would be necessary to place the building in safe condition. . At the time of the discussion with Mr. Ramsey it developed that he is not certain as to his ownership, this being in question between himself and a Mr. Gilbert M. Hudelson, Our discussion ended on this point that he would clear his status on ownership and then return to us for further talk. No further word has been received from Mr. Ramsey. We feel that under the circumstances we are justified in presenting this case to the Board of Public Works and Safety in accordance with Part 9 of the Building Code of the City of Richmond, page 62. August 21, 1952. Mr, Harold G. Coleman Re: 1415 Harris St. Chairman Board of Public Works and Safety Lot 107 Fairview Hgts. Richmond, Indiana Addition. Gilbert M. Hudelson 29 S. 19th St. Dear Sir: On July 19th, 1952 the Fire Prevention Bureau made an inspection of the above property and found that the building was not suitable for human occupancy. We found, A. Dangerous construction, 1 dangerous wiring, 2 bad chimney, 3 flimsy partitions with sagging ceiling, walls and ceiling covered with loose wall paper, B Unsanitary conditions. . General condition of building is such as to make this building a fire trap, conditions are such as to make what the Fire Department calls a flash fire, which is. a sudden, intense flame, which usually envelopes a whole room with a solid mass of fire. Such type fire snuffs out life without a chance of escapte. It was decided by the Fire Chief and the Fire Marshall that the building was of such condition that remodeling was not possible and that the building was to be taken down and the remaining debris removed. At the time of the inspection the building was unoccupied. On July 19th, 1952, a thirty day order was issued by the Fire Mar- shall to a Gilbert M. Hudelson to the effect that the building was to be taken down and the remaining debris removed, also that the building was not to be occupied. A condemned notice was placed on the building. The gas, water and electricity were removed by order of the Fire Marshall. The order was sent by registered mail with a return receipt. Mr. Hudelson has failed to contact the Fire Marshall' s office in any way. As to the intention of Mr. Hudelson we have no knowledge and as to this date nothing has been done by Mr. Hudelson in attempting to comply with the order of July 19th, 1952. ' On August 18th, 1952 the Fire Marshall received a telephone call from a neighbor of 1415 Harris Street, giving the following information: this party had called an Opal Smith, an associate of Mr. Hudelson, in regards to a possible purchase of the property. This party was told by Opal Smith that at the end of 30 days they, presumably Opal Smith and Mr. Hudelson, would remove the condemned sign, remodel the building, and move a family or families back into the building. We feel that under the circumstances we are justified in presenting this case to the Board of Public Works and Safety in accordance with Part 9 of the Building Code of the City of Richmond, page 62. 1. • The Board concurred in. the above actions and referred the future action to be taken to the City Attorney. • I . Mr. Edward Prather requested to erect a shanty at North 15th & "E" Street was referred_ to the Chief of Police to investigate. This, shanty to be used by the C.Io00 . Union. The Clerk reported that a letter had been sent to the Indiana;,Railroad requesting an investigation be made of the over- crowding of buses running to and from the Crosley Plant and alos a `petition for bus service near South 13th and 0 Streets® Councilman Baldwin° s request of "slow" signs on both approaches -to the Cq overhead bridge was referred to Capt. Juerling to investigate. -'1-- Councilman Alkireas request for 4-way stop signs near the intersections "` around the schools was referred to Capt. Juerling to investigate. Councilman Salzarulo' s request for an Safety Squad for the City was taken - under advisement. The Board allowed the claims in the sum of $49,283. 94.
