HomeMy Public PortalAbout08-15-1952 47- OFFICE OF THE BOARD OF PUBLIC WORKS AND SAFETY, RICHMOND, INDIANA. - FRIDAY, AUGUST 15, 1952. • 11 -The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City Hall- in said City, Fri- day, August , 1952, at the hour of 8000 o' clock A.M. (cst) . Mr. Coleman • presiding with the following members being present: Mr. Hodgin and Mr. Haworth. The following business was had, to-wit: On motion duly made seconded and carried, the minutes of the previous meeting were dispensed with. The Civil Air Patrol request to place a banner across Main Street in the • business district advertising a free Aviation Fair August 23-=24, 1952, b was refused by the Board. • Cr;) On recommendation of Fire Chief Williams the Board unanimously approved the installation of a 6" water main to be extended from South "H" Street to South "I" Street on South 12th Street, and a hydrant to be installed at South 12th and "H" Street to .serve as fire protection in said area. The Board concurred with the Indiana Railroad to maintain a 10¢ fare to all children of school age the year around. Mr. Gilbert Schmitz, Supt. of the Harold Tharpe and Son Contractor reported that said company would need to have North 9th Street blocked off during the construction of the Over-pass to store the heavy equipment on said . project. It will also be necessary to block off North "E" Street from time to time. The Board approved that Mr. Hodgin be informed of needs and he recommend to this body from time to time as the job progresses. On recommendation of Captain Juerling the Board approved painting cross- . walks across the intersections of the first alleys north and south of Main Street from 6th to 9th Streets. The Board also authorized the installation of directional signs for said alleys from 5th to llth Streets. The Clerk presented proofs of publication that a public hearing would be . held on this date on Improvement Resolution No. 958-1952. The proofs were ordered filed. The Board now meets to receive and consider any remonstrances that may have been filed or-presented. No remonstrances were filed or received and the board having heard all present who desired to express themselves. on Improvement Resolution No. 95 -1952, voted unanimously to confirm said resolution' as adopted. The Clerk presented proofs of publication that a public hearing would be held on this date on Improvement Resolution No. 959-1952. The proofs were ordered filed. The Board now meets to receive and consider any remonstrances that may have been filed or presented. No remonstrances were filed or received and the board having heard all present who desired to express themselves on IIImprovement Resolution No. 959-1952, voted unanimously to confirm said resolution as adopted. The Clerk presented proofs of publication that sealed proposals would be received on this date for the labor and material necessary to complete the work provided for in Improvement Resolution No. 956-1952. The proofs were 248 ordered filed. • - No bids were* received. The Board voted to hold any further advertising on said Improvement Resolution until the City .'ngineer checks to see if con r a-Mt tractors might be interested in bidding. The Board unanimously 'adopted Improvement Resolution No. 960-1952 as follows: IMPROVEMENT RESOLUTION NO. 960-1952. • RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA, that it is deemed necessary to improve the East side of Harris Street, from Northwest "M" to Northwest "N" Streets by the construction of concrete curb, gutter and sidewalk on the East side of Harris Street in aceord.ance, with the profile, details, draw- ing and specifications on file in the office of the Board of Public Works ' and Safety of said City, and such improvement is now ordered. • The cost of said improvement shall be assessed upon the real estate abutting on said Improvement and on property abutting on the streets and alleys intersecting the improvement area, and on property within 150 feet of the line of said improvements, and upon the City of Richmond, Indiana, if said City if benefitted by said improvements, all according to the method and manner provided for in Act of the General Assembly of the _ State of Indiana, entitled, "An Act Concerning "Municipal Corporations", approved March 6, 1905, and in accordance with and pursuant to all . amendatory and supplemental acts 'thereto, passed by the General Assembly of the State of Indiana. Assessments, if deferred, are to be paid in ten equal installments, with interest at the rate of six percent (6%) per annum. A bond shall be issued to the contractor in payment of such work, unless the property owners pay said assessments before said bonds are issued. Under no circumstances shall the City of Richmond, Indiana, be, or be held responsible for any sum or sums, due from said property owner or owners for said work, or for the collection of the same, or for the payment of any bond, bonds, certificate or certificates, issued to said contractor in payment for such work, except for moneys as shall have been actually received by the city from the assessments, or moneys as aaid city if by said 'entitled Act required to pay. 'All proceedings had, and work done in the making of said improvement, assessment of property, collection • of assessments and issuance of bonds therefor, shall be as provided for • in said above entitled Ace and amendments thereto. • On recommendation of the Mayor the Board approved that proceedings be started for the installation of traffic signals at the intersections of Northwest 5th and Richmond Avenue and Southwest 5th and National Road. The Board allowed the claims in the amount of $39307.22. There being no further business presented, on motion duly made, seconded and carried, the meeting adjourned.
