OFFICE OF THE BOARD OF PUBLIC WORKS AND •
SAFETY, RICHMOND, INDIANA, FRIDAY JULY 11, 1952.
The Board of Public Works and• Safety of the City of Richmond, Indiana,
met in regular session in its office in the City Hall in said City, Fri-
day, July 11, 1952, at the hour of 8:00 o' clock a.m. (cst) . Mr. Hodgin
presiding with the following member being present Mr. Haworth. Mr.
Coleman being absent. The following business was had, to-wit:
On motion duly made, seconded and carried the minutes of the previous
meeting were dispensed with.
Mr. Don Bell of the Richmond Supply Company, North 17th Street, appeared
before the Board asking for some parking space for their customers . This
was referred to Capt; Juerling for his study and recommendation.
:= On recommendation of the Fire Chief the Board approved the advancement
of Roland Walls and Donald Tibbot from probationary firemen to that of
regular firemen as of July 1, 1952. Bother men having served the year
probationary period.
The Fire Chief reported that he had received complaints about the smoke
belching out of the smoke stack of the Porter Sign Company on North 17th .
Street. The Board ordered the Clerk to notify Mr. Carol Porter of said
Company to make his appearance befor6 this Board next Friday.
On recommendation of the Fire Chief the Board approved the extension of
II an 8 inch water main from Peacock Road to Richmond Avenue. The Clerk
to notify the Water Works of this action.
The Board approved the installation of "No Parking" signs along the South-
side of South "H" Street, from South 7th Street to South 9th Street.
The Board ordered Captain Juerling to make a study of the timing o.f the
traffic light at North 15th and "E" Street and report his findings to the
Light Plant.
The Street Commissioner was ordered to plate some Calcium Chloride on
Southwest "D" Street near the McGuire Hall.
The complaint of the streets and, alleys needing some cleaning was re-
ferred to the Street Commissioner.
The Board authorized the installation of street lights along Park Road,
from Main Street to National Road.
The Board authorized the installation of a street light in the Hillman
Court, south of Southwest "G" Street.
The Board approved an Agreement between the City and the Optimist Club
(Waste paper receptacles) as follows:
PERMIT BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF
RICHMOND, STATE OF INDIANA.
For the purpose of eliminating indiscreminate advertising,
- to encourage artistic publicity within the City, to standardize

all outdoor advertising, and in order• to keep the streets of the
City as clean and free from paper and like trash as possible, with-
out expense to the City other than the removal of waste paper and
waste as hereinafter provided,, the Board. of Public Works and Safety
of the City of Richmond, Indiana, hereby grants unto the OPTIMIST
CLUB, INC. of the City of Richmond, Wayne County, Indiana, per-
mission to place, keep and maintain on the sidewalks of said City
(20) self-closing waste paper receptacles at and near the following
street intersections, to-wit: Fourth, Fifth, Sixth, Seventh, Eighth,
Ninth, Tenth and Eleventh and. Main Streets, and one on South Eighth
Street in fron of the Bus Station, and elsewhere about the City as
may be agreed upon by the parties hereto from time to time, if more
receptacles are required during the life of this permit, for a
period of four years beginning as of January 1, 1952.
Said receptacles are to be not more than two feet square,
and not more than four and one-half feet in height, of substantial
construction, and conveniently designed for the purpose intended.
And the said Optimist Club, Inc. agrees to so place, keep
and maintain said receptacles in a clean, neat and proper condition
for said period of time, provided it be , and it is, hereby allowed
to reserve for its own use all outside space on said receptacles
for advertising purposes. It being specifically understood and
agreed by both parties that all advert sing matter, printed or •
placed upon said receptacles, shall be subject to the approval of
said. Board of Public Works and Safety in said City, and in event
any of said advertising matter appearing thereon is objectionable
to said Board of Public Works and. Safety, said Optimist Club, Inc.
agrees to and will, upon notice from said Board of Public Works 111
and Safety to do so, cause any such objectionable matter to be
promptly removed.
And said Board of Public Works and Safety further reserves the 2
right to order removed any and all such receptacles that are not
kept a.n_d maintained_ in a clean, neat and proper condition, as above
specified, and upon the failure of said Optimist Club,- Inc. , to re-
• ove such receptacles after notice from the Board. of Public Works
and Safety, then said. Board of Public Works and Safety shall have-
the right to remove such receptacles.

Said Optimist Club, Inc. in consideration of granting to
it of said permission to place, keep and maintain said receptacles on
the sidewalks of said. City, does hereby agree that it will hold the
City of Richmond harmless from any and all damages to person or
persons caused by reason of the placing and maintaining said recept-
acles on said sidewalks as aforesaid, or from any defect therein,
and that it will proptly reimburse said City for• any amounts recovered
by reason of any judgement for damages that may be recovered agains
said.. City, including all costs, interest, or other expenses connected
therewith, and the said Optimist Club, Inc. , as a part of the con-
sideration herein is to furnish said City of Richmond, liability •
insurance in some responsible insurance company acceptable to said
Board, providing for payment of damages for personal injuries or
death, in the amount of ,$15, 000. 00 for .any one person and
( 30, 000.00 for any one accident, and property damage in the amount
of not less than $5, 000.00.
Upon the forfeiture or cancellation of this permit said
Optimist Club, Inc. , shall have the right to remove all of such
II receptacles from the streets in said City, but upon its failure so to
do said. Board of Public Works and Safety shall have the right to re-
move the same after thirty days written notice to said Optimist
Club, Inc. , at its last and usual place of business.
The City of Richmond is to collect and remove all waste
paper and waste deposited in said receptacles from time to time, as
it may be necessary so to do. '
IN WITNESS WHEREOF, we have hereunto set our respective

The Clark presented proofs of publication printed in the Richmond Palla-
dium-Item a newspaper, that sealed bids would- be received on this date at
the hour. of 9:00 o ' clock a.m. ( cst) for furnishing the various departments
with coal. The proofs were ordered filed. The bids received were from the
Sam Jaffe Coal Co. and the Kendal Coal Co. All bids were referred to the
City Engineer for tabulation and recommendation.
The Board allowed the claims in the amount of $22,052.35.

There being no further business presented, on motion made, seconded and
carried the meeting adjourned. .
