Ind.iana, met in regular session in its office in the City Hall in said City, Thursday, May 29, 1952, at the hour of 8:00 A.M. ( c. s. t. ) . Mr. Coleman presiding with the following members being present: Mr. Hodgin and Mr. Haworth. The following business was had, to-wit: On motion duly made, seconded and carried the minutes of the previous meeting were dispensed with. Mr. Hodgin reported that he, the Mayor, Chief of Police, and Fire Chief visited Cincinnati, Ohio, Tuesday, May 27th to investigate the traffic signals used during fire runs in said City. The report given was that the caution light in the traffice signals are flashed on a.nd off during a fire run and has proved out very satisfactorily. The Clerk 'was ordered to contact the light plant for them to make an investigation as to if our present traffic lights could be used in this manner without much change. The following letter was received and read: Mr. Ather J. Reeg City Clerk Richmond, Indiana Dear Mr. Reeg: Please refer to your letter of May 23 in which you request per- mission to establish a 4-way stop at the intersection of S.R.121 ( South 9th Street) and "L" Street in the City of Richmond. By law all streets maintained by the State Highway Commission are preferential over all other intersecting streets and alleys. On occa- sion the Commission has made a city street preferential over a state high- way as a result of an engineering investigation which showed the vehicular traffic to be greater on the side street. In the case of the intersection of S.R. 121 and "L" Street, you are requesting that all traffic stop at all times during the day and night because a problem exists when the children are going to school, wtlich is a very small part of the day and night. Inasmuch as this is a school child- ren crossing problem and one that does not exist at all times during the day, it is our recommendation that this problem be handled in a manner that will be satisfactory to the children crossing the street, and to the vehi- cular traffic using the intersection. In our opinion this should be done in the assignment of a civilian guard to assist the children in crossing the street whenever necessary. In the same letter you requested the installation of a traffic signal at the intersection of U. S. 35 (Northwest 5th Street) and Richmond Avenue in the City of Richmond. We are sending a copy of this letter to our District Engineer, Mr. W.F.McVaugh, with request that he make an in- vestigation at this intersection and send us results of the investigation together with his recommendation.
