The Board of Public Works and Safety of the City of Richmond, Indiana, IImet in regular session in its office in the City Hall in said City., Friday, May 9, 1J52, at the hour of 9:00• o 'clock A.M. ( c. s. t. ) . Mr. . H. G. Coleman presiding with the following members being present: Mr. S.W. Hodgin, and Mr. C.M. Haworth. The following business was had, to-wit: On motion duly made, seconded and carried the minutes of the previous meeting were dispensed with. The Board approved the local National Guard' s of using North "A" Street from North 12th Street to Ft. Wayne Avenue, Main Street west from Ft. Wayne Avenue to the Armory to hold. an Army Observance Day Parade 'N Saturday, May 24 , 1952, starting ,at the hour of 5: 30 P.M. (c.d. s. t. ) . J J Street Commissioner W. Burlison reported that all the necessary one-way R- signs would be installed Friday, May 9, 1952 on North 18th and 19th Streets, from Main to North "E" Street. The Board approved the effective date to be Monday May 12, 1952, at the hour of 600 a.m. (.c.d. s. t. ) . Mr. Max Addleman appeared before the Board and presented a petition signed by 752 people living in the area of Northwest 5th and Peacock Road requesting a traffic signal be installed at said intersection for the safety for pedestrians, most of whom are school children. . The Board ordered the Clerk to refer this request to the Citizens Traffic Committee for their study and recommendation. II ' The Board went on record by recommendation of the Mayor that the Indiana Railroad Company not increase the fare for school children over 2 tokens for 15 .. The Clerk to notify the P. S. C. of Indiana of this action. The Board approved the Blanket Liability Insurance for the Municipal . Electric Lighting and Power Plant as follows: Bodily Injury Limits $100, 000 each person 4.50,000 each occurrence Property Damage, Limits $50,000 each accident 500, 000 aggregate® Quotations based on an estimated revenue income of $2,500, 000 and the rate is per $1, 000.00 of receipts, $1,000 Deductible $1. 653 per $1000 $4, 132.50 2,000 " 1.54.8 " n 3, 870. 00 5,000 if 1.40 1° " 3,500,00 A. petition was received signed by property owners in the vicinity of West Main, west of Easthaven Avenue requesting the operning and extention of West Main Street from Easthaven Avenue west to the west corporation line of said City. This was referred to the City Engineer for his study and recommendation. - A petition was received signed by property owners in the vicinity of Southwest 14th Street from West Main to National Road West requesting the ' improvement of Southwest 14th Street by constructing sidewalks, curbs and 21 6 gutters on both sides of street, where not already installed or pro- vided for, and grading and paving the street with modern pavement. This petition was referred to the City Engineer for his study and recommend- ation. A petition was received signed by property owners in the vicinity of between N.W. "El Street and Richmond Avenue requesting the construction of a concrete roadway the full width of the first alley east of N.W. 1st Street, running south from N.W.- "E" Street and the alley between N.W. "E" and Richmond Avenue from the first alley east_ of N.W. 1st Street to the second alley east of N.W. 1st Street , and the second alley east of N.W. let Street, south from N.W. "E" Street to the alley between N.W. "E" Street and. Richmond Avenue. This petition was referred to the City Engineer for his study andrecommendations. A petition was received signed by property owners requesting the construction of a concrete alley the full width. of_ the alley between South,llth Street and South 12th Street, from South "C" Street to South "D" S The City Engineer presented the following Improvement Resolution No. 952-1952 and moved its adoption. Mr. Haworth seconded the motion and on voice vote the Improvement Resolution #952-1952 was adopted. IMPROVEMENT RESOLUTION • NO. 952-1952. RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, That it is deemed necessary to improve the alley between South llth and South 12th Street, from South "C" to South "D11 Streets, by construction of a concrete roadway the full width of said alley in accordance with the profile, details, drawings, and specifications on file in the office of the Board of Public Works and Safety of said City; and such improvement is now ordered. The cost of said improvement shall be assessed upon the real estate abutting on said Alley Improvement and on property abutting on the streets or alleys intersecting the alley proposed to be improved, and on property within 150 feet of the line of the alley to be improved, and upon the City of Richmond,. Indiana, if said City is benefitted by said improvement, all according to the method and manner provided for in Act of the General Assembly of the State of Indiana, entitled, "An Act Concerning Municipal Corporations", approved March 6, 19Q5, and in accordance with the pursuant to all amendatory and supplemental acts, thereto, passed_by the General Assembly of the State of Indiana. Asses- ments, if deferred, are to be paid in ten equal installments, with in- terest at the rate of six per cent (6%) per annum. A bond shall be issued to the contractor in payment of such work, unless . the property owners pay said assessments before said bonds are issued. Under no circumstances shall the City of Richmond, Indiana, be, or be held, res- ponsible for any sum or sums, due from said property owner, or owners from said. work, or for the collection of the same, or for the payment of any bond, bonds, certificates, issued to said contarctor in payment for such work, except for moneys as shall have been actually received by the City from the assessments, or moneys as said City is by said above entitled Act required to pay. All proceedings had, and work done in the making of said improvement, assessment of property, collection of assessments and issuance of bonds therefor, shall be as provided for in above entitled Act and amendments thereto. Reeg Clerk of the Board The Clerk presented proofs of publication of the notice of a public 7,7 hearing on Improvement Resolution No. 950-1952 as was adopted on the 18th , T, day of April 1952, showing said notice had been published at least tern (10) days prior to this date. On motion duly made, seconded and carried P, the proofs were ordered received and filed. After hearing all persons interested in the question and no remonstrances being filed or presented, the Board unanimously confirmed Improvement Resolution No. 950-1952 as adopted. The Clerk presented .proofs of publication of the notice of a public hearing on Improvement Resolution No. 951-1952 as was adopted on the 18th day of April 1952, showing said notice had been published at least ten (10) days prior to this date. On motion duly made seconded and carried the proofs were ordered received and filed. After hearing all persons interested in the question and no remonstrances being filed or presented, IIthe Board unanimously confirmed Improvement Resolution No. 951-1952 as adopted. The complaint of the condition of the sidewalk in front of 1403 Ratliff Street was referred to the Street Commissioner. The complaint of gutters needing cleaning on Ridge Street from Northwest "J" Street to Northwest "L" Street was referred to the Street Commissioner. The Board recinded the order previously given to remove the parking meter head in front of the Tag' s Taxi Company on North 7th Street. The Board allowed the claims in the amount of S27,652. 74. IMPROVEMENT RESOLUTION NO. 953-1952 RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAE 'Yt'IOF THE CITY OF RICHMOND, INDIANA, That it is deemed necessary to improve that part of City property, known as the Market House Lot, lying south from South "A" Street a_.cli„stance_ of__,Eigbbty _Fo_ur_ (84.00) feet, more of less, and extending east from South� 5th Street to the first alley east thereof a distance of IIOne Hundred Twenty Nine (129.00) feet, more or less; to establish an "off street" parking lot, by grading, draining, construction of suitable pave- ment, curbs, etc, and the purchase and installation of parking meters and any other facilities that may be deemed necessary for the proper con- struction and operation of such "off Street" parking lot; all work to be in accordance with plans and specifications and estimate of cost on file 14 in the office of the Board of Public Works and Safety of said City; and such improvements now ordered; subject to proper action of the Common Council in providing necessary funds and authorization to cover the cost of the improvement, all according to the method and manner provided for in an Act of the General Assembly of the State of Indiana, entitled, "An Act Authorizing any City of the Second Class to acquire, establish, construct maintain and operate municipal parking facilities, etc. ' , approved March 3, 1951.
