The Board of Public' Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City Hall in said City, Fri- day, March 28, 1952, at the hour of 9:00 o' clock a.m. Mr. Coleman pre- siding with the following members being present: Mr. Hodgin and Mr, Haworth. The following business was had, to-wit: On motion duly made, seconded and carried, the minutes of the previous meeting were dispensed with. A group of students from Hibberd Junior High School representing the Hibberd Council of said school consisting of the following members: Jean Stegman, Toni Byrum, William Imhoff, Beulah Caudill, Jay Allen, Caroline Stephenson, James Cromwell, and Joyce Mayer. This group pre- sented problems relative to the safety for the school children of said school. It was pointed out that South "L" Street from 9th to llth Street was too narrow and needed to be widened with some basic type of material to hold a road from washing out during hard rains. Caution signs are needed around school on South 9th Street. It was requested that the teachers Parking lot immediately south of said school should be surfaced and that sidewalks should be constructed south of "L" Street on South 9th Street. These requests were taken under advisement and re- ferred to the City Engineer for study and recommendations. A communication was received from Robert C. Law, Councilman, that he had received complaints of large holes at North 17th and 18th Streets where these streets meet the Pennsylvania Railroad. Also that the alley adjacent to the Richmond Block Company, 1204 Green Street, is in bad condition. The Street Commissioner advised the board that the alley had been repaired. The holes as reported were referred to the Street Commissioner to repair. A communication from Robert C. Law, Councilman, of a complaint of Mrs. Harry Lewis, 1424 Ridge Street, complaining of irregular trash collections and residence not having proper trash containers was referred to the Sanitary District. On recommendation of the Chief of Police, the Board accepted the resig- nation of patrolman Robert Porter from the Police Department effective March 17, 1952. On recommendation of the Chief of Police the Board approved the appoint- ment of Paul F. Martin as probationary patrolman as of April 1, 1952. On recommendation of Capt. Juerling the Board approved the removal of "No Parking" signs on Northwest "E" Street from Sheridan Street to Northwest 1st Street. The following communication was received from the State Highway Commission of Indiana: Dear Sir: Enclosed are five prints showing my suggestions for the intersection of Seventh, North D. and Fort Wayne Avenue as dis- cussed with you and Mr. Hodgins on Monday afternoon. z You will notice the following: 1. Increasing radius on north west corner near Neff Street II to permit continuous right turn from Fort Wayne Avenue. 2. Restoration of point and cutting off tip of present island between Seventh and Fort Wayne Avenue. 3. Closing present entrance to parking lot west of Bordenas Ice Cream Co. and Seventh Street. This is too close .to the intersection and would be blocked if signalized. Construct new entrance farther south. 4. Widen "D" Street to approximately 42 feet as indicated. This CN may be deferred; but should be planned. r -J 5. Neff Street will probably be one way out of the intersection. With continuous traffic from Fort Wayne onto N. "D" from the north, Neff Street will be useless. 6. I am suggesting a three phase movement with two dials, one for normal, the second for peak loads - morning, noon and evening. First dial to operate on 50 second cycle, with splits of 20 sec. , and 10 sec. Second dial to run 25, 30 and 15, using a 70 second cycle. Timing may be adjusted to conform to traffic pattern: 7. Layout contemplates 2 indications to each direction: - near IIright and far left. Please check this over carefully. I may have skipped some- thing that is important. If so please advise. /s/ M. C. Pohlkotte The following letter was received from the State Highway Commission: Dear Mr. Reeg: Please refer to your letter of March 22. concerning the re- moval of the "No Left" turn sign at the intersection of West First and Main Streets in the City of Richmond. Inasmuch as all our recommendations concerning traffic con- trol originate in the office of the District Engineer, we are forwarding a copy of your letter to Mr. W. F. McVaugh with request that he study the problem at the intersection in question and give us his recommendations. I am sure you will hear from us in the very near future. /s/ N. F. II A petition was filed signed by property owners in the vacihity_ of South- west 14th Street between Main and Southwest "A" requesting the con- struction of concrete curbs .and sidewalks on both sides of Southwest loth from Main to Southwest "A" . The City Engineer filed the estimated cost of the concrete curbs and sidewalks on Southwest loth Street be- tween Main and Southwest "A" Street as follows. 578 Lin. Ft. Total Estimated Cost 2747. 00 The City Engineer then presented the following Improvement Resolution Number 948-1952. IMPROVEMENT RESOLUTION Number 948-1952. RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA, that it is deemed necessary to improve Southwest loth Street, from West Main Street to Southwest "A" Street by the construction of concrete sidewalks and curbs on both sides of the Street in accordance with the profile, details, drawing and specifications on file in the office of the Board of Public Works and Safety of said City, and such improvement is now ordered. The cost of said improvement shall be assessed upon the real estate abutting on said Improvement and on property abutting on the streets and alleys intersecting the improvement area, and on property within 150 feet of the line of said improvements, and upon the City of Richmond, Indiana, if said city is benefitted by said improvements, all according to the method and manner provided for in Act of the General Assembly of the State of Indiana, entitled, "An Act Concerning Municipal Corporations" , approved March 6, 1905, and in accordance with and pursuant to all amenda- toryand supplemental acts thereto, passed by the General Assembly of the State of Indiana. Assessments, if deferred, are to be paid in tun equal installments, with interest at the rate of six percent per annum. A bond shall be issued to the contractor in payment of such work, unless the property owners pay said assessments before said bonds are issued. Under no circumstances shall the. City of Richmond, Indiana, be, or be held responsible for any sum or sums, due from said property owner or owners for said work, or for the collection of the same, or for the payment of any bond, bonds, certificate or certificates, issued to said contractor in payment for such work, except for moneys as shall have been actually received by the city from the assessments, or moneys as said city is by said entitled Act required to pay. All proceedings had, and work done in the making of said improvement, assessment of property, collection of assessments and issuance of bonds therefore, shall be as provided for in said above entitled Act and amendments thereto. A petition was presented signed by property- owner.s in the vacinity of Northest 3rd and Richmond Avenue requesting the construction of a concrete alley the full width of the alley running west from Northwest 3rd to North- . west Lth. RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, That it is deemed necessary to improve the alley be- tween Richmond Avenue and Randolph Street, from Northwest 3rd to North- west 4th Street, by construction of a concrete roadway the full width of said alley in accordance with the profile, details, drawings and speci- fications on file in the office of the Board of Public Works and Safety of II said City; and such improvement is now ordered. The cost of said improvement shall be assessed upon the real estate abutting on said Alley Improvement and on property abutting -on the streets or alleys intersecting the alley proposed to be improved, and on property within 150 feet of the line of the alley to be improved, and upon the City of Richmond, Indiana, if said City is benefitted by said improvement, all according to the method. and manner provided for in Act of General Assembly of the State of Indiana, entitled "An Act Concerning Municipal Corporation" approved March 6, 1905, and in accordance with and pursuant to all amendatory' and supplemental acts thereto, passed by the General Assembly of the State of Indiana. Reeg BOARD OF PUBLIC WORKS AND CLERK OF THE BOARD SAFETY, RICHMOND, INDIANA 9 The Board unanimously adopted Improvement Resolution No. 949-1952 and instructed the clerk to prepare the advertising for a public hearing to be held on Friday, April 18, 1952, at the hour of 9: 30 a_.m. (c. s. t. ) . A petition was presented by property owners in the vacinity of South "I" and South "J" Streets between South 12th and South 13th Streets and on the west side of South 13th Street and the East side of South 12th Street for the construction of a sanitary sewer in accordance with the Indiana law commonly known as the "Barrett Law" by which each property owner benefited by said sewer pays his proportionate share of the cost of said sewer. This petition was referred to the City Engineer for plans, specifications, profile and estimated cost. He is, to prepare an Improvement Resolution to be presented to this Board. A petition was presented •by Malcolm S. Thomas and Edith M. Thomas for the vacation of a fourteen (14) foot alley abutting lots 15, 16, 17, • 18 and part of 22 lying between N.W. 1Lth Street and the Pennsylvania Railroad. This petition was referred to the City Engineer to prepare a Declaratory Resolution for the above described vacation to be presented to the Board. The following communication was received from the Porter Poster Service: Gentlemen: We would like to rent space for advertising signs on the South Side111 of the new Twentieth Century Bridge between that portion of the Clover Leaf which is the extension of Sheridan Avenue and between the bank that goes down to the river. This is the same space that we formerly occupied prior to the construction of the new bridge. This sign structure will be 15 ft. high and 52 ft long and the exact location of the sign structure shall be determined by a representative of Porter Poster Service and the City Engineer. For this privilege we will pay , 50. 00 annually in advance starting April 1, 1952 and hold the City free and clear from any obligations whatsoever due to the maintenance or erection of these signs through a Public Liability Insurance Policy which we carry, protecting all the people that we rent from, up to 80, 000.00, _ If this is acceptable to the Board of Public Works, we suggest that this letter, which is in duplicate, serve as formal Permission. It is to be distinctly understood that either party may terminate this agreement upon thirty days written notice prior to the end of any yearly period and the sign structure shall be removed if the agree- ment is terminated.
