IIThe Board of Public Works and Safety of the City of Richmond, Indiana, met regular session in its office in the City Hall in said City, Fri- day, March 7, 1952, at the hour of 9: 00 &clock a.m. Mr. Coleman presiding with the following members being present: Mr. Hodgin and Mr. Haworth. The following business was had, to-wit: On motion duly made, seconded and carried, the minutes of the previous meeting were dispensed with. Councilman Baldwin appeared before the board and presented a petition signed by property owners requesting the passage of a resolution re- questing the construction of a concrete alley running west from North- `�st west Fourth Street, between Richmond Avenue and Randolph Street. This Z petition was referred to the City Engineer to prepare a resolution . ..,,. for presentation to this board. .w Mr. Joseph Adams, Manager of the local bus company, appeared before this board requesting permission to use Fort Wayne Avenue, from North 5th and "A" Street to Fort Wayne Avenue and North "D" Street for the Crosley route. This is to be used for a trial period. The board granted permission as requested. A petition signed by property owners requesting the vacation of the first alley south of South "J" Street, from the first alley east of South 8th Street, to the first alley west of South Ninth Street was IIpresented. The City Engineer presented a prepared Declaratory Resolution No. 4-1952, to vacate the first alley south of and parallel to South "J" Street, from the first alley east of South 8th Street to the first alley west of South 9th Street in the City of Richmond, County of Wayne, and State of Indiana, which alley proposed to be vacated is more particularly described as follows, to-wit: Beginning at the Southeast corner of Lot No. 24 in the George H. Knollenberg Sub- division of Lots Nos. 34, 35, 36 and 37 in Oakland Addition and running thence west to the Southwest Corner.. of Lot No . 22 in said Addition, thence east to the Northeast corner of Lot No. 19 in said addition, thence North Sixteen (16) feet to the place of beginning. The property which may be injuriously or benificially affected in said City of Richmond by said proposed vacation is known and described as the alley herein proposed to be vacated and lots abutting on the North and South sides thereof owned as follows: On the North side Lot No. 22, owned by Joseph and Mary E. Bloemke, 817 South "J" Street; Lots Nos. 23 and 24, owned by Kenneth L. and Catherine L. Bortner, 821 South "J" Street. On the South side Lots Nos. 19, 20, and 21 all owned by the Metal Specialty Company, all of said lots being in said George H. Knollenberg' s Sub-division of said City of Richmond. The Board unanimously adopted Declaratory Resolution No. 4-1952 as . III above described. A letter was received from the State Highway Commission relative to a public hearing date being set for a by-pass in an east-west direction around the City of Richmond. The Commission reported that any date • 1 _ - around the middle or later part of April, 1952, would be satisfactory for a hearing. The Mayor to set the date. and advise the Commission. A letter was received from the State Highway Commission granting per- mission to install traffic lights at Henley Road and U. S. #40 according to specifications outlined by said Commission. The board approved the installations as per specifications submitted and ordered the Clerk to notify the Light Plant of this action. On recommendation of the Chief of Police the board approved awarding the contract of the D. Meadows Ford Sales, Inc. for One (1)e cylinder Ford and One (1) 8 cylinder Ford, as quoted in their bid submitted March 3, 1952. The Clerk presented the proofs of publication, printed in the Richmond Palladium, a newspaper of general circulation in Richmond, published on the llth and 18th days of February, 1952, that a public hearing would be held on this date at the hour of 10:00 o' clock a.m. for Assessment Rolls for Improvement Resolutions Nos. 944-1951 and 945-1951. The proofs were ordered received and filed. The board now meets to hear all present and to consider any remonstrances that may have been filed or presented. The board all present who desired to express themselves on the Assess- ment Rolls as above named. No remonstrances were filed. The board now confirms Assessment Rolls Nos. 944-1951 and 945-1951 as adopted. The Clerk presented the proofs of publication, printed in the Richmond Palladium, a newspaper of general circulation in Richmond, Published on the llth and 18th days of February, 1952, that this board would re- ceive and open sealed bids on the 7th day of March, 1952, for the leasing of the Market House for the year 1952. The proofs were ordered filed. The following bids were received and opened. John W. Behnen: $60,00 per month for the period of March 1, 1952, to and including December 31, 1952. Edward Reis and Robert S. Townsend: $ 50.00 per month for the period of March 1, 1952, to and including December 31, 1952. On motion by Mr. Hodgin, seconded by Mr. Haworth and carried, the board awarded the leasing of the Market House to John W. Behnen. A letter was received from Mr. W. C. Dennis, Attorney for the Whitewater Monthly Meeting of Friends (General Conference) stating that everything has been done which good faith and good judgement would suggest at this time in regards to the excuvation of the graves in the North 10th §treet Park. Thanks was also extended for the efficient and sympathic cooper- ation which the Meeting has received from the engineers in their duties performed under the statute and agreement with the City. The Board allowed the claims in the amount of $ 1, 720.45. There being no further business presented on motion made, seconded and carried the meeting adjourned. Chairman Attest: City erk
