The Board. of Public Works and Safety of the City of Richmond, Indiana met in regular session in its office in the City Hall in said City, Friday, February 29, 1952, at the hour of 9:00 o ' clock a.m. Mr. Cole- man presiding with the following member being present: Mr. Hodgin. Mr Haworth was absent. The following business was had, to-wit: On motion duly made, seconded and carried, the minutes of the previous meeting were dispensed with. The Board approved the Street Department of purchasing a truck to replace a 1935 Ford truck #107. The Clerk was authorized to prepare a resolution to sell this 1935 truck and also prepare the advertising :0 for a new truck. - a.t.4 The board approved the Police Department to. use the Council Chambers -a"- , for the next five weeks on Thursday afternoons to conduct a school under the supervision of the. F.B. I. A letter was received from Councilman Law requesting the board to approve the installation of traffic lights at the following locations: West Third and National Road and West Third and Main Street. Both requests has been petitioned for and monies were appropriated in Ordinance No. 1427-1951. The board agreed that a traffic light should be placed in the vicinity of West Third and National Road, and IIreferred the investigation to Capt. Juerling at the last meeting to report back to the board his findings. Capt. Juerling stated that he had made some investigation, but desired more time to make a further investigation be,fore he made a recommendation. Mayor Meadows pointed out that as soon as the 20th Century bridge was open to traffic, that the "No Left Turn" signs would be eliminated at West 1st and Main Streets. This would probably put a different view on the traffic at West Third and Main Streets. The board agreed that this installation should be held over until the new bridge is open and a study be made. The Pierce and Gruber, Consulting Engineers reported that the 20th Century Bridge would be ready for the dedication on March 12, 1952. The approaches on Sheridan Street will have to be closed from time to time to permit the. Contractor to level and grade as weather permits. This was agreeable to the board. The board ordered an overhanging type of traffic light to be installed at the intersection of West Second and. Richmond Avenue. This was requested sometime ago by the Baxter P. T.A. The Clerk was directed to notify the Light Plant of this action. On recommendation of Capt. Juerling, the board approved "No Parking" on the West side of South Second Street, from South "B" Street to South "C" Street. This will prohibit parking on the west side of Second Street, from South "A" Street to South " C" Street. IIThe Clerk presented the proof of publication, printed in the Richmond Palladium, a newspaper of general circulation in the City of Richmond, Indiana, that the board would receive and open sealed bids for two .new police cars. The proofs were ordered filed. The Clerk presented the appraisers affidavit for the appraisal of the 1950 Ford and 1(1; 9. Chevrolet .that are to be traded-in. The 1950 Ford was appraised for 18 4575 . 00 and the 1949 Chevrolet at 4475 . 00. The following bids were received and. opened: D. Meadows Ford Sales, Inc. 2-1952 Fords per specifications as per advertised ( each) $1, 766. 00 Add for 110 H. P. ( each) if desired 475. 00 Trade-in allowance 1950 Ford 4806. 00 Trade-in allowance 1949 Chev. 4676. 00 WILLOUGHBY CHEVROLET CO. One (1) 1952 Chevrolet as per specifications $1, 629. 29 Trade-in allowance 1949 Chevrolet $ 404. 29 Net 11, 225 .00 One (1) 1952 Chevrolet as per specifications 41, 629.29 Trade-in allowance 1950 Ford 4 454. 22_ Net 41, 175. 00 These bids were taken under advisemtn and referred to the Police Dept. and City Engineer to study and recommend. The board approved the request to cut the curb at 110 West Main Street for a drive-way. On motion duly made, seconded and carried, the board adopted the follow- ing resolution relative to a date being set for a public hearing for an east-west direction by-pass around Richmond as follows: RESOLUTION WHEREAS, by reason of the improvement and growth of the City of Richmond, Indiana, it has become necessary for the best interest of said City of Richmond, and Wayne County, and their inhabitants, that a by-pass be constructed in an east and west direction around said City; and WHEREAS, the use of Federal Highway Funds and State Highway Funds are contemplated for the construction of said by-pass, which necessitates the holding of a public hearing relative to the desir- . ability and feasibility of constructing said by-pass and the economic effects of such facility. NOW THEREORE, BE IT RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, that the State Highway Commission of .Indiana be and they are hereby requested to hold a Public Hearing in the said City of Richmond relative to the desir- ability and feasibility of constructing a by-pass in an east and west direction around the said City of Richmond, Indiana, and that the economic effects of such a facility be -given consideration. On motion duly made, seconded and carried, the board adopted the following resolution relative for the transfer of funds for the pur- chase of a tract of land for the over-pass project as follows: RESOLUTION WHEREAS, the Whitewater Monthly Meeting of the .Religious Society of Friends ( General Conference) of Wayne County, Indiana, at a meet- • ing held on the 17th day of February, 1952, passed a resolution to convey to the City of Richmond, Indiana, a tract of land situate in the City of Richmond; Indiana, for the sum of Two Thousand Seven Hundred and Fifty Dollars 02, 750. 00) as follows, to-wit: "Being a part of the northeast quarter of Section thirty- two (32) , Township fourteen ( 14) north, Range one (1) west, in the City of Richmond, Wayne County, State of Indiana, known as a part of Tract number one hundred one (101) of the Official Map of the City of Richmond; Indiana, and more' particularly described as follows: Beginning at a point in the east line of North Ninth Street in said City of Richmond said point being one hundred forty-five (145) feet north of the intersection of the North line of North "F" Street with Ld the east line of North Ninth Street; thence north along the east line of North Ninth Street seventy-five (75) feet, more or less, to the south line of and alley twelve (12) feet in width, lying along the south side of Lot number twenty-one (21) in -Elizabeth Starr' s Addition to said City of Richmond; thence east along the south line of said alley and the south line of tract number one hundred (100) of the Official Map of said City of Richmond two hundred eighty-one (281) feet, more or less, to the west line of North Tenth Street in said City; . thence south along the west line of North Tenth Street - seventy-five (75) feet, more or less; thence west parallel with the - south line of the aforesaid alley and seventy-five ( 75) feet south thereof, two hundred eighty-one (281) feet, more or less, to the place of beginning. " WHEREAS, the State Highway Commission of the 'Mate of Indiana has deemed it necessary for the best interest of the City of Richmond and Wayne County and, the inhabitants thereof, that 'an over-pass be constructed over the railroad tracks and the right of way of the Pennsylvania Railroad Company to extend from North 9t4 Street at North "D" Street in the City of Richmond, Indiana to North 10th Street at North "I" Street in said' City, and due to such need, the State Highway Commission of the State of Indiana intends to construct as heretofore stated and now is engaged in obtaining the right of way for such project, and WHEREAS, the State Highway Commission of the State of Indiana has entered into an agreement with the said City of Richmond, Indiana, to pay to said City the sum of Two Thousand Seven Hundred and Fifty Dollars (°n2, 750.00) for the purchase of the above described real estate,, and WHEREAS, the said Whitewater Monthly Meeting of the Religious Society of Friends (General Conference) of Wayne County, Indiana, • will not deliver a deed conveying said above real estate to said city until the full payment of said purchase price is made; and the said State Highway Commission of the State of Indiana cannot tender said payment of such purchase price for said real estate until approx- imately two weeks after said deed has been duly executed and delivered: to said city, and WHEREAS, to facilitate-- the purchase of said real estate and the 1862 payment of the consideration therefore , it ,is deemed necessary for the City of Richmond to pay over to the said Whitewater Monthly Meeting of the Religious Society of Friends ( General Conference) of Wayne County, Indiana, the full purchase price of Two Thousand Seven Hundred. and Fifty Dollars ($2, 750. 00) upon delivery of a duly executed and n proper deed conveying said above described real estate to the said City of Richmond, Indiana, and. thereafter to be reimbursed for said payment from the State Highway Commission of the State of Indiana in accordance with the terms of said agreement with the said_ State Highway Commission of the State of Indiana. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF PUBLIC WORKS . AND SAFETY OF THE CiTY OF RICHMON\ND, INDIANA, That the City Attorney for said city be, and he is authorized to prepare an ordinance for the • transfer of the sum of Two Thousand Seven Hundred. and Fifty Dollars ( 2, 750.00) from the City General Fund, not otherwise appropriated, to a Special Fund for purchase by said City of the above described real • estate from the Whitewater Monthly Meeting of the Religious Society • of Friends (General Conference) of Wayne County, Indiana. The Clerk presented proofs of publication printed in the Richmond Palladium, a newspaper of general circulation in the City of Richmond, Indiana, that a public hearing would be held on Declaratory Resolution No. 2-1952, to vacate an alley in the vicinity of South 8th and "0" Streets. The proofs were ordered filed. No remonstrances were filed and all persons were heard on Declaratory Resolution No. 2-1952. The Board now confirms said resolution. • The board allowed 'the claims in the amount of `°;22, 551. 61.
