The Board of Public Works and Safety of the City of Richmond, Indiana,
met in regular session in its office in the City Hall, Friday, February
15, 1952, at the hour of 9:00 o' clock A.M. Mr. Col•emand presiding
with the following member being present: Mr. Hodgin. Mr. Haworth being
absent. The following business was had, to-wit:
On motion made seconded and carried the minutes of the previous meeting
were dispensed with.
Mr. Steen appeared before the Board requesting a parking space be allowed
in front of his store ,at Sheridan and Northwest K Street. The prohibit-
ing of parking on the- east side of Sheridan Street from the Bridge to
Northwest ''LH Street is making a hardship on his customers who trade
with him. The request for a 10 minute parking space was taken under
advisement and referred to Capt. Juerling and the City Engineer to
make a study of. •
On recommendation of Mayor Meadows the Board approved the City Attorney
of preparing an ordinance for the installation of parking meters in the
Market House lot directly west of the Market House.
On recommendation of Chief of Police the Board approved the appointment
of Ralph R. Robinson to the police department as a probationary patrol-
man as of March 1, 1952. .
A military leave of absence was given Joseph E. White, a member of the
Police Department until he )is releived from active duty. The date to
be from February 10, 1952.
On recommendation of the Fire Chief the Board approved the advancement
of Donald Oxendine from the ranks of a probationary fireman to that of
regular fireman as of February 16, 1952.
Captain Juerling' s request for signs to be errected on South llth
Street to supplement the yellow curb painting was taken under advise-
ment.
A letter written to Mayor Meadows from John Edwards concerning a special
school at Stillwater, Oklahoma, for training of civilian defense in-
structors was presented. Mr. Edwards suggested that Captain F. Walls
and Captain E. Juerling be sent to this school and also two other men
from the west side of the County. The cost per day is 3.50, including
meals and this expense would be paid from the Civil Defense Fund. The
Fire and Police Chiefs agreed that the men could attend the 10 day
training period. The Board consented to send the two Captains to this
school. . .
The Board received 12 Counterpart petitions signed by 499 owners of
taxable real estate located in the City of Richmond, to authorize the
issuance of bonds of the City of Richmond in the amount of 333, 000. 00
for the purpose of providing funds to be applied on the City' s share of
the cost of the Bealview Sanitary Trunk and Lateral Sewer System more
particularly,, described in Improvement Resolution No. 946-1951, adopted
by the Board of Public Works and Safety on October 5, 1951. The
petitions were received and ordered. filed. The petitions will be

forwarded to the Wayne County Auditor for further checking and be
returned to the Office of the Board.
The Board approved a request to cut the curb at 523 West Main Street.
The Board allowed the claims in the amount of " 27, 781.1-4.0.
On motion duly made, seconded and carried the meeting adjourned to
meet Thursday, February 21, 1952.
