OFFICE OF THE BOARD OF PUBLIC WORKS
AND SAFETY, JANUARY 25, 1952.
The Board of Public Works and Safety of the City of Richmond, Indiana,
met in regular session in its office in the City Hall in said City,
Friday, January 25, 1952, at the hour of 9:00 o ' clock a.m. Mr. Cole-
man presiding with the following members being present: Mr. Hodgin
and Mr. Haworth. The following business` was; 'had, to-wit:
A letter was received from the Turner Realty Company advising the
Board that a large piece of the curb was broken out on the side of
Wayne Apartments, located at 12th and Main Streets. This was referred
to the Street Commissioner to investigate and repair.
Mr. Hoover of the Baxter School appeared before the Board asking that
a traffic light be installed at West 2nd and Richmond Avenue for the
safety of children who have to cross Richmond Avenue on their way to
school. Mr. Hoover was advised that a traffic light was in the pro-
gram to be installed.
On recomendation of the Chief of Police the Board unanimously approved
the suspension of Officer James Lehman from the Police Department on
charges of conduct unbecoming to an officer. Such conduct being that
of Officer Lehman playing poker in a private house of ill repute in
the early hours of January 19th, 1952, while off duty. Lehman ad-
mitting the accusations to the Chief of Police. The suspension of
Lehman being that of thirty days with out pay from January 19th to
February 17th both dates inclusive.
On recommendation of the Chief of Police the Board approved the
advancement of Donovan Blose from the rank of a probationary patrol-
man to that of a regular patrolman as of February 1, 1952, II
The Police Department reported that everyone living on South "A"
Street, from South llth Street to South 16th Street, on the south side
of said street had been contacted in regards to prohibiting the park-
ing of cars any time on south side of said street and the majority
were in favor of the plan. On recommendation of the Police Depart-
ment the Board approved the installation of the proper signs on the
south side of South "A" Street from South llth Street to South 16th
to prohibit the parking of cars any time.
The Board requested Captain Eugene Juerling to attend the Board meet-
ings to go over the traffic problems that came to the attention of •
this Board. It was thought that this would eliminate any confliction
with other committees that are working on the traffic problems of this
City. The Board requested the request of 6th and 7th Streets be made
one-way be taken up at the next meeting when Captain Juerling _is pre-
sent .
The Clerk was ordered to see the City Engineer about who is supposed
to keep the railroad crossing in passable condition on Washington Ave.
The Clerk presented proof of Publication of the receiving of bids for•
furnishing and installing a boiler for No. 2 Hose House as per
specification on file. The publications were published in 'the Rich-
mond Palladium, a newspaper of general circulation in said City on the

2nd and 9th day of January 1952. The proofs were ordered filed.
The Board meets at the hour of 10: 00 o' clock a.m, to receive and open
•IIsealed proposals for the furnishing and installing a boiler for No. 2
Hose House as per specifications on file. The following bids were
received and opened. -
Niewoehner-Nicklas Company $875.00
Reynard Company $826. 90
Whitehead Equipment Company $984. 30
Oil Products Company ` 1, 132.00
The Whitehead Equipment bid was thrown out due to the non-collusion
affidavit not being properly signed. The bid of the Oil Products
Company was not to be considered as the bid was quoted in for an oil
4 burner and the specification called for coal burning only. The bids
X were referred to the City Engineer and the Fire Chief to study and, re_
commend.
The Board allowed the claims in the amount of .
There being no further business presented on motion made seconded
and carried the meeting adjourned.
