OFFICE OF THE BOARD OF PUBLIC WORKS AND SAFETY
RICHMOND, INDIANA, FRIDAY; JANUARY 4, 1952.
The Board of Public Works and Safety of the City of Richmond, Ind-
iana, met in regular session in its office in the City Hall in said
City, Friday, January 4, 1952, at the hour of 9: 00 o' clock A.M.
Mr. Coleman presiding with the following member being present:
Mr. Hodgin, Mr. Haworth being absent. The following business was
had, to-wit: .

On motion made, seconded and carried, the minutes of the previous
meeting were dispensed with.
A petition was presented, requesting for One-way parking on Cross-
hall Street. This petition was referred• to the Traffic Dept. to
investigate and report back to the Board.
Mr. William Emslie proptested - the Standard Grocery on West Main
Street of building an incinerator near said store.
A petition was presented requesting the vacation of the alley ad-
- jacent nor. th aet tardly to the northeastwardly right-of-way of the
C. & 0. R.R. , from South 9th Street, "southwa.rdlr to the portion
of said alley heretofore 'vacated. This petition was referred to
the City Engineer to pre are the resolution and present to this
Board.
The Mork presented proofs of publication in the Richmond Pall-
idium, a newspaper of general circulation in the City of Richmond,
Indinan, printed on the llth and 18th day of December, 1951, that
the Board would receive sealed bids for the leasing of the Market
House f or the year 1952. The proofs were received and ordered filed.
The Board meets at the hour of 10:00 o' clock a.m. to receive and
open bids for the leasing of the Market House for the year of 1952.
One bid was received and that was from Mr. John Behnen with an offer
to pay $25.00 per month for -the -year of 1952. This bid was taken
under advisement.
The Clerk presented proofs of publication in the Richmond Pall-
idium, a newspaper of general circulation in the City of Richmond,
Indiana. , printed on the llth and 18: h day of December, 1951, that
the Board would receive sealed bids for furnishing One Front End
Loarder for use by the Street Department per specifications on file
in the office of the Board. The proofs wre received and ordered
filed. The following bids were received and opened:

The above bids were referred to the Uity Engineer and Street
Comm. to tabulate and ma4.e recommendations.
On recommendation of Mr. Hodgin the Board approved the bid
of the Indiana Equipment Company to furnish the front end
loader at the total price of F. O.B. Richmond, Indiana of
$5, 629. 00. The bid of the Fred Malotte Machinery Company
did not quote a 50 H.P. motor as requested in -the specs.
The Clerk Presented proofs of publication in the Richmond
Pallidium, a newspaper of general circulation in the City of
Richmond, Indiana, printed on the llth and 18th day of December,
1951, that this Board would receive sealed bids for the furnishing
a new car for the Police Dept as per specifiactions. on file in
the office of the Board. The proofs "were received and ordered filed.
The Board meets at the hour of 10: 00 o' clock a.m. to receive
and open s aled bids for the Police "Car. The following bids were

TRANSCRIPT OF PROCEEDINGS OF THE BOARD
OF PUBLIC WORKS AND SAFETY OF THE CITY
OF RICHMOND, INDIANA.

On December 7th, 1951, The Board of Public Works and Safety of
the City of Richmond, Indiana, met in regular session in its
office in the City Hall in said City, all Board members, to-wit:
Harold G. Coleman, S.W. Hodgin and Clifford M. Haworth being
Present.
The following Resolution was unanimously adopted:
DECLARATORY RESOLUTION TO VACATE STREET
Declaratory Resolution No. 9-1951.
RESOLVED; by the Board of Public Works and Safety of the City
of Richmond; Indiana, that it is desired- and deemed necessary
to vacate a portion of South 1P" Street in the City of Richmond,
Wayne County, and State of Indinana., which street proposed to be
vacated is more particularly described as follows: to-wit: Being
that part of South UP° Street lying between South 7th Street
and South 8th Street and more particularly described as follows:

Beginning at th`e point of intersection of South Line of South
"P" Street with. the Fast Line of South 7th Street, said point
being the Northwest Corner of Lot No. 214• of the Beallview
' Addition to the City of Richmond, Indiana; thence east, along
the South Bide of South "P" Street, Two. Hundred Seventy-four
(274•. 00) feet, more or less, to the West Line of South 8th Street,
at the Northeast Corner of Lot. No. , 159 of the aforesaid Addition;
thence Northeastwardly Sixty-five. and Four Tenths (65.4 ) feet,
more or less to a point in the North Line of Sout "P" Street,
said point being Twenty Six. (26. 00) east of . the Southeast Corner
of Lot No. 158 of the aforesaid Addition; thence west along the
North Line of South "P" Street Three Hundred. (300.00) feet, more
or less to the East Line of South 7th Street at the Southwest
Corner, of Lot No. 213 of the aforesaid Addition; thence South,
along the East Line of South 7th Street Sixty (60.00) feet to
the place of beginning.

The City of Richmond reserves the right to maintain the present
storm sewer and to construct and mainatin a propsed sanitary sewer
in the Portion of South "P" Street. And also to maintain the
existing electric lines.
All as shown by a plat of such proposed vacation now on file
in the office of the Department of Public Works and Safety of
the City of Richmond, Indiana. The property which may be injur,
iously or beneficially affected in the said City of Richmond
by said proposed vacation is known and described as the street '
herein proposed to be vacated and the lots abiatting on the street
and both sides thereof, owned by The Automotive Gear Works, Inc.
The Board directed its Clerk to cause notice of such resolution
to be published in the Richmond-Pallidium, a dailey newspaper
of general circulation published in said City of Richmond, said
notice to be published for two consecutive weeks, and naming
a date therein, not less than ten days afeter the last publi-
cation, at which Board will receive and hear remonstrances from
persons interested in, or affected by such proceedings.
January 4, 1952.
The Board met with the following members being present: Mr.
Coleman and Mr. Hodgin. Mr. Haworth being absent.
The Clerk of the Board presented a publishers affidavit showing
that on December llth and December 18th, 1951, a notice had been
published in the Richmond-Pallidium, a dailey newspaper of gen-
eral circulation printed and published in the English Language
in the City of Richmond, Indiana, containing a copy of said
Declaratory Resolution No. 9-1952, vacating a portion of South
"P" Street in said City of Richmond as described in said resolu-
tion, and ± 1 uch :notice the date of January 4th, 1952, was fixed
as the time when said Board would receive and hear remonstrances
from persons interested in, or affected by such proceedings.
The Board mow taking up said resolution for further action finds
that no remonstrances have been received and no persons are
presnt temonstrating against said vacation proceedings. An the

Board further finds that the Automotive Gear Works, Inc. , owner
of a'11 the real estate abutting on the street and both sides
11 thereof were the signers of the petition requesting the vacation
of the portion of the street, and consented to said vacation.
The Board further finds that no owners or holders of property;
or other persons, will be injuriously affected and that the only
property owner along the line of said proposed vacation to be
beneficially affected will be the Automotive GearkWorks, Inc.
Thereupon the following reso ution was unanimously adopted by
the Board who were present.
CONFIRMING RESOLUTION NO. 9-1951, .VACATING A PORTION OF SOUTH
"P" STREET, RESOLVED by the Board of Public Works and Safety
^` of the City of Ruchmon , Indiana, that Declaratory Resolution
No. 9-1951 as d.aopted by said Board December 7th, 1951, .vacating
a portion of South "P" Street as described in said resolution,
_ be, and the same is confirmed and made final.
BE IT FURTHER RESOLVED, That the costs of the publication of
notice and the recording fees shall be paid by the Automotive
Gear Works, Inc. -
There being no further business presented, on motion made, seconded
and carried, the meeting adjourned.
