The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the
Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson and Dakota Collins. Absent was Emily Palmer and
Matt Evans
Also in attendance were Kim Vessels,Assistant City Attorney;Monica Burns,Deputy City Clerk;
Derek Hill, Director of Code Enforcement; Bill Henry, Code Enforcement; Greg Stiens, Director
of Public Works and Engineering; Imani Murphy, Director of Human Resources;and Media.
APPROVAL OF MINUTES
Mr. Collins moved to approve the minutes of August 18, 2022, supported by Ms. Robinson. Upon
a vote viva voce, the motion carried.

PAYROLL CLAIMS FOR PAYMENT FOR PENSION-None
REQUESTS -None
BID OPENINGS -None
BID AWARDS
• COX EXCAVATING
The removal of structure located at 1226 Liberty Ave.
Not to exceed $6,500.00
Mr. Collins moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.

• MIKESELL EXCAVATING
The removal of structures located at 1809 North"E" Street and 27 South 12th Street.
Not to exceed $21,100.00.
Mr. Collins moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
• SIDEWALK REPLACEMENT PROJECT
There was one bid submitted on August 11, 2022 from Brackney, Inc. and it was much
higher than estimated and exceeds the funds available for the project. Therefore it is
recommended that the bid be rejected.
Mr. Collins moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.

RESOLUTIONS
• RESOLUTION NO. 7-2022 — REVISIONS TO THE EMPLOYEE POLICY
MANUAL
Some of the changes are as follows:
• Assigned policy numbers and subsections to manual and Table of Content
• Updated outdated language in the Nepotism and Authorized Work Status policies
• Refined EEO language and separated DEI into its own section
• Added Juneteenth to the list of paid city holidays
• Reduced new hire probationary period from 180 to 90 days
• Revised IT section to include current security standards
• Added Work Improvement Plan(WIP)process under Performance Management
Mr. Collins moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
