The Board of Public Works and Safety of the City of Richmond,
Indiana, met im regular session in its office in the Cityllall
in said City, Friday, November 30th, 1951, at the hour of 10:00
o' clock A.M. Mr. Coleman presiding with the following members
being present: Mr. Hodgin and Mr. Haworth. The following business
was had, to-wit:
On motion duly made, seconded and carried the minutes of the pre-
vious meeting were dispensed with.
On motion made by Mr. Hodgin, seconded by Mr. Haworth and unan-
imously carried the following resolution was adopted:
RESOLUTION
WHEREAS, GOD in his infinite wisdom, has seen fit to call
unto himself into his Kingdom of Heaven, this 26th day of
November, 1951, a loyal and faithful servant of the City of
Richmond, Indiana, Mr. John Russell, Wayne County Clerk, and
WHEREAS, his presence will be missed.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF PUBLIC WORKS
AND SAFETY OF THE CITY OF RICHMOND, INDIANA, that his passing
will be recorded and noted in the permanent records of the
Board of Public Works and Safety, and that the commendation and
regard be paid to his past faithful and cooperative spirit and
his willingness to go out of his way to be faithful to his duties
and helpfulness to those around him, any any and all others.
BE IT FURTHER RESOLVED; that this resolution be spread of
record in the records of the City of Richmond, Indiana, and that
a copy be sent to his bereaved family.
- ADOPTED this 30th day of November, 1951.
On recommendation of the Chief of Police and the Chief of the
Fire Department, Mr. Hodgin moved that the probationary period
for the Police and Fire Department be changed from six months to
that of one year and the pay to be "280. 00 per month, commencing
January 1, 1952. This motion was seconded by Mr. Haworth and on
voice vote was unanimously carried.

A petition was received from the Automotive Gear Works, Inc. ,
asking for the passage of a resolution providing for the, vacation
of South "P" Street in a manner as follows: Beginning at the east
line of South 7th Street and extending throughout ,sai0 "P" Street
to the west line of South 8th Street, This petition was referred
to the City Engineer to make the proper resolution : for said
vacation and present to this Board. :
A letter was received from Mr. Robert R. Reid regarding the con-
dition of the sidewalk in front of 521 West Main Street that i-s
need of immediate repair. This was referred to ` the•;Street Com-
missioner to make repairs. -:

On motion made by Hodgin, seconded by Haworth and on Voice unan-
imously carried, the Lyle Sign Company was given a contract to
furnish new street signs in the area at follows: From the White-
water River,east to South 24th Street, north to North E Street
and west to the Whitewater River. This will take approximately
181 signs and- the price will be approx. 01, 987. 38. .
The Board approevd the following contract with the AD-O-LITE. Neon
sign service for the maintenance of the Walk and Dont Walk signs:
A. AD-O-LITE will service and maintain the Walk-Dont Walk install-
ations as follows:
(1) Complete painting of the unit as well as. the supporting
standard, not less than once in every 12 months period and
more if needed, for protection and/or appearance.
(2) Service and Maintenance of all glass parts which include
the front and neon tubing, replace all broken parts and
black-out tubing as needed.
(3) Replace any electrical parts needed but not if they be below
the base of the supporting standard.
(4) Clean the inside of the unit not less than twice in a 12
month period.
AD-O-LITE will not replace the standard if accidentally or
maliciously destroyed, but will replace the complete Walk and
Dont Walk unit and this replacement doesnot include the wiring
beyond the connector block.
The cost of the above service will be $39. 60 per month payable
at the end each month, for a period of not less than 12 cone
secutive months.
.The attached service contract covers the orginal Forty (40)
units located on Main" Street. at the intersections , of 6th, 7th,
8th, 9th and 10th Streets.
The Clerk presented the publisher' s affidavit printed in the Richmond
Pallidium, a newspaper of general circulation in the City of Richmond,
Indiana, on the 13th and 20th days of November, 1951, that a public
hearing would be held on ,this date at the hour of 10: 00 o'clock A.M. ,
to receive'-and consider remonstrances that may have been filed or
presented on Declaratory Resolution No.8-1951, for the vacation of
the first alley south of Main Street, from South 16th Street bast
to the first alley east thereof. The proofs were received and ordered
filed. The Board now meets to hear all persons interested or whoseter5.
property will be effected by proposed vacation. After hearing all
persons interested who appeared, and being fully advised in the
premises, the Board unanimously confirms the Declaratory Resolution
No.8-195.1 as adopted. The benefits being in favor of the property
owners, so therefore the cost of the advertising and recording to
be paid by the property owners benefited.
The Clerk presented the publisher' s affidavit printed in the Richmond
Pallidium, a newspaper of general circulation in the City of Richmond,
Indiana, on the 13th and 20th days of November, 1951, that bids would
be received on this date at the hour of 10:00 o'clock A.M. , for the
furnishing of two motorcyles for the Police Department per specification
asked.

The proofs were received an ordered filed. The Board meets to
IIreceive and open sealed bids for the two motorcycles.
One bid was received and that being of the Wright Motor Sales as
follows:
(2) 1952. Harley-Davidson Sergi-cars complete with regular
generators, steering-damper, rear bumpers, 5. 00 X 16.00

Certified check in the sum of ,$100.00 accompained the bid.
-� The appraisal value as set-out by the appraisers appointed by
-- the Wayne Circuit Court was as follows:
1946 Model 200.00
1948 Model 1300.00
On recommendation of the Chief of Police, Mr. .Hodgin moved that
the bid of the Wright Motor Sales be accepted, seconded by MP.
- Haworth and on voice vote was unanimously carried.
The Board allowed the claims in the amount of S 3, 94.4. 66.
IIThere being no further business presented, on motion made seconded
