The. Board of Public Works and Safety of the City of Richmond, Indiana,
II
met in regular session in its office in the City Hall in said City
Friday, March 2, 1951, at the hour of 9:00 oaclock A.M. Mr. H.G.
Coleman presiding with the following member Being present: Mr. W.E.
Ross. The following business was had, to-wit:
The minutes of the previous meeting were read and. approved.
Mr. C.M. Haworth was reported to be home from the hospital

On February 24th Officer Ray Kinder,Jr. driving a police cruiser east
on North UE" Street to a minor fire call ran thru the red traffic
lite at North 12th & "5" Sts. In doing his he came in contact with
a car operated by a Charles McClain who had the green lite, causing
the police car to glance off a car parked for the red lite operated
by a Junior Kelley, and then turning over three times and causing
it to be completely demolished. Officer Walter Stout riding with
Kinder was injured to the extent, it was necessary to confine him to
the hospital for several days.
As a result of the careless action of Officer Kinder, I ask this
Board to suspend him without pay from March 1st to April 30th, both
days inclusive.

The Board concured in the request of the Police, that: Officer Kinder be
suspended fear the days as set out in the above letter.
Councilman Law appeared before the Board, stating that. in his opin-
ion this penalty on Officer Kinder was too severe and ask that the
Board reconsider the penalty.
The Clerk was authorized to prepare the proper resolution to sell the
demolished police cruiser and also prepare the advertising to receive
bids for a new police car.
The report of the damaged sidewalk in front of 125 N.W. 17th St. , that
was reported by the Street Comm. was taken under advisement.
The Clerk was authorized to prepare the advertising for the receiving
of bids for street materials.
The request of the Chief of Police, that this Board study the poss-
ibilties of the City offering a reward for the capture of the bandits
that robbed an employee of the White Kitchen Tavern was taken under
advisement.
The Board concured in the recommendation of the Light Plant Committee
that a street light be installed at the end of the 1200 block on Rat-
liff Street, and also the installation of 2 street lights on S. "Q" .
The Clerk to notify the Light Plant of this action.
The Board signed the Agreement between the State Highway Commission
and the City, for the installation of more modern traffic signals in
the business area of the city.
The Board allowed the claims in the amount of 837, 651. 66.
There being no further business presented, on motion made, seconded
and carried, the meeting adjourned.
