OFFICE OF THE BOARD OF PUBLIC WORKS AND
SAFETY, RICHMOND, INDIANA, DECEMBER 22,1950.
The Board of Public Works and Safety of the City of Richmond, Indiana
met in regular session, Friday, December 22, 1950, at the hour of
9:00 o' clock A.M. .in its office in the City Hall in said City. Mr.
Coleman presiding with the following member being present: Mr. Ross.
Mr. Haworth being absent. The following business was had, to-wit:
On motion made, seconded and carried, the minutes of . the previous
meeting were dispensed with.
Mr. Glenn Muckridge, representing the Lion' s Club, appeared before
the Board requesting permission to place a banner across Main Street
at 7th Street advertising the Horace Heidt Show that said club is •
sponsering. The Board granted permission and ask that the banner be
removed after the show.
On recommendation of the Fire Chief, Franklin Walls was promoted to
the rank of Assistant Chief as of January 1, 1951.

The Board authorized the Clerk to notify the Richmond Property Corp. D
to repair a manhole cover in the rear of the Meyers Drug Store on 7lerei.
Ninth Street.
On recommendation of the Chief of Police, the Board approved the
installation of signs at the intersection of 7th and Main Streets
prohibiting "left-hand turns" at said intersection.
The Board authorized the Clerk to prepare a letter of notification
to the Hudson Realty Company to move the temporary walk-way in front
of the building at 6th and Main Streets, from its present location
to the .sidewalk.
Mayor, Lester E. Meadows was requested by the Board to contact the
Retail Merchants Assn. to find out the most conveneinthours' .that
trucks could unload and load so that hours could be set out in
an ordinance restricting said trucks to these hours, from clogging -
traffic in the business area. -
The Board meets at the hour of 10:00 o'clock A.M. to receive and open
sealed proposals .for the purchase of an •aainbblance for the Police Dept.
The proofs of publication thatwere published December llth and 18th, •
1950 were presented and ordered filed. The following bids were received
and opened:

The above bids were referred to the Chief of Police and City
Engineer . to study and recommendations to the Board.
A petition signed by . 1L property owners requesting the im-
provement of the alley between South 13th and 14th Streets, from
South "G1° Street to south end of alley by construction of concrete
cNi pavement the full width of said alley. The petition was .received
r and referred to the city Engineer for plans and specifications.

A letter from Mr. Earl B. Lockridge, Superintendent of Maintenance
of the .State Highway Commission of Indiana, .answering a recent letter
from the City Attorney of Richmond in regards to the condition of
State Highway #35, from the Penna R.R. overpass to the intersection
of State Road #627 was received .and ordered filed.
A discussion .of vehicles parking on the streets for periods over
24 hours was had, but ho action was taken.
Chief of Police, L. Rohe reported that he was going to speak to
the Public Service Commission of Indiana in regards .to the noisy
mufflers on trucks that are using Main Street.

The Board allowed the claims in the amount of $ 29, 934.37.

On motion duly made, seconded and carried the bid of the Campbell
Auto Sales for a Pontiac 8 cylinder, was accepted.
. There being no ' futher business presented, on motion nade, seconded
