The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular sessioij in its office in the Cit$ Hall in said City, Friday, December 1, 1950, at 9:00 o' clock A.M. Mr. Coleman presiding with the following members being present: Mr. Ross and Mr. Haworth. The following proceedings were had, to-wit: On motion duly made, seconded and carried the minutes of the pre- vious meeting were dispensed with. Fes, A letter was received from the Richmond Retail Merchants Bureau expressing their appreciation for the way the city handled the re- cent removal of snow from the business area. Mayor, Meadows appeared before the Board and thanked the City Engin- eer, Street Commissioner, Street Department, local Contractors and Sanitary Commmission for their co-operation in helping rid the streets of the snow. The Clerk was instructed to write WL. Magaw, DeBolt Concrete Co. , M. Delucio & Son, Joseph H. Hill Co. and Conservation Club dnd ex- press thanks to them for the equipment and labor furnished to the City that helped remove the snow. A letter from Robert C. Law, Councilman, stating that residents in the area of Southwest 5th and "D" Street were interested in the placement of a "stop sign" at said intersection. The Board ordered the placement of proper stop signs at said intersection to make Southwest 5th Street apreferential street. The request of the Bartel Television Company request for an unload- ing and loading zone be established in front of 311 South 5th Street was referred to the Police Dept. to investigate and recommend. The request of a street light at the intersection of North 4th and "D" Streets was brought to the attention of the Board. There had been a street light at said intersection until the Gdade Separ- ation project had started. Since the removal of this light, the residents protested the darkness in this area. The Board' recomened that the Liglgt Plant install a temporary light at said intersection. Mr. Coleman stated that the lease for the Market House would ex- pire December 31, 1950. The Board authorized the Clerk to prepare the proper advertising to receive bids for the Market House for the year 1950. The Board met at the hour of 10:00 o.° clock a.m. to receive bids for work to be done as provided for in Improvement Resolutions No. 941-1950 and 942-1950. No Bids were received from contractors. A letter was received from the State Highway Commission advising the Board that the Commission had refereddthe request of traffic control lights on U.S. 04o near the intersection of West 2nd and National Road, to the District Engineer for investgation and rec- ommendations. The Mayor presented the following letter from the State Highway Commission: November 27, 1950 Hon. Lester E. Meadows Mayor, City of Richmond Richmond, Indiana Dear Sir: An investigation has been made of the traffic signals that are in place at the following intersections in Richmond: U. S. 40 (Main Street) " " Eleventh Street U. S.40 (Main Street) " " TwelfthStreet The Director of Traffic reports that these signals are inadequate and has been recommended that they be modernized. It is our understanding that the City of Richmond has installed parking meters along its main thoroughfares including streets over which state highways are routed. A part of the Act permitting cities and towns to iOstall parking meters states that collections from parking meters shall be used for the payment of the cost of traffic signal-devices used in said cities and also repair and maintenance of any of the public streets and highways • where said mechanical parking devices are in use, and all streets connecting therewith in said city. The Commission has not objected to the installation of parking meters nor to the collection of fees from them although they may be located along streets whose cost of maintenance, construction, an re-construction is borne by the Commission. The Commission is of the opinion that modernization of traffic signals on streets over which state highways are routed, in cities that are collecting fees from parking meters located along state highways, should be co-operative matter. In ghis connection, the Commission has adopted a policy wherein it will furnish the major materials for these traffic signal installations and maintain them after they are installed, if the Cities collecting the meter revenue will make the installations and pay fot the electric energy required for their operation. Major materials that will be furnished by the Commission include conduit, cable, signal pedestals and bases, signal heads and controllers. The statute concerning highways on city streets states that " . ® said Commission, to the extent of funds available for the purpose, shall maintain. . the roading of streets. " The Commission • 59, • is exceptionally short of funds but is ready to approve the modern- ization of. signals at the locations described above, furnish the major materials for the modernization and maintain the signals after they are ii'stalled, if the City of Richmond will install the signals and pay for the electric energy required to operate them. Plans and specifications for this work will be provided by the Commission. Please advise me if this is satisfactory to the City and we will foward, for your approval, an agreement setting out the. above com- di tions. Very truly yours, C,. /s/ Samuel C, Hadden, Chairman. The Board approved the recommendations as set out in paragraph. 1, page 2, of said letter, with additions that the City of Richmond will install signals and pay for the electric energy required to operate the out of the Parking Meter Fund of said City. A letter from the Highway Commssion relating that the request for traffic control lights on U. S. #40 near the intersection of S.W. 2nd Street was in the hands of the District Engineer for his study and recommendations. . The Board allowed the claims in the amount of 17773.59.
