RICHMOND, INDIANA, FRIDAY, AUGUST 25, 1950.
The Board of Public Works and Safety of the City of Richmond, Indiana, metin
regular session in its office in the City Hall in said City, Friday, August
25, 1950, at g:0O o'clock a.m. (cst). Mr. H.G. Coleman presiding with the
following members being present: Mr. W.E. Ross and Mr. C.M. Haworth. The
following'proceedings were had, to-wit:
On motion duly made, seconded and carried, the; minutes oe the previous meet-
ing were read and approved.
The Board approved the request of cutting a curb at 36 South 21st Street for
a private driveway.
The Street Commissioner was ordered to oil North 17th Street, from North "J"
ti Street to the North 17th Street Bridge. •
On recommendation of the Fire Chief, the Board approved the installation of
600 feet of 6 inch water main from North 19th and J Street, east and the
installation of one hydrant for fire protection in said area. The Clerk to
notify the Water Works of this action.
The complaint of the railroad crossing on South H Street was referred to
Ross to notify the C.& 0. Railway Company to fix the same.
The petition for ornamental street lights along Peacock Road from Northwest
5th Street to Northwest 13th Street was ordered to be referred to the Light
Plant Committee for their consideration and recommendations.
A letter from H.H. Woods, Director of the City Animal Welfare Society, Inc.
requesting permission to stage a parade on Main Street from South 22nd Street
to Fith Street, Sunday, September 10th, 1950, at 10:00 a.m., was brought to
the attention of this Board. The Board granted permission for the parade on
said streets only if the parade will be held from 12:00 o'clock noon until
2:00 p.m. The Clerk was ordered to notify the Animal Welfare Society, Inc.
of this action.
The Board ordered the Street Department to paint the curb yellow two car
lengths from the intersection of South 5th and E. Street east on the south
side of E Street. The Clerk was ordered to notify the State Highway Commiss-
ion that it is desired that side of 5th Street, south of E Street on
the curb be painted yellow for five car lengths. This is beleived necessary
to eliminate the traffic hazard at said intersection.
The Clerk presented proof of publication of the public hearing that would
be held on thsi date at 10:00 a.m. (cdst) on the Assessments Roll for Im-
provement Resolution No. 931-1949. The proofs of publication were ordered
filed.
This being the day fixed for hearing any property owner interested in the
assessment for the construction of a "Sanitary Sewer" on South "L" Street
from South 9th Street to South 13th Street, according to Improvement Resole
ution No. 931-1949, all persons appearing were heard; and the Board now fi$ds
the several lots and parcels of land primarily assessed in the assessment
roll heretofore completed are specially benifited in the amounts respectful-
ly assessed against them in said assessment roll. And the Board now approves
and confirms in all things said assessment roll, and directs that it be trans-
mitted forthwith td3 the Department of Finance.

The Clerk presented the proof of publication of the public hearing on Improve-
ment Resolution No. 938-1950 taht would be held August 25, 1950, at 10:00 a.m.
(cdst). The proof of publication was ordered filed.
The Board meets to hear all persons interested in or whose property is affected
by the following described public improvement: Improvement Resolution No. 938-1950.
For the improvement of Northwest "A" Street from Eas.thaven Avenue to alley at West Corporation
limit, by construction of concrete sidewalks and curbs on both sides of the street.
After hearing all persons tnterested who appeared, and being fully advised in the
premises, the Board decides that the benifits to property liable to be assessed for
said improvements are equal to the estimated cost of the same as reported by the gity
Civil Engineer, and thereupon takes final action on said resolution as orginally
adopted, the same being confirmed without modification.
The Clerk presented proof of publication of the public hearing on Improvement
Resolution No. 939-1959, that would be held on August 25, 1950, at 10:00 a.m..
(cdst). The proofs were ordered filed.
The Board meets to hear all persons interested in or whose property is affected by
the following described public improvement: Improvement Resolution. No. 939-1950,
for the const,ruction of sidewalk and curb on the west side thereof od Green Street,
from Northwest "J" Street to Northwest "L" Street. A remonstrance was filed against
the proposed improvement. The Board postpones action on said. Improvement Resolution
No. 939-1950, and ref errs the petition and remonstrance to tyre City Civil Enginner
to investigate the number of freeholders on both the petition and remonstrance and
report back to the Board.
The Board meets for final hearing on Improvement Resolution No. 935-1950, that was
confirmed as adopted without modification Agust 11, 1950. No remonstrance were filed
or presented. The Board now confirms said resoltuion on second nearing. The Clerk
was authorized to prepare publication to receive bids for the work to be done as
provided for in said Improvement Resolution.
The City Civil Engineer submitted the following report on Improvement Resolution
No. 936-1950:

The Board now finds that there are more than 51 per cent for the improvement as
provided for in Imp. Res. No. 936-1950 and now confirms as adopted without mod-
ification on first hearing.
On recommendation of Mr. Ross, the Board unanimously consent6d to the Neiwohner
Nicklas Plumbing Company proceed with the work to be doneon the changing of
water lines and -gas lines along North "D" Street as required_to be done for the
North "D" Street grade Separation project.

There being no further business presented, on motion made, seconded and carried
the meeting adjourned.
