MINUTES OF THE BOARD OF ASSESSORS
Date : November 23 , 2021 — Regular Session
Time : 4 : 30pm
Location : REMOTE PARTICIPATION
Remote Participants : Chair Belinda Eyestone, Member Howard Hayes , Deputy Assessor
James Gallagher, Senior Department Assistant Sara Acheson,
Town Administrator Peter Lombardi joined at 4: 50pm .
Call to Order : Ms . Eyestone called the meeting to order at 4 : 42 pm.
Declaration of a Quorum : A quorum was present. All members were participating remotely
and confirmed that they could hear each other.
Meeting Participation Statement: Mr. Gallagher read the following meeting participation
statement : This meeting will be conducted by remote participation pursuant to Chapter 20 of the
Acts of 2021 . No in-person meeting attendance will be permitted. If the Town is unable to live
broadcast this meeting, a record of the proceedings will be provided on the Town website as
soon as possible .
Mr. Gallagher was monitoring the public comment/question email address and confirmed that no
questions or comments had been received.
Regular Session :
• Report of the Deputy Assessor: None at this time .
• Classified Land Applications (Chapter 61 , 61A, 6113) : Mr . Gallagher presented
Classified Land renewal applications for Allard Farms and SBD Realty Trust (formerly
CARITAS UNLIMITED LLC) and recommended approval . Mr. Hayes moved to
approve both of the applications . Ms . Eyestone seconds the motion . Roll call vote :
Eyestone- aye ; Hayes- aye ; approved unanimously . Mr. Gallagher noted that both
properties have new deeds and new liens will need to be recorded .
• Real Estate Abatements Chapter 59 Section 72A (Town Acquisitions)
o 0 McGuerty Road 94 - 114 , Acquired by Conversation Commission as of July 15 ,
2021 . Mr . Hayes moved to abate the unpaid taxes . Ms . Eyestone seconds the motion .
Roll call vote : Eyestone- aye ; Hayes- aye ; approved unanimously .
o 3057 Main Street 10145 & 500 W H Besse Cartway 8445 ; To be acquired by the
Town of Brewster Select Board. Mr. Peter Lombardi discussed that although the deed

was not recorded at the Registry of Deeds today , it will be recorded within the week.
Mr. Gallagher recommended to either take no action until the deed is recorded, or to
approve pending recording of the deed . Ms . Eyestone moved to approve to abate the
unpaid taxes as of the date the deeds are recorded. Mr. Hayes seconds the motion.
Roll call vote : Eyestone- Aye ; Hayes- aye; approved unanimously .
• Review and approve Regular Session Meeting Minutes
o November 9 , 2021 minutes ; Ms . Eyestone made the motion to accept the Regular
Session Meeting Minutes . Mr. Hayes seconds the motion . Roll call vote :
Eyestone- aye ; Hayes- aye , approved unanimously .
• Matters Not Reasonably Anticipated by the Chair : None at this time .
• Next Meetings : The next Board of Assessors meeting will be tentatively scheduled for
December 7th and December 21St
Executive Session (To comply with or act under the authority of any general or special law or
federal grant-in-aid requirements : MGL Chap 59 Sec . 60 and MGL Chap . 214 Sec. 1B ) : At
4 : 52pm Mr. Hayes moved to enter Executive Session for the reasons noted above, not to return
to regular session . IMs . Eyestone seconded the motion. Roll call vote : Eyestone — Aye; Hayes —
aye , approved unanimously .
