MINUTES OF THE BOARD OF ASSESSORS
Date : December 21 , 2021 — Regular Session
Time : 4 : 30pm
Location : REMOTE PARTICIPATION
Remote Participants : Chair Belinda Eyestone, Member Diane Salomone, Deputy Assessor
James Gallagher, Senior Department Assistant Sara Acheson
Call to Order : Ms . Eyestone called the meeting to order at 4 : 34 pm .
Declaration of a Quorum : A quorum was present. All members were participating remotely
and confirmed that they could hear each other.
Meeting Participation Statement : Mr. Gallagher read the following meeting participation
statement : This meeting will be conducted by remote participation pursuant to Chapter 20 of the
Acts of 2021 . No in-person meeting attendance will be permitted. If the Town is unable to live
broadcast this meeting, a record of the proceedings will be provided on the Town website as
soon as possible .
Mr. Gallagher was monitoring the public comment/question email address and confirmed that no
questions or comments had been received .
Regular Session :
• Report of the Deputy Assessor: Mr. Gallagher reported that the office will be sending
out reminders to submit annual Forms of List, Income and Expense Forms , and 3ABC ' s
for all businesses, income producing properties and charitable/tax exempt properties .
• Classified Land Applications (Chapter 61 , 61A, 61B) :
o 80 Blue Jacket Ways Carl Ahlstrom & Elizabeth Perry : Mr. Gallagher presented
the renewal application and recommended approval . Ms . Eyestone moved to approve
the application. Ms . Salomone seconds the motion. Roll call vote : Eyestone- Aye;
Salomon- Aye; motion approved unanimously .
o 0 Main Street Rear; Stephen Brown, Trustee : Mr. Gallagher presented the Chapter
6 1 A Renewal application and recommended approval . Ms . Eyestone moved to
approve the Chapter 61A application . Ms . Salomone seconds the motion. Roll call
vote : Eyestone- Aye ; Salomon- Aye; motion approved unanimously .
o Parcels 143 - 17-0 ; 144-45-0 ; 144=69=0 ; Grover, Trustee : Mr. Gallagher presented
the Chapter 61 Forestry renewal application, along with a draft of their 10 -year
management plan . After discussion Ms . Eyestone motioned to approval the renewal
application, pending approval of the management plan from DCR Forester and

Supervisor. Ms . Salomon seconds the motion. Roll call vote : Eyestone- Aye ;
Salomon- Aye ; motion approved unanimously .
o 420 Cranview Road formerly Grew' s Bog; Davenport, Trustees : Mr. Gallagher
explained that three reminders with mailed, one email and a voicemail reminder to
submit the renewal application . The property will come out of the program for FY23
due to no renewal application being received . No action needed .
• Overlay Transfer Request : Mr. Gallagher presented the annual overlay surplus transfer
request of $ 80 ,000 to fund the PK Contract as approved by Town Meeting . Ms . Eyestone
moved to approve the transfer request of $ 80, 000 . Ms . Salomone seconds the motion.
Roll call vote : Eyestone- Aye ; Salomon- Aye; motion approved unanimously .
• Review and approve Regular Session Meeting Minutes : Minutes will be held for
review until next meeting .
• Matters Not Reasonably Anticipated by the Chair : None
• Next Meeting : The next Board of Assessors meeting will be January 4 , 2022
Executive Session (To comply with or act under the authority of any general or special law or
federal grant-in-aid requirements : MGL Chap 59 Sec . 60 and MGL Chap . 214 Sec . 1B ) : At
4 : 49pm Ms . Eyestone moved to enter Executive Session for the reasons noted above, not to
return to regular session. Ms . Salomone seconded the motion. Roll call vote : Eyestone — Aye ;
Salomone — aye ; approved unanimously .
