THE CITY OF RICHMOND, INDIANA,
SEPTEMBER 1,2022
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
September 1, 2022 in the Council Chambers in the Municipal Building, 50 North 5th Street,
Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns,Deputy City Clerk;
Greg Stiens,Director of Public Works and Engineering;Fire Chief Jerry Purcell; Tammy Tidrow,
Finance; and Media.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of August 25, 2022, supported by Mr. Evans. Upon a
vote viva voce,the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for August 26, 2022 in the amount of One
Hundred Seventy Two Thousand One Hundred Twenty Four Dollars and eighty-five cents
($172,124.85), supported by Ms. Palmer. Upon a vote viva voce,the motion carried.
Mr.Evans moved to approve the Claims for Payment for September 2,2022 in the amount of One
Hundred Seventy Eight Thousand Seven Hundred Two Dollars and fifty-five cents($178,702.55),
supported by Ms. Palmer. Upon a vote viva voce, the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Payroll Claims for Payment for August 26, 2022 in the amount of Seven
Hundred Sixty Eight Thousand Six Hundred Thirty Nine Dollars and eighty-eight cents(768,639.88),
supported by Ms. Palmer Upon a vote viva voce,the motion carried.
Mr. Evans moved to approve a Special Payroll Claims for Payment for August 26, 2022 in the amount of
Seven Hundred Five Dollars and seventy cents ($702.70), supported by Ms. Palmer. Upon a vote viva
voce,the motion carried.

PAYROLL CLAIMS FOR PAYMENT FOR PENSION
Mr. Evans moved to approve the Payroll Claims for Payment for Pension for August 26, 2022 in the
amount of Two Hundred Sixty Five Thousand Six Hundred Seventy Six Dollars and eighty-seven cents
($265,676.87), supported by Ms. Palmer. Upon a vote viva voce,the motion carried.

Ms.Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion
carried.
CONTRACTS
• CONTRACT NO. 128-2022 — TESTING FOR PUBLIC SAFETY, LLC DBA THE
INSTITUTE FOR PUBLIC SAFETY PERSONNEL
City retains Contractor to provide services in connection with consulting and testing during
the Battalion Chief testing process for the Fire Department. Contractor shall perform all
services described in the Contractor's proposed Agreement.
Not to exceed$9,850.00 annually
Mr.Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion
carries.
• CONTRACT NO. 134-2022—BENJAMIN SIMMONS
The Fire Department has the need, in addition to services provided by the Department, to
retain specialized instruction services and assistance in connection with accelerated
training and classroom instruction to civilians for Emergency Medical Technician
("EMT"), Cardiopulmonary Resuscitation ("CPR"), Pediatric Advanced Life Support
("PALS"), and Advanced Cardiac Life Support ("ACLS") training. The contractors will
provide these services.The projected classroom hours are 156 with an hourly rate of$30.00
per hour. Approximate cost of the class is $4,680.00.

• CONTRACT NO. 135-2022—WAYNE TOWNSHIP,WAYNE COUNTY
This contract is for reimbursement of cost associated with fire protection within Wayne
Township. The total amount is $589,937.00 for 2023 and is to be paid in four installments
of$147,484.25
Ms.Palmer moved to approve,supported by Mr.Evans.Upon a vote viva voce,the motion carried.
• CONTRACT NO. 136-2022—TOWN OF SPRING GROVE,INC
This contract is for reimbursement of cost associated with fire protection within Town of
Spring Grove, Inc. The total amount is $48,515.00 for 2023 and to be paid in two
installments of$24,257.50.
Mr.Evans moved to approve,supported by Ms.Palmer.Upon a vote viva voce,the motion carried.
• CONTRACT NO. 138-2022 — TOUCHPHASE DEVELOPMENT, LLC, DB/A/
JULOTA
City retains Contractor to provide services in connection with furnishing licensing and
support for Julota Platform Software to be used by the Fire Department, for the City's
Community Paramedicine program. Services are more fully described in Contractor's
proposal. Contractor shall perform all services and provide all licensing described in their
proposal.
Not to exceed $40,876.00
If the contract is extended there will be an annual recurring fee of$17,676.00 and support
services of$5,000.00

• PROPOSED MOTION FOR THE BOARD TO ACCEPT THE PROOF OF
PUBLICATION PRESENTED AT THE AUGUST 18, 2022 MEETING FOR THE
BID LETTING HEARING HELD FOR CERTAIN PROPERTIES UNDER AN
UNSAFE BUILDING ORDER
Mr. Evans moved to accept, supported by Ms. Palmer. Upon a vote viva voce, the motion
carried.
