HomeMy Public PortalAbout08-15-2022 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, AUGUST 15,2022 The Common Council of the City of Richmond,Indiana met in a Regular Meeting August 15,2022 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR WRIGHT President Turner called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner,Jane Bumbalough,Ron Oler and Larry Parker. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Police Chief Mike Britt; Fire Chief Jerry Purcell; Kyle Vickers, Andrew Buckler, Tim Brown, Fire Department; Garrett Tudor, Nathan Bales, Alex Young, Justice Rader, Joshua Brown, Denzel Durham, Christian Sharots, Joe Kaischer, Fire Department Cadets; Beth Fields, Community Strategist; Traci McGinnis, Deputy Controller; Ian Vanness, Infrastructure and Development; Tim Cummings; and, Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the regular meeting held, August 1, 2022, supported by Councilor Goss. Upon a vote viva voce,the motion carried. PRESENTATIONS,MEMORIALS OR COMPLAINTS,PETITIONS AND INTRODUCTIONS,MOTIONS,RESOLUTIONS None COMMUNICATION FROM THE MAYOR • Police Chief Mike Britt reported on the shooting of Officer Seam Burton with an update of her condition and the facts of the incident. The suspect was apprehended and is currently at the Wayne County Jail. Common Council Minutes August 15,2022 Page 2 of 3 Chief Britt thanked the entire community for their support and asked it be continued. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the July 21 and 28,2022 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS,STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS • FIRE DEPARTMENT—Chief Jerry Purcell—RFD motto—Serving Today and Preparing for Tomorrow Chief Purcell introduced the current class of Cadets. Training Officer Buckler presented a video of the training activities of the class. ORDINANCES ON FIRST READING Councilor Parker moved to suspend the rules and read Ordinance Nos. 40, 41, 42 & 43- 2022 on first reading by title only,supported by Councilor Bumbalough.Upon a vote viva voce,the motion carried. ORDINANCE NO. 40-2022-AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 40-2021 KNOWN AS THE 2022 SALARY ORDINANCE (Transit and Fire) The Clerk read Ordinance No.40-2022 on first reading by title only. Ordinance No.40-2022 was referred to the Finance Committee for due diligence. ORDINANCE NO.41-2022—A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR CERTAIN PARCELS FROM HIGHWAY COMMERCIAL DISTRICT TO INSTITUTIONAL DISTRICT(0 Commerce Road) The Clerk read Ordinance No.41-2022 on first reading by title only. Ordinance No.41-2022 was referred to the Plan Commission for public hearing on August 24, 2022. ORDINANCE NO. 42-2022 — AN APPROPRIATION (TRANSFER) ORDINANCE AMENDING THE 2022 BUDGET(Clerk) Common Council Minutes August 15,2022 Page 3 of 3 The Clerk read Ordinance No.42-2022 on first reading by title only. Councilor O1er moved to advance Ordinance No. 42-2022 to second reading and public hearing, supported by Councilor Parker. Upon a vote viva voce,the motion carried. There being no comments for or against, Councilor Parker moved to engrossment, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. Councilor Goss called for the question, supported by Councilor Locke. Ordinance No.42-2022 was adopted with a 9-0 roll call vote. ORDINANCE NO. 43-2022 —AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE UNITED STATES DEPARTMENT OF TRANSPORTATION (Safe Roads and Streets) The Clerk read Ordinance No. 43-2022 on first reading by title only. Ordinance No.43-2022 was referred to the Finance Committee for due diligence.
