COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA
ORDINANCE NO. 43-2022
AN APPROPRIATION ORDINANCE AUTHORIZING THE
SUBMITTAL,ACCEPTANCE,AND APPROPRIATION OF A GRANT
FROM THE UNITED STATES DEPARTMENT OF TRANSPORTATION
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may
execute any documents necessary to receive money from the state or
federal government or any other source, and said documents are
prepared and executed by the City executive administration, provided
that the Common Council of the City of Richmond as the legislative
body of the,City approves an ordinance for the appropriation of any
monies received in accordance with IC 36-4-6-18; and
WHEREAS, The United States Department of Transportation through its Office of
the Secretary of Transportation has federal grant funding available
through its Safe Streets and Roads for All (SS4A) Discretionary Grant
#20.939 Program; and
WHEREAS, The City of Richmond desires to submit 'a grant application to obtain
federal funds in the amount of Two Hundred Thousand Dollars and
Zero Cents ($200,000.00) which will be used to fund the development
of a holistic Vision Zero Action Plan with well-defined strategies to
prevent potential roadway fatalities and serious injuries while also
enhancing and increasing safety, health, and equitable mobility for all;
and
WHEREAS, A twenty percent (20%) local match is required.
NOW, THEREFORE, be it ordained by the Common Council of the City of
Richmond,Indiana, as follows:
1. The City of Richmond in accordance with IC 36-1-4-10 has submitted or will
submit a grant application to the United States Department of Transportation for the federal
Safe Streets and Roads for All (SS4A) Discretionary Grant#20.939 Program.
2. The City of Richmond is authorized to accept said grant funding in an
amount up to Two Hundred Thousand Dollars and Zero Cents ($200,000.00).
3. The local match of Forty Thousand Dollars and Zero Cents ($40,000.00) will
be provided from Local Income Tax (LIT) Funds.

4. Said grant funding shall be used to fund the development of a holistic Vision
Zero Action Plan.
