THE CITY OF RICHMOND,INDIANA,
SEPTEMBER 8,2022
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
September 8, 2022, in the Council Chambers in the Municipal Building, 50 North 5th Street,
Richmond,Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Young, Ordinance
Violations Specialist;Lieutenant Donnie Benedict,Traffic;Ian Vanness,Director of Infrastructure
and Development; Bill Henry, Code Enforcement; and Media.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of September 1, 2022, supported by Mr. Evans. Upon
a vote viva voce,the motion carried.
CLAIMS FOR PAYMENT
Mr.Evans moved to approve the Claims for Payment for September 9,2022 in the amount of Two
Hundred Forty Two Thousand Nine Hundred Fifteen dollars and eighty-three cents($242,915.83),
supported by Ms. Palmer. Upon a vote viva voce, the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr.Evans moved to approve the Payroll Claims for Payment for September 9,2022 in the amount
of Eight Hundred Eighty Six Thousand Five Hundred Ninety Nine dollars and four cents
($886,599.04), supported by Ms. Palmer. Upon a vote viva voce, the motion carried.

• STREET CLOSURES
Lt. Donnie Benedict
Lt. Benedict is requesting these streets to be closed for a Benefit for Officer Seara Burton
on Sunday, September 18th, 2022 starting at 8:00 am. This is where riders/cars will gather
to begin the ride. When riders/cars return to town in the afternoon, normal traffic rules
apply.
North 6th Street from Ft. Wayne Ave. to South"A" Street
North 7th Street from North`B" Street to South"A" Street
North`B" Street from North 6th Street to North 7th Street
Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion
carried.
Hunter Lambright—RHS Student Council
They are requesting a street closure for the pool block of SW 13th Street to be blocked off
by 4:30 pm on September 21, '2022 (and a rain date of September 22, 2022) for the
Richmond High School Homecoming Parade. They are also requesting a following for the
route of the parade which starts at Cordell Municipal Pool to RHS on Main Street.

For professional services related to asbestos inspection and abatement for the partial
emergency demolition at 521 North"D" Street.
Not to exceed$2,085.00
Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion
carried.
• CONTRACT NO. 141-2022 - BAKER TILLY MUNICIPAL ADVISORS, LLC
For professional services for annual financial reporting required to the State of Indiana on
behalf of Richmond's Redevelopment Commission for the 2021 year.
Not to exceed$6,630.00
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion
carried.
