HomeMy Public PortalAbout05-04-17 AgendaMay 4, 2017 AGENDA MEETING The Agenda Meeting of the Mayor and Council of the Borough of Carteret preceding the Regular Meeting, Thursday, May 18, 2017 was held Thursday, May 4, 2017 at 6:00 P.M., Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. The following were noted present: Roll Call Mayor Daniel J. Reiman Councilmember Vincent Bellino Jorge Diaz Ajymar Johal " Dennis DiMascio Noted absent were Councilmember Naples and Councilmember Noted Absent Krum. Also noted present was Kathleen M. Barney, MMC, Municipal Noted Present Clerk and Borough Attorney Robert J. Bergen Esq. The meeting was opened with a minute of silent prayer and the Silent Prayer / Pledge of Pledge of Allegiance led by Mayor Reiman Allegiance The Municipal Clerk stated that the 2017 Meeting Notice was mailed to The Home News Tribune, The Star Ledger and posted on Statement of Meeting Notice the Bulletin Board on January 6, 2017. Notice was published in The Home News Tribune and The Star Ledger on January 11, 2017. 1 May 4, 2017 Cont. MINUTES FOR Upon MMS &C by Councilmembers Diaz and Bellino and APPROVAL unanimous affirmative vote of the four (4) Councilmembers present, the Minutes of April 20, 2017 were approved as transcribed and engrossed by the Clerk. FIRST READING "2017 MUNICIPAL BUDGET OF THE BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, FOR THE CALENDAR YEAR 2017" Mayor Reiman asked for a Motion to open the public hearing on the 2017 Municipal Budget. PUBLIC HEARING OPEN Upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the Four (4) Councilmembers present, the Public Hearing was opened to the public. Mayor Reiman stated the introduced budget is presented with an overall tax cut of $205.66 to the average homeowner. This includes the aggregate taxes of all the taxing entities with the Borough, the Library, the School Board, the County and the Open Space. Our total value as a community increased from a billion dollars in 2011 to $2,450,000 in 2017. This is partly because of the over billion dollars in construction that we've had in the last 10+ years. The Municipal portion of the taxes, the tax levy will be reduced from $1.25 per one hundred of assessed value to $1.10. We are also setting aside approximately $2,200,000 for capital improvements this year. We are coming in under cap. $2,200,000 under the levy cap and $1,100,000 under the appropriations cap. As you know we have eliminated staff through attrition. We have gone from over 200 full time employees down to about 140. This budget sets up the priorities that we need to fund the police department and all Borough 2 May 4, 2017 Cont. departments and agencies and provides for an on average $205.66 tax cut for residents. Mayor Reiman asked if anyone had any questions or comments. There were no questions or comments. Upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative votes of the four (4) Councilmembers present, the Public Hearing was closed. ORDINANCE #17 -7 "CAPITAL IMPROVEMENT ORDINANCE FOR VARIOUS IMPROVEMENTS" ORDINANCE #17 -7was introduced and adopted on First Reading and the Municipal Clerk authorized and directed to advertise same for Public Hearing to be held on ' Upon MMS &C by Councilmembers Diaz and Bellino. Upon individual Roll Call Vote Councilmember Bellino, Diaz, DiMascio and Johal voted in the Affirmative. PUBLIC HEARING CLOSED ORDINANCE #17 -7 "Capital improvement ordinance for various improvements" Upon MMS &C by councilmembers Diaz and Bellino and PUBLIC PORTIONS ON unanimous affirmative vote of the Four (4) Councilmembers RESOLUTIONS / AGENDA present, the Public Portions of Resolutions / Agenda and New ITEMS AND NEW Business was opened to the public. BUSINESS Mr. Krapf thanked the Mayor and Council for a wonderful day today with the Boy Scouts. SCOUTS 3 May 4. 2017 Cont. Upon MMS &C by Councilmember Bellino and Diaz and unanimous PUBLIC PORTIONS CLOSED Affirmative vote of the Four (4) Councilmembers present, the public portions was closed. RESOLUTIONS Mayor Reiman read the Resolutions into the record: 1. Resolution to Amend the 2017 Local Municipal Budget. 2. Professional Services — T &M Associates, Re: Noe Street Park Project. 3. Professional Services — T &M Associates, Re: General Engineering Services for the Arthur Kill Ferry Services. 4. Authorizing Excel Environmental Resources, Inc. to Apply for Grant Funding. 5. Designating Official Depositories. 6. Appointing Members to the Zoning Board of Adjustment. 7. Award of Bid - 2017 Cleaning Services. 8. Amendment to the 2017 Temporary Budget. 9. Directing the Issuance of Various Raffle Licenses. CONSENT AGENDA Mayor Reiman then asked for a Motion on the Consent Agenda. Upon Individual Roll Call Vote Councilmembers ADOPTED Bellino, Diaz, Johal, and DiMascio voted in the Affirmative. Councilmembers Krum and Naples were noted absent. Please note that Resolution #9 on the Agenda, "DIRECTING THE ISSUANCE OF VARIOUS RAFFLE LICENSES" was omitted from the Consent Agenda. **Clerk's Note 5 May 4, 2017 Cont.
