OFFICE OF THE BOARD OF PUBLIC
WORKS AND SAFETY, RICHMOND,
INDIANA, FRIDAY, FEB. 3, 1950.
The Board of Public Works and Safety of the City of Richmond, Indiana, met in
regular session in its office in the City Hall in said City, Friday, February
3, 1950, at 9:00 a.m. Mr. H.G. Coleman presiding with the following members
being present: Mr. W.E. Ross and Mr. C.M. Haworth. The following proceedings
were had, to-wit:
On motion duly made, seconded and carried unanimously, the minutes of the pre-
vious meeting were dispensed with.
The Board approved a curb cut in front of 425 Northwest "Lu Street.
Fire Chief, L. Williams reccomended that the City take steps to purchase an
explosion meter. On several occasions one of these meters could be used in
determining the safety of people living in places that are exposed to strong
fumes that have been accidently poured into the sewer system of the city. The
Board reccomended that this matter be referree to the Sanitary District for
their study and reccomendations.
Councilman Everett Eastman appeared before the Board with several complaints
from residents near the West Seventh Street Park complaining of the water in
the rear of said Park. Mr. Eastman was advised by the City Engineer that the
City plans to fill the area that belongs to the City with dirt when the weather
permits.
Plans of making a room in the basement of the City Hall for the housing of the
maintenance department of the Parking Meter Dept. was brought to the attention
of the Board by the Building Inspector. The Board approved the plans and the
City Engineer to aid in building said room.

the minutes of this meeting:

Gentlemen:
We understand that Mr. Dauker of the City Engineers Office has ex-
amined and approved our plan for the installation of a lift in the public side-
walk adjacent to our plant.
In consideration of your approval of said plan and your permission
for the installation and operation of the same, we agree to save the City of
Richmond, Indiana harmless from the claim of any persons for personal injuries or
property damage arising out of our ibstallation, use and maintenance of said
lift. e further agree to indemnify said. City of Richmond for any amount said
City i3 required to pay to any individual as a result of our installation,
operation or maintenance of said lift.

On motion made by Mr. Haworth, seconded by Mr. Ross and carried unanimously,
the Board approved the installation under the terms of the letter as stated.

The Clerk presented proofs of publications of the advertisments to receive sealed
propsals for a Power Distributor for the Street Department of the City, a Bull
Eozer for the Street Department of the. City and for the construction of a "San-
itary Sewer" in the Maxwell Addition as provided fpr in Improvement Resolution
No. 934-194+9. The proofs of publications were ordered filed.
Pursuant to advertisment in the Richmond-Pallidium newspaper,_ the. Board met at
the hour of 9:gO a.m. to receive and open sealed proposals for One (1) Bull
Dozer for use by the Street Department of the City of Richmond. The following
proposals were received and opened:

One (1) "Caterpillar" D4 Tractor, 60" gauge powered with a "Caterpillar"
diesel engine producing 43 drawbar horsepower; 16" heat treated track

at the hour of 9:30 a.m. to receive and open sealed- proposals for One (1)

All of the above proposals were referred to the Board and the Supt. of the
Street Department for tabulations and their recommendations.
Pursuant to advertisement in the Richmond-Pallidium newspaper, the Board
met at the hour of 9: 30 a.m. to receive and open sealed proposals for the
construction of a Sanitary Sewer in yhe Maxwell Addition . No proposals
were received.
The Board approved an Assessement Roll showing the prim facie assessements for
the following described public improvements, as authorized by Improvement
Resolution named and ordered the Clerk to advertise the following:

Notice is hereby given by the Board ofPublic Works and Safety of the City
of Richmond, Indiana, that on the 3rd day of February, 1950, it approved an
assessemnent roll showing the prim facie assessements for the following des-
cribed public improvements, as authorized by the Improvement Resolutions
named:
Improvement Resolution No. 924-1949, for the improvement of the alley be-
tween Northwest "B" Street and Northwest "C" Street, from Northwest ''ah
Street to Northwest 10th Street, by construction of a concrete roadway the
full width of said alley;
Improvement Resolution No. 925-1949, for the improvement of the alley be-
tween West Main Street and Northwest "A" Street, from Northwest gth Street to Northwest
10th Street, by construction of- a concrete roadway the full width of said alley;
Improvement Resolution No. 926-1949, for the improvement of the alley be-
tween Northwest "0" Street and Peacock Road from Northwest gth Street to
Northwest 10th Street, by construction of of a concrete roadway the full width
of said alley: •
Improvement Resolution No. 927-1949, for the improvement of the alley be-
tween Peacock Road and Northwest "D" Street, from Northwest 9th Street to

Improvement Resolution No. 933-1949, for the improvement of the alley be-

first alley south of and parallel to West Main Street, by construction of
a_concrete roadway the full width of said alley.
Persons interested in or affected by said described public improvements
are hereby notified that the Board of Public Works and Safety of said City
has fixed Fridays February 249 '1950, at 10:00 a.m., as a date upon which re-
monstrances will be received, or heard, against the amount assessed against
each piece of property described in said roll and will determine the question
as to whether such lots or tracks of land have been or will be benifited in
the amounts named on said roll, or in greater or less sum than that named on
said roll.
Said assessement roll, showing said prima facie assessements with names of
owners and descriptions of property subject to be assessed, is on file and
may be seen at the office of the Board of Public Works and Safety of said City.
The Board received communication from the Geheral Accident Fire and Life As-
surance inspector, that the overhead doors at the city garage need balancing.
The Board ordered the Street Commissioner to see that this was done. .
On motion made by Mr. Haworth, seconded by Mr. Ross and carried unanimously
the Board adopted the following resolution:
RESOLUTION OF THE BOARD OF PUBLIC WORKS AND SAFETY
OF THE CITY OP RICHMOND.
WHEREAS, it has been determined that the City's share of the cost of the
North D Street grade separation project will be in the amount of One Hundred .
Sehenty Thousand Dollars ($170,000.00; and
WHEREAS, this Board has determined that it is necessary and advisable to
provide for the straightening and improvement of the intersection of North D
Street with Fort Wayne Avenue, and the improvement of Richmond Avenue to con-
form the same to the new bridge to be erected by Wayne County over Whitewater
River, and to provide for the connection of Richmond Avenue with Sheridan
Street, and has caused plans, specifications and estimates for said improvements
to be prepared, and has determined from the estimates filed that the cost of
said improvements will be in the approximate amount of Two Hundred Ninety-five
Thousand Dollars ($295,000.00); and
WHEREAS, the Board finds that the total cost of said project, including
all incidental expenses necessary to be incurred in connection with said pro-
ject or in connection with the issnance of bonds on account thereof will be
in the amount of Four Hundred Sixty-five Thousand Dollars ($465,000.00; now
therefore,
BE IT RESOLVED by the Board of Public Works and Safety of the City of
Richmond, that this Board request the Controller and Common Council to take
the proper steps to provide the funds for said projects in the amount of
Four Hundred Sixty-figs Thousand Dollars ($465,000.00) and to that end a
copy of this resolution be filed with the City Controller and the City Clerk
and presented to the Common Council as soon as may be done.
ADOPTED this 3rd day of February, 1950.

The Board of Works and the Street Commissioner reccomended that the following
ixo )osals be awarded:
To the McAllister Machinery Co.,Inc. One (1) Bull Dozer for the price of
$6,568.00.
To the Reid Holcomb Company, -Inc., the Distributor for the price of $1,425.00
plus $200.00 for rock wool insulation, $30.00 for pneumatic front swivel
support W00 X 8 , making a total of $1655.00.
Mr. Haworth moved that the above proposals be awarded to the specified Com 11/

pantes, seconded by Mr. Ross and carried unanimously.
The Board allowed claims in the amount of $6,349.50.
On motion duly made, seconded and carried unanimoulsy, the meeting adjourned.
