SUBJECT: APPROVAL OF REVISED APPLICATION AND GUIDELINES FOR CITY OF TEMPLE CITY YOUTH.COMMITTEE RECOMMENDATION: The City Council is requested to approve the City's revised Youth Committee Application and Guidelines. BACKGROUND: 1. On May 19, 2009, Councilmember Chavez requested consideration be given to the establishment of a Youth Commission. 2. On July 7, 2009, the City Council directed staff to bring forward a recommendation regarding establishment of a Youth Commission or Youth Committee. 3. On November 17, 2009, the City Council approved the establishment of a Youth Committee and authorized staff to proceed with recruitment and selection of committee members for the period of January — June, 2010. The Council appointed Councilmember Chavez to serve as Council liaison to the ,Youth Committee. 4. In February 2010, liaisons from the City Council, Planning Commission, and Parks and Recreation Commission interviewed and appointed ten youths to the Youth Committee. 5. On March 25, 2010, the first meeting of the newly formed Youth Committee was held. City Council April 16, 2013 Page 2 ANALYSIS: In 2009, at the request of the City Council, staff began gathering information from surrounding cities on the criteria, policies and procedures, and duties of a Youth Commission or Youth Committee. Staff recommended and the City Council concurred with the establishment of a Youth Committee, as opposed to a Youth Commission. Council also approved the Youth Committee Guidelines which identified responsibilities of the Youth Committee, requirements to be a Youth Committee member, and the application/appointment process (Attachment "A"). City Council and Commission liaisons interview and appoint applicants to the Youth Committee for a one year term from September to June. Over the past three years, staff and Council/Commission liaisons have noticed that by the time the Youth Committee members become comfortable in their position and begin making progress on their goals and projects for the year, their term of office is over. Some students choose to re -apply for the following year, however most do not, which disrupts the progress of their projects. Staff suggests the term of office for Youth Committee members be extended to two years. Staff discussed this item with the Youth Committee at their February 21, 2013 meeting and they agreed it would be beneficial to extend the appointment to a two year commitment. If approved by the City Council for Fiscal Year (FY) 2013-14, half of the members would be appointed to a one-year term and the other half to a two-year term. This would allow for term continuity of the Youth Committee to match that of Council appointed Commissions. Staff is also recommending other minor changes to the Application and Guidelines as shown, in the revised Youth Committee Application/Youth Committee Guidelines (Attachment "B"). Additions are denoted in bold with deletions in strmIk }fin CONCLUSION: Approval of the proposed revisions to the Youth Committee Application/Guidelines will allow for greater flexibility in recruiting new members and will provide for continuity in the Youth Committee with two year terms. FISCAL IMPACT: This item will not have an impact on the adopted Fiscal Year (FY) 2012-13 City Budget. ATTACHMENTS: A. Youth Committee Guidelines B. The Committee will establish their mission statement, goals, and meeting dates and times once the initial Committee has been formed. Following are proposed guidelines for the Youth Committee: Meetings Committee would meet once per month at the new Live Oak Park Community Center Annex (Teen Zone) Staff Liaisons Frances Manzo-Pimentel, Parks & Recreation Coordinator Juan Pasillas, Senior Recreation Leader Council and Commission Liaisons TBA Responsibilities of the Youth Committee • To act in an advisory capacity to the City Council on matters pertaining to the youth and teen population • Foster increased involvement in the affairs of municipal government • Recommend the implementation of community programs and activities for youth • Review municipal matters referred to the Youth Committee by the City Council or by City Commissions and make recommendations on such matters • Attend Youth Committee meetings and actively participate in Committee projects Requirements to be a Youth Committee Member • Applicants must be residents of the City of Temple City • Applicants must be between 12 and 18 years of age • Members of the Committee may not be paid employees of the City • Youth Committee membership should consist of at least one representative from each middle and high school in Temple City (i.e. Temple City High School, Arcadia High School, Arroyo High School, Rosemead High School, Oak Avenue Intermediate School, Dana Junior High School, Rio Hondo Elementary School and Gidley Elementary School) Rio Hondo and Gidley Elementary School representatives must be 71" — 8`h grade students Application Process • Complete and submit application by the deadline • Each applicant meeting the minimum requirements will be scheduled for an interview • Interview panel will consist of Parks and Recreation Department staff, one or two Councilmembers and one Parks and Recreation Commissioner • Each applicant will be asked the same series of questions.
