The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City Building in said City, Friday, 'September 30, 1949, at 9:00 A.M. Mr. Clifford M. Haworth presiding with.the following memeber being present: Mr. William Edwin Ross. The following proceedings were had, to-wit: IIOn motion duly made, seconded .and carried unanimously, the minutes:of the previous meeting were dispensed with. The Board unanimously approved the request of the Community Chest Fund of placing paper collars around the light poles in.various sections of the city. All collars are to be removed at the end of the crrent Chest drive. The Board approved the Fire Department the use of Main Street; Friday, October 14th, to stage a parade. This parade to be in connection with the Fire Prevention Week program. On recommendation of the Park Supt., the Board granted permission to remove and top trees in front of 1319 North "A" Street and 404 North 15th Street. The Board authorized the Engineering Department and the Chief of Police to get estimated costs of 200 or more "stop signs" that are needed in the City. . A letter from• Mr. A.G. Harwood, requesting a traffic light at the intersection of North 10th and "A" Streets was received and ordered filed. _ Councilman Eastman's request of survey be made of West 1st and Main Street, to eliminate the short corner on the Northeast side of said intersection. This corner is very sharp for west bound traffic to use to make a turn onto West 1st Street. This was referred to the Police Department. . An Application to move a building from the Northeast corner of North 19th and E Street, to the second lot from the Northeast corner of North 23rd and Glen Court was referred to thi Building Inspector for his approval. . The Board approved the Engineering Department of ordering the following pieces of euipment from the Eagle Signal Corporation, .Moline, Illinois., for the traffic signals at the inter- section of North 12th and A Streets: _ 2- #1+30-fourway, three color, sectional, square, non-adjustable, post .top traffic signals with slip fitter collars for 4 1/2" 0.D. post top mounting. Cost of $172.00 each. 2-UA10$-S-ft Traffic Pedstals, 16" octagonal cast base., 4 1/2" O.D. shaft, complete with anchor rods. Cost of $3$.16 each. 2- #EB14- Relay Station with panel and #EL19 Cab enit .with four (4) 15 amp. #LA1 Relays. Costs of $150.00 each. 111 The Board approved the performance bond of the W.L. Magaw Co., to improve the alley as per Improvement Resolution #924+-194+9. The Board authorized the Clerk to return to the Magaw Co. , the certified check in the amount of $150.00. The Board approved the performance bond of the Delucio and Sons, to improve South L Street area by construction of a "sanitary sewer" as per Improvement Resloution #931-1949. The .Clerk was authorized to return to Delucio and Sons the. certigied check in the sum of $107.00. Pursuant to advertisement in the-Richmond-Pallidium-Item newspaper, the Bard met at the hour of 10:00 A.M. , to hear and consider any remonstrances that may have been filed or presented on Improvement Res lution IrA933-1949, improve the alley between Southwest 3rd Street and Southwest .4th Street, from National Road to the first alley south of and parallel with West Main Street, by construction of a concrete roadway the full width of said alley. No remonstrances were filed or presented. The Board unanimously confirmed improvement Resolution m933-1949. Pursuant to advertisement in the Richmond 13allidium®Item newspaper; the Board met at the hour of 10:00 A.M. , to hear and consider any remonstrances that may have been filed or presented on Declaratory Resolution No. 2-1949, to vacate that Portion of Indiana Avenue, formerly known as "Asylum Avnue" and located east of the east line of Northwest Fifth Street. No remonstrances were filed or presented. The Board unan- im usly confirmed Declaratory Resolution N0 2-1949. On motion duly made, sectnded and carried unanimously, the Board adopted the following Declaratory Resolution: DECLARATORY RESOLUTION FOR STREET IMPROVEMENT RESOLUTION No, 3-1949. RESOLVED BY THE BOARD OF PUBLIC WOR:S AND SAFETY OF THE CITY OF RICHMOND, INDIANA, that it is desir:&.d and deemed necessary to improve North "D" Street in the City of Richmond, in Wayne County, of the State of Indiana, from a line about Fifty-five (55.00) feet west of and parallel to the west line of North Fifth Street to the west line of Fort-.Wayne Avenue by widening the roadway and constructing new curbs to provide Fonty-four (44.00) feet between the curbs from 'a..line about Fifty-five (55.00) feet west of and parallel to the west line of North fifth Street to a line about?: Ninety- six (96.00) feet east of and parallel to the east line of North sixth Street and the relocation and construction of that portion of said Street between a line about Ninety- six (96.00) feet east of and parallel to the east line of North Sixth btreet and Fort Wayne Avenue, the center line of said Street of Fifty-six (56.00) feet width in pro- posed new location being described as follows, to-wit: Beginning at a point in the present center line of said street about Ninety- six (96.00) feet east of the east line of North Sixth Street and extending northeast- wardly to a point on the westerly line of Fort Wayne Avenue, about Sixety-eight (65.00 feet northeastwardly from the present intersection of the westerly line of FortWayne Avenue and the northerly line of North "D" .Street, .all as shown om plans for Section I (Station 31 plus 00.52 to Station 3S plus 25) of plans for the Twentieth Century Bridge and Grade Separations, proposed for the replacement of present Doran Bridge, dated July 15, 1949, now on file in the office of The Board of Public Works and Sagety of the City of Richmond, Indiana: . And it is proposed to codemn and appropriate sufficient lots and lands for the above described improvement. The property which may be injuriously or benficially affected by the above described improvement is known and described as follows, to-wit: Part of Lot No. 30 in Jesse Iden° s Addition to the City of Richmond, Indiana, and part of a vacted alley located immediately north of said Lot No. 30, and a portion of Tract No. 125 as shown on the Official Map of the City of Richmond,. Indiana, located immediately north of •said vacated alley. - All as shown on said plans for Section I (Station 31 plus 00.52 to Station 3S plus 25) of Plans for the Twentieth Century Bridge and Grade Separation dated July 15, 1949, now on file in the Office of The Board of Public Works and "'afety of the City of Richmond, Indiana - Dated this 30th day of Sepjrember, 1949. On motion duly made, seconded and carried unanimously, the Board adopted Declaratory Resolution: 11/ DECLARATORY RESOLUTION FOR STREET IMPROVEMENT RESOLUTION NO. �+-19)49. RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, that it is desired and deemed necessary to improve Richmond Avenue and cheridan Street in the City of Richmond, In: Wayne County, in the State of Indiana, as follows, to-wit: J By the separation of grades of said Avenue and said Street at the West end of the Twentieth Century Bridge, proposed for the replacement of the present Doran Bridge, By the realigment and reconstruction of Richmond Avenue from a line about Four HundreddEighteen (418.00) Feet West of the intersection of the present center lines of Richmond Avenue and Sheridan Street to the W st end of the said Twentieth Century Bridge to conform to the aligTent and grade of said Twethieth Century Bridge: By the realigment, reconstruction and extention under Richmond Avenue of Sheridan Street, the aligment of the denter line of said Sheridan Street extention, which shall be Thirty (30.00) Feet in width, South of Richmond Avenue, being south- westwardly and, by a circle of One Hundred Ten (110.00 Feet Radius, Southwastwardly, Westwardly, Northwestwardly and North to intesect the present center line of Richmond Avenue at a point Three Hundred Thirty-two (332.00) Feet West of the present inter- section of the center lines of Richmond Avenue and Sheridan Street, the maximum distance bf the center line of said extention of Sherman Street south of the present South line of Richmond Avenue being about One Hundred Seventy-three (173.00) feet; By the construction of a Twelve (T2.00) Foot roadway and Five (5.00) foot sidewalk for north-bound traffic from the West end of the said Twentieth Century Bridge, along the easterly side of Sheridan Street, in proposed realigment, to the southerly line of Northwest "E" Street; By construction of a Twelve (12.00) Foot roadway and Five (5.00) Foot sidewalk for south-bound traffic from the southerly line of Northwest "E" Street, along the westerly side of Sheridan Street, in proposed realigment, to the northerly line of Richmond Avenue, in proposed realigment; All as shown on plans for Section I (Station 16 plus-00 to Station 20 plus 56) of plans for The Twentieth Century Bridge and Grade Separation dated July 15, 19h9, now on file in the office of the Board of Public Works and Safety of the City of Richmond, Indiana; And it ig proposed to condemn and appropriate sufficient lots and lands for the above descrbed improvements. On motion duly made, seconded and carried unanimously, the Board approved the following problem of purchases of real estate necessary in the Doran Bridge improvement program: 1.. The entire program is now contingent on securing options or contracts of pur- chases of the required real estate and that program is completly blocked until that is done. It is apparent, therefore, that the real estate must be brought under contract as quickly as possible. 2. Negotiations for the purchase of this real estate should not be handled by any City Officials, Some of the experiences which you had in your contract thus far make it evident that the job can not be done expediently by people in your position. The City should employ qualified Realtors to negotiate the contracts of sale as quickly as possible consistent with fair valuations. 3. The City Attorney should prepare a form of contract or option which will meet all requirements of the prposed bond issue. 4. The intent should be to buy all required property including the corner of Notth D Street and Fort Wayne Avenue, reconizing, however, that thib property can be eliminated if it is not available at a fair valuation. We beleive, however, that it is preferrable to complete the job now. 5. The Engineer should make available individual plats of each property involved and in those instances where only a part of the property is involved, the plat shoulc'_ clearly indicate just how the owner's properties will be affected. The average individual cannot understand the Engineer's detailed plans, and is under standably suspicious of anyone taking his property from him. 6. All negotiations should be handled by the authorized Realtors, subject to approval and acceptance of the contracts by the City when all tequir.edrproperties have been brought under contract. 399 Our services -would be available to the City on such program, if desired, on the usual terms of the Richmond Board of Realtors, 5% of the purchase prices, contingent of course, on the final consumption of the purchases. We would propose to wotk on the program as a committee and would allocate responsibilties amoung ourselves according to expediency. _ Respectfully submitted, /s/ Paul H. Riley /s/ Geo. C.
