OF THE BOARD OF PUBLIC WORKS AND SAFETY, CITY OF RICHMOND, INDLANA ; FRIDAY, JULY 15,1949. • The Board of Public Works and Safety, met in regular session in its office in the City Building in said City, Friday July 15, 1949, at 9:00 oaclock A.M. D.S.T. Mr. Harold G. Coleman presiding with the following members being present: Mr. William Edwin Ross and Mr. Clifford M. Haworth. The following proceedings were had, to-wit: On motion duly made, seconded and carried unanimously, the minutes of the previous meeting were dispensed with. Mrs. Eva Keller, S09 North 17th Street appeared before the Board and present- ed a petition signed by residents in the area of North 17th & "J" Streets protesting the operation of a 1°Junk Yard" by Amos Coffey on a lot belonging to Mrs. Juanita Gabbard on North 17th Street. This complaint was referred. to the City Attorney and City Engineer to investigate. Councilman Eastman appeared before the Board and'expressed his thanks to the Board and the Street Commissioner for the fine cooperation received in re- gards to the resurfacing of the streets on the- westside. On recommendation of the Chief of Police, the Board approved a new traffic regulation covering the use of South Tenth Street around the Tenth Street Park. The street on the west side of the park will be for sorthbound traf- fic only. Parking will be permitted on the west side orilrhon this street. The street on the east side of the park will be for northbound traffic. Parking will be permitted on the east side only on this street. The Street Commissioner was ordered to erect the proper signs for this area. On recommendation of Mr. Ross! the Board approved the removal of two parking meters from in front of the Christian Chruch on the "A" street side. The - curb to be painted yellow from South Tenth & "A" Street west to the the cor- ner of the corner of said Church. - On recommendation of Mr Ross, the Board approved the painting the curb in the rear of the- Christian Church, from the corner west to one carllength. The Board ordered the Street Commissioner to install the proper curve warn- ing signs on the Whitewater Blvd. The Board authorized the Street Comm. to install the proper signs on all streets leading to the "Wooden Bridge" on Bridge Ave, to prohibit all heavy truck traffic. The Board authorized the Street Comm. to paint the curb on the west side of 16th St., from Main St., north one car length, and the curb on the east side, from the first alley north one car length to prohibit parking. The Board took under ad.i'sement of rerouting the heavy vehicle traffic to West Fifth and Main Streets. At present the heavy trucks are using Southwest 2nd Street which was not built for heavy traffic. The Chief of Police asked that the Board ask the State Highway Comm. to paint the West Main Street Bridge to mark lanes to direct traffic that is westbound to use center lane for west traffic and the north lane for traffic that wants to turn right at the intersection of West 1st & Main Street. 378 The Board unanimously adop ed Improvement Res. NoS-1949, for the construct- ion of a "Sanitary Sewer" on South "L" Street, from South 9th Street to South 13th Street. The Clerk was ordered to prepare the proper advertisment for a public hearing to be held ot. said Resolution, Friday, July 29th, 1949. Pursuant to advertisement in the Richmond Pallidium-Item newspaper, the Board met at the heur of of 9 ©OJ o'clock A.M. D.S.T. , to receive sealed proposals for th the construction of a concrete alley as provided for in Improvement Resolution No. - 6-1949, The following proposals were received and opened: Mike Delucio & Son mmm-m--$1,802.24 DeBolt Concrete Company $1,991.65 There were several property owners, that protested the construction of this alley, and the Board took the above bids under adviasement for the City Attorney to check the legality of the. protests. Pursuant to advertisement in the Richmond Pallidium Newspaper, the Board net at the hour of 9:00 o(clock A.M. C.S.T. to consider all remonstrances that were filed or presented on @mprovement Res. No, 7 1949. There being none filed or presented the Board unanimously confirmed Imp. Res. No.7-1949. The Clerk was ordered to pre . pare the advertisement to receive sealed proposals for the construction the Sanitary Seweras provided for in said Res.No.7m].949. Mr. Ross advised the Board that the Street Comm. had been oreered to repair the condition at South 4th and "P" Street as complained by Councilman Marino. The Board oredred Carol Porter, Porter Sign Company, to move the present bill boards on Whitewater Blvd, so that the east end of the billboard is approx. 20' west of the present west location. The second_ beard to be set west of this one. The Board met with T.J. Poggiuni, representing. the Pierce & Gruber Engineering firm of Indianapolis, Indiana, and the County Commissioners to dicuss the plans for the Doran Bridge. Mr. Poggiana presented the plans and specifications of the proposed bridge to replace the Doran Bridge. Mr. Poggianai pointed out the items that would involve .t$e City, in its share of the construction of said bridge. On motion made by Mr. Ross, seconded by Mr. Haworth and carried unanimously, the Board approved and signed the plans and specifications that were presented. The Board allowed claims in the amount of $2,260.41 On motion duly made, seconded and carried unanimously, the Board adjourned. Chairman. Attest: City 0
