OFFICE OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY .OF RICHMOND, INDI ANA, FRIDAY, JUNE 24, 1949 .
The Board of Public Works and Safety of the City. of Richmond, Ind-
iana, met in regular session in its office in the City building,
Friday, June 24th, 1949, at 8:00 o'clock A.M. C .S .T. Mr. Harold G.
Coleman presiding with the following members being present: Messrs.
Wm. Edwin Ross and Mr. Clifford M. Haworth. The gollowing proceed-
I/ ings were had, to-wit:
On motion duly madei seconded and carried unanimously, the minutes
of the previous meeting were dispensed with.
On motion made by Mr. Ross, seconded by Mr. Haworth and carried
unanimously, the I3oard.granted`permistion to the T.W.0 .A.. to hold
a square dance for teen-agers that are members of the Y.W.0 ..A. and
their boy friends. The North A Street to be blocked off from North
9th to North 10th Street, from the hours of 6:30 to 11:00 P .M. on
the 12th day of July. _
Mr. Francis -Daniels appeared before the Board regarding the petit-
ion, which was signed by property owners on South Perry Street and
South "L" Street, requesting the installation of a Sanitary °ewer.
Mr. Daniels was advised that said petition would be referred to
the Engineering Department .for plans and specifications and would •
be sent through the regular course.
Councilman Marino' s complaint of the wooden bridge in Happy Hol-
low needing a new floor was referred to the treet Comm.
Regarding the report of a gutter drain at the intersection of So.
4+th & A Streets being in a bad condition as reported by Councilman
Marino was again broughttto the attention of the Board. Mr. Ross
advised the Board that he and the street Comm. had investigated -
the location and had failed to find anything wrong.
Councilman Marino' s report on the Williamsburg Pike was referred to
the . Street Comm. The Street Comm. advised the Board that said road
was in the program to be repaired.
Councilman Russells complaint on the -condition of the brem on So.
9th Street from South "L" Street to the City limits was referred to
the glerk to advise the State Highway Commission of Indiana of said
condition.
The complaint of the railroad crossing atbthe intersectilon of North
6th and Washington Ave was referred to the Engineering ept. to
check and see who owns said tracks. -
Councilman Baldwin complaint of weeds in various localities of the
City was brought to the attention of the Board. The Board decided to
handle the the .complaints the same as they were handled last year.
The Sanitary Inspector to work in cooperation with the Clerk.
The Board ordered he Clerk to contact Mr. Carol Porter, owner of
the Porter Poster ervice, and askehim to appear at the next
Board meeting in regards to complaints on the billboard near the
North 10th Street bridge.

Permission was granted to property owner located at 1416 East Main
Street and 528 National Road West, to cut down dead trees.
Police Chief, L. Rohe, appeared before the Board and stated that the
Police Department will try to have all members trained to operate the
resuscitator. _ , - . , .
On recommendation of the Chief of Police, the Board granted the Wilder
Cab Company, 404 North 8th Street one (1) parking space in fron of

said address.
Mr. Roland Moe, President pf the optimist Club, appeared before the
Board requesting the Board consider the following location that had
been investigated by Mr. Alexander and Mr. Raizen- of the Optimist Club
for the holding_ ofa "Soap Box" Derby' West Main Street, West 13th
Street to 11th Street. east toward the bridge. - The date to be held in
the month of August on a Sunday. The Board unanimoulsy granted per-
mission to the Optimist Club to hold the race and said Club to advise
the Board when the exact date will be. -
Mayor, Lester E. Meaddws, complained atout reports that garbage is -
being thrown in with Brash over various parts of the city, which, he
stated would be checked and hauled away under private contract.
Mr. Ross reported that Mr. Coffin, Wayne County Highway Supt. had
given wonderful cooperation regarding the airport drives. The Clerk
was ordered to write Mr. Coffin an appreciation letter for the work
done.
The Engineering Department returned the remonstrance and petition on
Improvement Resolution No.6, 1949. The petition was checked and found
that Alta Lewis was not a resident pDoprty owner and the check on the
remonstrance showed that Charles Ronan was not a resident property
owner. The Board unanimoulsy confirmed Improvement Resolution No. 6,
1949 and ordered the Clerk to prepare the advertisement for sealed
proposals to be received Friday, July 15th, 1949, at 9;00 A.M. (C.S.T.)
Pursuant to advertisement in the Richmond Pallidium®Item newspaper, the
Board met at the hour of 9 :00 o°clock A.M. to open sealed proposals
for the furnishing of coal for the various departments of the City. The
following proposals were received:

Pursuant to advertisement in the Richmond Pallidium-Item newspaper,
the Board met at the hour of 9:00 A.M. (C .S .T.) too open sealed pro-
posals for the purchase of cars for the Police Department.The fol-

On motion made by Mr. Haworth, seconded by Mr. Ross and carried
unanimously, the above bids were referred to the Engineering Dept. ,
Police Dept. , and City Attorney to tabulate and make their recff .

Pursuant to advertisement in the nichmond Pallidium-Item newspaper,
the Board met at the hour of 9 :00 A.M. (C .S .T.) to open sealed
proposals for furnishing labor and material to concrete alleys in
Peacock Terrace Addition.
City Attorney, Mr. Haworth, spoke to the contractors present re-
garding the bids for the various alleys and said, that there had
been a lot of. arguments =pro and Cori about the Barrett Law. He
said the law provides that the contractor, the sucessful bidder,
takes these Barrett bonds in payment for his work, that the City
in no wise guarantees the payment of these bonds, and it is the
contractors obligation to collect whatever monies are due for the .
payment of works done, that the City has nothing to do in regards
to collecting the bonds. If the money a.s not paid, the contractor
has to collect.

On motion made -by Mr. .Haworth, seconded and carried unanimoulsy, -
the above bids were referred to the Board as a committee for
• analysis and discussion.
Mr. Ross moved that the bids of Mike DeLucio & Sons be accepted
for the improvement of alleys in Peacock .Addition, seconded_ by Mr.
Haworth and carried_ unanimously by the Board and so ordered.'
The communication received. from -the P.S .0 . of Indiana, reagarding
the hearing of the Telephone Company was taken under advisement by
the City Attorney.
The following petitions to cut curbs for private driveways were
approved: 1228 Ridge Stres.et by J .S . Latimer, North 7th Street by
Mort Rhoades, North. 7th treet by Darrell Swisher.

On proper motion, seconded and carried, the Board adjourned.
