OFFICE OF THE BOARD OF PUBLIC WORKS AND SAFETY,
CITY OF RICHMOND, INDIANA, FRIDAY, MAY 13, 1949.
The Board of Public Works and Safety of the City of Richmond, Indiana, met in
regular session in ite office in the Bill* Hall in said City, Friday, May 13,
1949 at 9:00 A.M. o'clock D.S.T. Mr. H.G. Coleman presiding with the golloly-
ing members being present: MR. Wm. Edwin Ross and Mr. Clifford M. Haworth.
The following proceedings were had, towit:
The minutes of the previous meeting were dispensed with.
The Board approved the request of Mr. Lawrence Howell, Police Radio Station
maintenance man, to purchase equipment for the Police Radio Station for test-
ing.
Mr. Haworth moved that the resignation of John C. Vallandingham from the
Police Department as of May 17th, 1949, seconded by Mr. Ross and carried unan
imously by the Board. Mr. Vallandingham having completed 20 years on the
Dept.
Mr. Haworth moved that the proper "stop signs" be placed at the intersection
of North 17th and C Streets to make North 17th Street the through street, sec
onded by Mr. Ross and carried unanimously by the Board and so ordered.

Mr. L. Feltman, 207 National Road.. West,/of a neighbors tree clogging the
sewer in said area, was referred to the Sanitary District.
Mr. McClure of the Hays Track Appliance Co. , appeared before the Board and
requested that the board make a study of making North A Street from North
3rd Street to North 5th Street a restricted area to no parking on both sides
of the street. This was taken uhder advisement.
Mr. John Niewoehner, appeared before the board to invite all the members to
a showing of a moving picture on Modern Day Plumbing, to held in the Council
Chamber of said city, May 23rd,. 1949 at 7:30 P.M. D.S.T.
The Board unanimoulsy approved the request of Mr. Ralph- Waller to cut the
curb at 701 West Main Street for a private driveway.
The Board unanimously approved the request of the Miller Bros, Hdw. Co re-
quest to cut the curb in front of Lots #123 and #124 on Ft. Wayne Ave for
acess to a parking lot. Miller Bros. were informed to contact the State
Highway Dept of this proposed action.
A petbition signed by 30 residents requesting the installation of a street
light in the rear off Et. Wayne Ave between North C and D Streets in the Alley.
The Board referred this petition to the Council for recommendations.
The Board took no action on the two estimates that were received to paint,
caulk all the windows in the City Halll and clean the Police Dept.
On proper motion and seconded and carried the following letter was ordered
filed:

authorization to have us proceed with the appraisal of the -buildings of the
City of Richmond, Indiana.

started within the next week or two weeks.
In the meantime, will you have your insurance agent of record leave -
for our appraiser, who will report to you, a copy of the insurance form so

Mr. Ross moved that Declaratory Resolution #1-19149, providing for the re-
opening of and Alley 136,14' South of Peacock Road, from Northwest 10th Street
to Northwest llth Street in the City of Richmond, Indiana, be adopted, setting
Friday, June 3rd, 1949, at 9:00 a'Sclock A.M. (c.s.t.) for hearing og the same.
Mr. Haworth seconded this motion and was carried unanimously by the Board.
Mr. Ross moved that Improvement Resolution.1,19149, for the improvement of the
Alley between Northwest "B" Street and Northwest "C" Street, from Northwest
gth Street to Northwest 10th Street, by construction of a concrete roadway
the full :width'iof said Alley, be adopted, setting Friday, June 3rd, 1949, at
9:00 o'clock A.M. (e.e.tt.) for hearing of the same. Mr. Haworth seconded this
motion and was carried unanimously by the Board.
Mr. Ross moved that Improvement Resolution 2,19149., for the improvement of the
Alley between West Main Street and lorthwest "A" Street, from Northwest 8th
Street to Northwest 10th Street, by construction of a concrete roadway the
full width of said Alley, be adopted, setting Friday, dune 3rd,19149, at 9:00
o'clock A.M. (c.s.t.) for hearing of the same. Mr. Haworth seconded this
motion and was carried unanimously by the Board.
Mr. Boss moved that Improvement Resolution 3,19149, for the improvement of the
Alley between Northwest "C" Street and Peacock Road, from Northwest gth Street
to Northwest loth Street, by construction of a concrete roadway the full width
of said Alley, be adopted, setting Friday, June 3rd,19149, at 9:00 o'clock A.M.
(c.s.t.) for hearing on the same. Mr. Haworth seconded this motion and was
carried unanimously by the Board.
Mr. Boss moved that Improvement Resolution 14, 1949, for the improvement of the
Alley between Peacock Road and Northwest D Street, from Northwest 9th Street
to Northwest D Street, by construction of a concrete roadway the full width
of said Alley, be adopted, setting Friday, June 3rd, 1949, at 9:00 o'clock
A.M. (c.s.t.) for hearing on the same. Mr. Haworth seconded this motion and
was carried unanimously by the Board.
Mr. John V. Schneider, St. Comm., asked that the Board advise the public,
that the Street Dept. of the City would like to have all the residents that cut
brush and stack it in the city alleys, to cut the same in lengths of not more
than three (j) feet so that it can be handled by the trash collectors.
The representatives of the Building Trade Council met with the Board and were
represented by Mr. E. Gerkin, Pres. and Wm. Dean, Secr terry of the Richmond
Building Trade Council; Mr. A.E. Dailey and Mr. Ralph Rotapp, Electricial
Contractor's and Mr. Cliff Knodle, business agent for the Painter's Local.
This group protested the city firemen and policemen with contracting
painting, decorating and construction work in the city. No action was taken
on this protest by the Board. The Board advised this group that it would
meet at any given time with them to dicuss easch case that might be sub-
mitted. A future meeting is -planned by the Building Trade Council to hold
a meeting of the Board of Works, the Retail Merchants Assn. and Manufacture's
Assn.
