OF THE CITY OF RICHMOND, INDIANA, FRIDAY, APRIL
1, 1949.
The Board. of Public Works- and Safety of the City of Richmond, Indiana, met i#
regular session in its office in the City Hall in said City, Friday, April 1,
1949 at 9:00 A.M. Mr. H.G. Coleman presiding with the following members being
present: Messrs. W.F. Ross and C.M. Haworth. The following proceedings were
had, to-wit:
The minutes of the precious meeting were dispensed with.
Mr. A.A. Novak with two other members of the Fool Vent Aluminum Awning Company
of Indianapolis, Indiana, appeared before the Board for permission to erect
the Kool Vent permament awnings that said company manufatures. The Board ap-
proved the installation of these awnings at 139 South 5th Street and 17 South
5th Street providing the plans and specification are submitted to the City Engin-
eers Office for their approval.
Mr. Yost appeared before the Board and complained of the water in the Morton Lake
area of backing up into his cellar on North 17th Street. It was claimed by Mr.
Yost that trash is being dumped by individuals into the river and said trash is
stopping the dam at the gate. It was beleived that this conditign would be elim-
inated if the trash dumping were ceased. The Board approved the Street Comm. of
placing railroad ties on the side of 17th St. and placing some "No Dumping" signs
near this area. "
At 9:30, the time set per advertisment to receive bids for the material to be used
by the Street Department, bids are as follows:

200,000 Gals, or less, Emulsified Asphalt, furnished and applied by
power distributor as directed by the Street Commissioner for surface
treatment- (All Grades) $0.16 per Gal.
25,000 Gals.,or less, Emulisified Asphalt for patching, in drum lots
F.O.B. Richmond (All Grades) $0.16 per Gal.
2,000 Tons, or less Bituminous Coated Aggregate, (EA) (Cold Mix)
Furnished, laid and rolled $7.50 per Ton.
2,000 Tons, or less `Bituminous Coated Aggregate (AH) (HotMix)
Furnished, laid and rolled - $8.50 per Ton.
For furnishing quanities of less than 25 Tons per day----L 't-MiX4-4A4 9q.00 per Ton.
(Cold Mix) (EA)-$8.00 per Ton.
All of the above materials to conform to the Specifications of the Indiana State
Highway Commission.
All of the above iaterials to be produced and furnished by W.I. Magaw Plant.
For Patching, with the above materials, with a pressure distributor, add $0.02
per gallon to the above quotation. -

The above bids were referred to the City Engineer and Street Commissioner to
tabulate and make recommenadtions at the next regular meeting of the Board.
The Board approved the request of Frank Peters to remove a dead tree in front
of 17 South 5th Street.
The Board approved the City Engineer to prepare the proper advertising for
bids for a new Air Compressor for the Street Dept. The bids to be received.
on Friday, April 15,1949 at 9:30 A.M. B.S.T. The plans and specifications
are on file in the Engineer's office.
On recommendation of the Chief of Police, the Board approved the Street Comm.
to erects "No Parking" signs on the north side of North "C" Street from North
gth to 12th Street. The parking of cars will be only on the south side of "Co
Street from North gth to North 12th Street.
On recommendation of the Chief of Police, the Board approved the Clerk to
write t4e State Highway Dept.for a traffic light at the intersection of West
5th and Peacock Road and one traffic light at the intersection of Garwood Road
aid New Paris Pike.
On recommendation of the Fire Chief, the Board approved the advancement of
Leland Ramey from the rank of a probationary fireman to that of a regular
fireman asof April 1, 19119, providing L. Ramey passes the physical exam-
ination.
On recommendation of the Fire Chief, the Board approved the advancement of
Beckwith Stevenson from the rank of a Lt. to that of a Captain at #3 Hose
House as of April 1,1949.
The Board approved the Clerk of witing Mr. Bert Keller, Pres.of the Retail
Merchants Assn. to see if the merchants want tparking meters along Main St.
III from 10th to llth Street.
The Board approved the request of the V.F.W. of having a parade in the city
Sunday, May1,19149 in the afternoon. The Clerk to notify Mr. Ivan Toney,
Commander of the Kirk Little Post of the V.F.W.
A Petition to cut the curb at 62g South 5th Street was presented by Mr. A.0
Pelt. This petition was referred to the Engineering Dept and Chief of Police
to investgate and make recommendations at a later date.

Dear Mr. Coleman:
Several months ago, your Board appointed this committee to study the matter
of "restricted parking" in the business district of Richmond.
We have endeavored to be impartial and impersonal in our deliberations,with
the hope that the following suggestions will prove helpful to you, to bus-
iness firms, and general public as well.
(1) Out observations in the down town area revealed that "yellow curbs"
and"fifteen minute zones" were being used imprudently by motorists. There-
fore, it seems to us that all curb space could be "metered" without any
hardship on the business house for which it was intended.
(2) The only exceptthon in this connection, would be where business firms
do not have access to any alley for delivery of goods. Then, such unload
ing zones to be marked specifically for this purpose onl *.
(3) Futthermore, during our survey, we noticed an excessive and what
seemed to be an unnecessary amount of "factory curbing", a great deal of
which was being utilized for private parking. Our opinionuis that in the
future, "factory curbs," and "ramp curbing" should be discouraged except
for use of a driveway.
(4) Whenever possible, off-street parking facilities should be fostered
and encouraged. Storage garages and parking lots would greatly relieve the
conjestion in the mid-town area. Also, it was noted that the city-owned
lot at South "A" and 5th Streets could be placed under the parking meter
system.
(5) In conclusion, we acknowledge that parking regulations will be in-
effective without the hearty cooperation of the public, and the contin-
uous vigilance on the part of the rolice Department.

There being no further business to be brought to! the attention of the
Board, Mr. Ross moved to adjourn, seconded by Mr. Haworth and carried unan-
imously.
