• The Board of Public Works and Safety of the City of Richmond,Indiana,met in
regular session in its office in the City Hall in said City, Friday, March
• 25, 1949 at 9:00 o'clock. A.M. Mn. H.G. Coleman presiding with the following
members being present: Messrs. W.E. Ross and C.M. Haworth. The following
proceedings were had to-wit:
The minutes of the previous meeting were dispensed with.
Mr. Wayne Elliott, Pres. of the Richmond Painting and Contractors of America,
Inc., Mr. A.E. Gerkin, Pres. of the Building Trades Council and Agent for the
Local 1047 of the International Union of Common Laborers and Hod Carriers,
A.F.of L. , Mr. Cliff Knodle, Business Agent of Local 1172, International
Brotherhood of Painters, A.F. of L.., and Mr. William Dean, Treas. of the same
group, appeared before the Board to protest the City Firemen and Policemen
of taking work from the construction trade. These men expressed that the
mentioned City employees were taking off-time jobs in their trade and throw-
ing many of their men out of work. The City employees were also taking jobs
at a rate well below the wage sce that. the Union demands. Fire Chief,. Wil-
liams said he was aware of this practise and had brought out the fact that. thi
thesrestriction against this was removed during the war and the prder to=:
stop had been brought to the attention of the Board about a year and one-
half ago and no action was takeh.
The presiding officer recommended that this matter be referred to the Chief
of Police, Fire Chief and City Attorney for study and their recommendations
be received at a later meeting of the Board. By unanimous vote this recomend-
ation was approved.
Mr. John H. Niewohner appeared before the Board at the request of. Mr. H.G.
Coleman, to discuss. the installation. of a new boiler to replace the present
boiler in the eity Hall which is tucg condition that it is doubtfull if it
will last out another heating season. Mr. Niewohner estimated that the cost
of a new steel boiler and its acessories would be approx. $4,g00.00 metal-
led.. The Board took this under advisement.
Councilman Eastman appeared before the Board and requested that a "stop
sign" be placed at the intersection of N.W. 10th and "A" Streets.
The Board approved the Street Comm. to erect two "stop signs" aththe inter-
section off. N.W. 10th- and A Streets. .The through street to be N.W. 10th Street
and the signs to be placed on the southwest and northedst corners.

The -Board approved the, resignation of Capt. Elmer Keller of the Fire Dept.
who is resigning to go on pension. The date to be as of April 1, 1949.
The Board approved the recommenadtion of the Fire Chief that Edward Kenney
be appointed as probationary fireman as of April 1, 1949. . .
The Board approved the Street Comm. of removing a tree on the N.E. .corner of
South 20th and A Streets. This -tree has been inspected by Mr. Ridgeway and
found to be dyiny and the roots are destroying the curb and sidewalk.
The following resolution was adopted unanimously by the Board:

A letter from the Lehr Equipment Sales, Inc. was presented and read. This
letter was a protesttbf a parking meter in fronds of the warehouse doors
of the Lehr Equipment Sales, Inc. This company would like to have this
parking meter removed as it interfmres with the loading and unloading of
heavy equipment that is being stored in said warehouse. The Board approved
that this letter and request be presented to Mr. Robert C. Law and his co-
miattee to invrstigate anf their regomendations be received at the next meet-

,ti ing of the Board.
A letter was received from the State Highway Commission, assuring the City
that a survey would be made of the possibilties of lowering the speed limit
on National Road west from Easthaven Ave to Earlham Cemetery and also the
placement of a stop sign at the intersection of South 5th and G Streets. This
letter was ordered filed.

Ross moved to adjourn, seconded by Mr. Haworth and carried unanimoufly.
