OFFICE OF THE BOARD OF PUBLIC WORKS AND SAFETY
OF THE CITY OF RICHMOND, INDIA.NA, FRIDAY,
JANUARY 14, 1949.
The Board of Public Works and Safety of the City of Richmond, Indiana, met in
regular session in its office in the City Building of said City, Friday, Jan-
uary 14, 194+9 at 9:00 A.M. Mr. H.G. Coleman presiding with the following mem-_
bers being present: Messrs. W.E. Ross and C.M. Haworth. The following pro-
ceedings were had, to-wit:
The minutes of the previous meeting were dispensed with.
The Board approved th recommendation of the Police Chief of numbering all the
parking meters in the City to aid the department finding the meter that has
been reported out of order.
Upon recommendation of the Chief of Police, the Board approved the advance-
ment of Henry Woods, Jr. and Troy Wolf, Jr. from the rank of probationary
patrolmen to that of regular patrolmena as`bf Febr-uaryvl, 1949. Both men
have served the required probationary period.
On recommendation of the Chief of PoliceE the Board approved the restricting
of parking of cars along the east side of North 6th Street,from the corner of
Washington Ave south to the end of the building how occupied by the Dayton Car
Block Co., east along Washington Ave from North 6th Street to the east end of
the Dayton Car Block Co. , from the south end of the office of the Richmond
Baking Co. north to Washington Ave on the west side of North 6th Street, and
place a stop sign at the intersection of North 6th and Washington Ave, to make
the approach from North 6th Street i stop.
Mr. Howard Ketring, residing and ocning the property near South 6th & 11Q" St.
appeared before the board with a complaint of the new storm sewer flow of
water washing out some of his property. The Board took this complaint under
advisement and assured Mr. Ketring that an invtigation would Qs.eknade of
the existing condition.
The Board approved the Fire Chief of purchasing enough steel plates to lay
down on the floor of #3 Hose house to protect the floor from the weight of
the heavy fire trucks.
Street Commisioner, John Schneider, reported that he had contacted the C.& O.
R.R. in regards to the railroad removing the bridge abuttments of the old
trestle that were left standing over Washington Ave. The R.R. will remove
both old abuttments in the hear future.
Mr. Schneider also reported that he had made a survey of the old fence that
is deterioated along the Williamsburg Pike neta the R.R. This fence should
be replaced with an iron corragated fence for approx. 536 feet. The Board
took this under advisement.
Pursuant to advertising for bids to be received by the Board Friday, Jan-
uary 14, 1949 at 9:30 A.M.for the purchase of one car for the Sanitary In-
spector, one car for the Dairy Inspector and one 1/2 or 3/4 pick-up trick
for the Park Dept. Bids were received an opened. The Board rejected all bids
for reasons that there were 3 bids received on letter head paper instead of
the required form as prescribed by the State Board of Accounts. The Board
authorized the Clerk to return all bids and certified checks to the bidders.
The Board authorized the Clerk to prepare the proper advertising to receive
sealed bids Friday, January 28, 1949 at 9;50 A.M. on the same cars that were

previously advertised for.
The Board allowed claims in th sum of, $ /7j .24/7 d
There being no further business to be brought to the attention of the .Board,
Mr. Ross moved to adjourn, seconded by Mr. Haworth and carried uhanimously by
the Board. - -
