HomeMy Public PortalAbout11-05-1948 801 OFFICE OF THE BOARD OF PUBLIC WORKS AND SAFETY CITY OF RICHMOND, INDIANA, NOVEBER 5, 1948. - The Board of Public Works and Safety of the City of Richmond. Indiana, met in regular session in the office of said Board, Friday, November 5th, 1948 at 9:00 A.M. Mr. H.G. Coleman presiding with the following members being present; Messrs. W.E. Ross and C.M.' Haworth. The following business was had, to-wit: The minutes of the previous meeting were dispensed with. II/ • Mrs. Fred Dawes appeared before the Z oard requesting street lights on North west "D" Street. The Board referred is request to the Engineering Dept. and the Light Plant to recommend ata later meeting. Councilman Law and Councilman Baldwin appeared before the Board with Mr. Mayer, Mr. Michael and Mr. Bell, all grocery- store men- on West Main Street. This group of men expressed their views on the present "No Parking" on' West Main Street. A petition was also presented by this- group with signatures of 93 people that trade with these store keeprs. The petition contained the following: We the- undersigned cannot see how prohibiting of parking on the north side of West Main Street will help the handling of traffic. The only thing it will do is make it more hazardous for school children and pedestrians to cross the streets. After some discussion, Mr. Haworth moved that the State Highway Commission be noti- fied that the Board of Public Works and Safety go on record of requesting the State Highway Commission to recind the Resolution adopted by the State Highway Commission, August 24, 1948, restricting parking on the north side of Main St. from East Third Street to West 5th Street. The Board request immediate action on this. The motion was seconded by Mr. Ross' and carried unanimously by the Board and so oredered. • Councilman Marino request of a survey to be made by the proper authorities for the installation of stre t, lights on North "J" Stmeet, from 12th east to the end of this street iaas:-Zierred to the Engineering Dept. and the Light Plant to investigate and their recommendation be received by the Board. Councilman Marino request of the Board to investigate the railroad crossings on Washington Ave and on North 6th Street were taken under advisement. Councilman Marino request of the changing of the parking of cars on Washing- ton Ave was taken under the advisement of the Hoard as a whole for recommend- ation at the next meeting. The complaint of the conjestion of traffic at Northl2th and F Streets due to parking of cars was referred to the f'raffi} Division for recommendations.It was pointed out by Councilman Marino that the City Busses have a hard time making the corner on their regular route over this area. The complaint of local maufactures using public owned grounds for private parking was brought to the attention of the Board. The Board was of the opin- ion that these private parking spaces could be used by any one as there is no enforcement on such pratice. The Board approve'dithe request of the Wayne County Democrathc Committee of using the streets of the City to stage a "Victory Parade", on November 8th, 1948. Chief of Police, L. Rohe recommended that the following men on the Police Dept. be advanced from probationary patrolmen to that of regular patrolmen as of November 16th, 19484 Y.Kinder,----Tr alui,Jam'es-Lehmkan.::_Pxobatibriar3*'pertcd _se.rved. The Board approved the recommendation of the Chief of Police. 34,E2 Pursuant to advertising for sealed bids on construction of a storm sewer in the area of Oakland Ave, to be received, Friday, November 5th, 194g at 9:30 A.M. Two sealed bids were received at said time and opened. Mr. Ross moved that the bid of the DeBolt Construction Co. be awarded the con- tract, seconded by Mr. Haworth and carried unanimously by the Board. There being no further business to be brought to the attention of the Board, Mr Haworth moved to adjourn, seconded by Mr. Ross and carried unanimously by the Board.
