OFFICE OF THE BOARD OF PUBLIC WORKS AND SAFETY
CITY OF RICHMOND, INDIANA, FRIDAY, SEPTEMBER

The Board of. Public Works and Safety og the City of Richmond, Indiana, met
in regular session in the office of the Board, Friday, September 10th, 1948
at 9:00 oeclock A.M. Mr. H.G. Coleman presiding with the following members

being present; Messrs. W.E. Ross- and C.M. Haworth. The following business
was had, to-wit a
The minutes of the previous meeting were dispensed with.

The Board approved the installation of street lights at the following lo-
cations; South Sth and P Street and Southwest Seventeenth Street from Nat- _
ional Road to Southwest E Street. The Clerk to notify the Light Plant of this
action.
The Board approved the City Engineering Office of notifing the C.&0. R.R. and
Penna. R.R. ,that the City of Richmond, Indiana has contraceted with the Pierce
& Grdber, Engineering• Co. to make a •survey and replacement of the Doran Bridge
Councilman Russellappeared before the Board requesting that South C Street
from South 5th to South 6th Streets be barricaded between the hours of 12:-00
Noon until 1:00 P.M. during the St Andrew School days. The school to main-
tain and ,place the barricades at said hours. The Board approved the request
as a temporary proposition with understanding that the school will remove the
signs if this practise proves a menace to the safety of the present day traf-
fic.
At 9:30, the time set as per advertisment to receive bids for the new Park
Department car for the City of Richmond per specifications on file in the
Olerks office. There was only one bid received. This being that of the Wallers
Motor Co. This bid was opened and refb red to -the Park Board and Park Dept.
Supt. to sturdy and their report to be made to the Board at the next meeting.

. The Board approved the City Engineer to prepare a letter to notify the Penna.
. R.R. of -the bad condition the crossings are in the City. A copy of said let-
ter to be fowarded to the State Highway Comm.

'. The Board will contact the Penna. R.R. by letter in regards to the unnecessary
noise'.cazsedebi.lhe trains popping off in the yards. This was a complaint by
Councilman Myers.
. The Board approved the Community Chest of placing collars around the light posts
in th'.ifiithe City. The Community Chest to remove the collars at. the end of the drive.
The Board approved the Clerk of notifying the property owner at 901 North 10th
to abolish the jnnk yard in rear of said property. This was brought to the at- •
tention of the Board by the Fire Chief Williams.

Mr. Ross moved that the Board accept the Contract for Engineering Services
between the City of Richmond, Indiana and the Pierce and Gruber Structual
Engineers, Indianapolis, Indiana, seconed by Mr. Haworth and carried unan-
imously by the Board. The contract as follows:
CONTRACT FOR ENGINEERING SERVICES
THIS AGREEMENT made and entered into this 9th day of September, 194S, by and
between the City of Richmond, Indiana, acting by and through the Board of
Public Works and afety, hereinafter called the City and Dan E. Pierce,
Clarence E, Gruber, Walter M. Beam and Tino J. Poggiani, Parteners, doing
business under the firm name and style of Pierce and Gruber, Structual
Engineers, Indianapolis, Indiana, hereinafter called the Engineers,
WITNESS THAT:
WHEREAS, the City is proposing to construct an underpass under the Chesapeake
and Ohio Railway at the East end of the proposed bridge over the White-
water River at West "Do Street and Richmond Avenue, and, reconstruct the
approaches to said bridge in the area outside the limits of responsibil-
ity of Wayne County for the replacement of said proposed bridge; and
WHEREAS, the Engineers are qualified and prepared to perform the services re-
quired by the City in the preparation of all such plans, drawings, trac-
ings, specifications, estimates of costs, and they agree to perform such
work under the terms and conditions hereinafter set forth:
NOW, THEREFOR, it is agreed by and between the parties hereto, that the City
shall and does hereby employ the Engineers to perform the professional
services specified herein and agrees to pay for such services the amount
hereinafter stated.
The services of the Engineers under this contract shall be as follows:
1. The Enginers will make all necessary field surveys, studies, and invest-
igations required for the proper location and design of the proposed un-
derpass and approaches, and shall advise with the City through its En-
gineering Department with respect thereto, and shall .determine the most
advantageous location and design of all required work.
2. The Engineers shall prepare completely detailed plans,progile, specifi-
cations and estimates of cost in accordance wish the determinations
reached under Item 1, for the aforementioned underpass and approaches,
and shall submit all such plans, profiles, specifications and estimates
off costs to the City for its approval. After the approval of such plans,
and specifications, six (6) complete sets of the approved plans, profiles,
specifications and estimates of costs will be delivered by the Engineers
to the City. The originals of such plans and profiles or .reproductions
of such orginals, shall be delivered to the City.
j. Prepare advertisment for bids and instruction to bidders.
4. Tabulate and analyze all bids received and prepare a report and recom-
mendation with respect to each bid.
11/ 5. Supervise and lay out all .work undertaken in accordance with the plans
and specifications approved and accepted by the City.
6.Prepare all additional working drawings required in the ;course of work.
7. Inspect the workmanship and materials used in the course of the con-
struction to ascertain whether such workbis in compliance with the pre-
scribed stanards.
S. Prepare monthly estimates of work completed in the course of the con-
struction.
9. Make final inspevtion of all completed construction to secure full com-
pliance with the plans and specifications.
10.After the completion of the construction the underpass and approaches,
the Engineers shall revise and correct the plans and profiles furnished
by the City for the pyrpose of showing all changes, modifications, re-
visions, if any were made during the course of construction.
The work covered under the above sections 5,6,7,8,9 and 10, shall be
known as general supervision and is distinguished from the work of a
resident inspector or clerk-of-the-work, and also, does not include
laboratory testing of materials which will be done at the expense of the
City.
In full satisfaction for the services of the Engineers above describ-
ed, the City agrees to pay to the Engineers a sum of money equal to six
(6%) percent of the actual cost of the aforementioned underpass and ap-
proaches, not including land, right-aways, property acquired, or engin-
eering costs, divided in the following manner:
Five Thousand ($5,000.00) Dollars shall be paid upon completion of the
surveys, the preliminary investigation and studies, and the prelimin-
ary general plan.
Four and one-half (4%) percenT of the estimated cost shall be paid ad-
ditional after the plans as prepared by the Engineers and approved by
the Uity as provided in Item 2 above. Said payments become due when
proceeds from a bond issue for the aforementioned project are made a-
vailable to the City, less any monies previously paid.
In the event the proceeds from the above mentioned bond issue are not
available to the City within one hundred eighty (180) days fribm the
date delivery and approval of the plans, specifications and estimates
of cost as provided in Item 2 above, the City shall pay the Engineers
the total of four and one-half (4) per cent og the estimated cost
based on the final plans prepared by the Engineers and approved as pro-
videde in Item 2, from whatever funds available, less any monies pre-
viously paid.
After the contract is let, one and one half (12%) percent of the contract
price shall be paid additional in monthly installments in proportion to
the work completed during the previous month.
When construction is completed and the actual cost of the entire pro-
ject is determined, the amount paid to the Engineers shall be (6%)
percent of the actual contract cost of construction, less all monies
previously paid.
Should the work, (covered by this agreement, ) designed or specified by .
the Engineers be suspended or abandoned, the City shall pay the Engineers
for services rendered, the payments to be based, as far as possible, on
the fee as established in this agreement.

IN WITNESS, the parties hereto have caused this agreement to be signed
by 'theiai duly authorized representatives and agents on the date first
above written.
