The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in the office of the Board, Friday, September 3rd,1948 at 9:00 osclock A.M. Mr. H.G. Coleman presiding with the following members being present. Messrs. W.E. Ross and C.M. Haworth. The following business was had, to-wit: 11/ The minutes of the previous meeting were dispensed with. Mr. Ramsey McDonald, Radio Dispatch Service, appeared before the Board re- questing permission to erect a sending aerial on the present Police Radio tower. Mr. McDonald advised the Board that this aerial would be erected be- low the top of the present aerial about twelve feet and would not interfere with the transmitting of the Police Radio system. This was referred to the Cheif of Police and the City Enginemr for further investigation and report to the Board. Mr. Ross presented and read a letter from the State of Indiana Stream Pol= lotion Board. This letter requested the City to take steps in the immediate future to eliminate the pollution of the Whitewater River. The source of the pollution was traced to_,an overflow sewer located near the intersection of of Sheridan Street and orthwest "I" Street. Fish were killed as results of slugs of some unknown poison. The Board instructed the Clerk to notify the Stream Pollution Control Board that every precaution is being done to elim- inate this condition. The Board approved the advancement of Howard Stottlemire from probation- ary patrolman to that of regular patrolman as of September 16th, 1948. The Board approved the recommendation of the Police Chief of placing "No Parking" signs on the north side of Northwest "I" STreet from Sheridan Street to Boyer Street. The Board approved the recommendation of the Police Chief of erecting "School Zone" signs in Happy Hollow. Mr. Ross brought to the attention of the Board the dangerous condition that is existing at the iron bridge near the intersection of Whitewater Blvd and Bridge Ave. The present heavy traffic over this bridge has made the crossing of this bridge by pedestrians a very hazard condition. Mr. Ross recommended that there be. installed. a walkway for pedestrians on this bridge. The Board referred this to the Engineer to investigate and report to theNoard. The wooden bridge over the west fork of Whitewater river is also to be considered. Fire Chief Williams advised the Board that Roy Hardy was injured in the line of duty August 30th, 1948. The Chief also advised the Board that Rich- ardson. broke his leg while off duty. • Mr. Ross brought to the attention of the Board of the switch engines of the PBnna H.R. creating a nuisance in the practise of the engines blowing the flues in the yards. This was taken under advisement. A letter was received from nine residents in the area of South 8th and "P" Street requesting a street light at South 8th and "P" Street. This was referred to the Engineering Dept. to investigate and report to the Board. 83 The Board approved the following Resolutions passed by the State High way Commission of Indiana; Parking on State Road #21,#35,#40 in Richmond be regulated as follows; 1. All parking prohibited on the horth side of Main Street (U.S.*35) between East Third Street and "est Fifth Street. This resolution supercedes the resolution dated July 11, 1946 and Item 4-B of the resolution dated July 21, 1941. II/ The maintenance department shall erect signs and paint markings necessary to make this resolution effective. Be it resolved that left and right hand turns on State Road #21, U.S. #35,27,and 40 in the City of Richmond be prohibited as follows; 1. Left turns prohibited on Main Street (U.S.e5) at the junction with West Fifth Street. 2. Left turns prohibited on Southwest First Street (U.S.#40) at the junction with Main Street. 3. No left or right hand turns on North Fifth Street (U.S.427) be- tween Main and Fort Wayne Ave. 4. No left or right hand turns on Main Street (U.S.#35 and #40) at the junction with East Eighth Street. Be it resolved that parking on U.S. #40 in Richmond be regulated as follows; 1. The following spaces to be used as bus loading zones only: (a) On the South side of Main Street (U.S.#40) between points .308 and 1001 west of the west property line of Sixteent# Street. (b) On the notth side of Main Street (U.S.#40) between points 301 and 1008 east of the east property line of Sixteenth Street. 2. No parking at the following locations: On the south side of Main Street (U.S.#40) from the east property line of south Sixteenth Street to the alley 400 east of the east property line of North Sixteenth Street. The Maintenance Department shall erect signs and paint markings necessary to make the resolution effective. A petition signed by 46 property owners and residing on that part of the allsyt to be improved from Northwest nth to Northwest 10th Street between West Main Street and Northwest t°A°o Street. This alley to be im- proved with concrete. This petition was referred to the City Engineer to make plans and specifications. The Board approved the curb cut at 31 N.N. 15th Street for a private drive as requested by Mrs. Lawrence Vosmeier.
