HomeMy Public PortalAbout07-16-1948 271 OFFICE OF THE BOARD OF PUBLIC SORBS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, FRIDAY, JULY 16th, 1948 The Board of Puhlic Works and Safety of the City of Richmond, Indiana, met in the office of the Board, Friday, July 16th, 1948 at 9:00 o'clock A.M. Chairman Coleman presiding with the following members being present, Messrs. W.E. Ross and C.M. Haworth. The following business was had, to-wit: II/ The minutes of the previous meeting were read and approved. Mr. Jason Hollar, 106 South Sth Street, appeared before the Board requesting that the City make some new parking regulations on South Sth Street between South A Street and South B Street. This was referred to the Traffic Division to invest- igate and report back to the Board. The "Y" Mother's Club informed the Board that Thursday night, July 29th,191+5 had been agreed upen to hold the "play night" on North A. Street between 7th and Sth Streets. - A petition for 2 hour parking from the hours of 8:00 a.m. -to 6:oo p.m. on the following street: South 7th Street from the south side of South A. Street to the north side of South B. Street. This petition was signed by 15 persons in this said . area. The Board also received a letter from the State Highway Comm. of Indiana, recommending that there be established a block wide belt of two hour restricted parking zone around the area in which the parking meters are to be installed. The Board approved the two hour restricted parking on South 7th Street between South A. and South B. Street. Mr. Bozarth, Sanitary Inspector, appeared before the Board and presented a very unhealthful 'condition that is existing on South 4th Street between South P. Street and South Q Street. The residence on the vast side of South 4th Street have filled in the open ditch in the alleyl:in the rear and this is causing the water to back up on the property of people living on South 3rd Street. The Board authorized the Clerk to notify the people that are filling up this ditch to clean this ditch out and refrain from filling in this ditch in the future. - The recommendation of the Chief of Police of restricting parking on both sides of South C Street between South 7th and South 8th Street was approved 14 the Board. The Board accepted the resignation of Ervin Houseman from the Police Department as of July 12th, 1948. - Mr. Ross recommended that a barricade made of wire fence be erected in addition to the present barricade at the Doran Bridge, to bar the pedestrians from using the bridge. The condition of the walkways are such that they can not permit the pedes- trians use. The Board approved the recommendation of Mr. Ross. Mr. Ross recommended that the Traffic Division make a through investigation of re=establishing "no parking" zones on South 16th Street from Main to South A. St. This area has a serious bottleneck in handling the heavy traffic that is traveling over South 16th Street today. The Board approved the Traffic Division making an investgation and report back to the Board. A petition signed by S residence in the Sutton Addition on SW 17th asking for street lights on SW 17th from National Road to SW E Street was referred to the City Engineer to investigate. A petition ei.gned;by-;nine property owners in the Maxwell Addition, requesting that the Board consider a sanitary sewer for Southwest F Street between Southwest First amd Southwest Second Streets. This was referred to the City Engineer Dept. 272 to investigate and report to the Board. Fire Chief, L. Williams was given permission by the Board to employ Joe Burton to work during the vactions of firemen at the rate of $30.00 per week. A letter was received and read from the Chenoweth Cadillac, Inc. praising the fire department on the excellent job that was done on the recent fire at said establishment. At 9:30, the time set as per advertisement to receive bids for the coal for the City of Richmond per specification on file in the office of the City Cler4, the three bids were opened. The Board did not consider the Direct Coal Company bid as the required certified chech in the amount of $100.00 did not accompany the leid as re- quested in the advertisment. The Board acting as a committeee as a whole recommende and approved the sucessful bidder for the coal contract for all depts. to Sam Jaffe Co. The Clerk to return the certified check of the Shera Coal Co. and inform the Sam Jaffe Co. of the action of the Board of awarding the coal contract. The Clerk of the Board was instructed to advise Mr. Ralph G. Wilson to fur- nish a bond in the amount of One Thousand Dollars ($1000) payable to the City of Richmond, Indiana, before a permit can be issued to move two houses from one location to another in the City of Richmond. This bond to cover any damage that might be done to the city streets in moving these two houses. Mr. Ross moved that the Board award the contract of the purchase and instal- lation of the "parking meters" for the City to the Duncan Meter corporation of Chicago, Illinois, providing that said Corporation furnish the City with a sat- isfactory performance bond and also that paragraph # 14 in the Contract be clarified, seconded by Mr. Haworth and carried inanimously by the Board. The coin register to be eliminated which will reduce the price of each meter $150 per meter. Mr. Haworth was authorized to contact the Duncan Meter Corp. in regards to performance bond and information on paragraph $14. The name of the meter,being the Automaton. The Board allowed claims in the amount of $22,556.14.
