The Board of Public Works and Safety of the City of Richmond, Indiana met in regular session in the office of the Board,Saturday, June 12, 194S at 9:00 o'clock A.M. Mr. LG. Coleman presiding with the following members present Messrs. W.E. Ross and C.M. Haworth. The following business was had, to-wit: The minutes of the previo&s ; meeting were read and approved. • Chief of Police, L. Rohe reported to the Board that the request of the "Y" to place bycycle racks on the north side of the "Y" was satisfactory. Mr. Ross moved that the request of the "Y" be granted, seconded by Mr. Haworth and unanimously carried by the Board. Chief of Police, L. Rohe, recommended that the Federal Savings Assn. on North 9th Street be..granted permission to erect a 15 minute "No Parking" for one car length in front of said building. The Board approved the rec- ommendation of the Chief of Police. Mr. DeBolt of the DeBolt Concrete Co, appeared before the Board requesting permission to build a temporary run-a-round on the East side of the Happy Hoolow bridge. This would enable the heavy concrete tracks to serve the en- tire North-west section of the City and keep these trucks off the the main streets of the City. This to be construeted_at the expense of the DeBolt Co. Mr. Ross moved that the requst be approved ,seconded by Mr. Haworth and car- ried unanimously by ,the Board. Mr. Herman Knarzer, .Personell Director of the Dille.McQuirc Co., requested that the Board investigate the health menace that is being caused by persons living in the area of North 14+th and "F" Street. The people in this area are using the storm sewers for a substitute for sanitary sewers. The Board ap- proved the Building Inspetor and the Fire Chief to investigate the build- ing at North l4th and "F" Street and report to the Board.. Mr. Clarence Myers, Councilman, appeared berfore the Board in the i@terest of the Crosley Plant. It is requested that a"flicker light"be installed at the R.R. crossing and the Williamsburg Pike. The Board will confer with the R.R. officials and see what can be done in this matter. The Crosley also re- ' quested that the road in front of the plant be-widened at a point i@ front of the plant. This was referred to the City -Engineer to investigate and re- pont to the Board. Mr. Meyers regtsted that the Board investigate the pos- sibilities of the intersection of Williamsburg Pike and Union Pike be widen- ed to permit the trucks to make the Curve at said intersection. It was also requested that the.Board asked the State Highway to change the stop signs at this intersection. All of the above was reffered to the CiSTy Engineer to in- vestoga.te and report to. the Board. Mayor, Lester E. Meadows requested that the Board advertise dor bids on the "Parking Meters". The Board approved that of Mr. Haworth preparing the ad- vertising for publication for bids on the "Parking Meters". . Chief of the Fire Dept. L. Williams recominedded thptrthexetbe installed a six (6) inch water main from N.W. 5th Street to the are the rear of the 2(50 • the White Kitchen to serve the residence in this area as a fire protection. Mr. Ross moved that the recommendation of the Chief be accepted, seconded by Mr. Haworth and ; proved unanimously by the Board. Fire Chief„L. Williams, reported to the Board that his Dept. had received several calls from residences in' the area of the dump located on the east side of North 24th Street.'; This dump is on fire and created quite a nuis- ance to ttre .residence in this area. The Chief wanted—the Board to act up- on his department making this call as this dump is -outside of the City. .The Board approved the Chief of conferring with the Township .Trustee to see if the usual fee will be paid by the Township to make the run. Mr. Coleman prsented complaints received from. residence on the West-side of the spawning ponds at Clear Creek Park creating a mosquito menace. The Board approved the filling in of this ponds by the Street .Dept. Mr. Coleman presented a request from Mr. Hays of Montgomery Ward Store of sponsering a bycyale parade .for children to be held June 21st or 22nd. The Montgomery Ward Store to give away prizes and sponser the entire affair. The Board took this request under advisement. Ralph Morgenroth, Disposal Plant Manager reported that the Plant has been bothered considerable with oil being dumped into the interseptor system and causing a great deal, of trouble at the plant. • City Engineer, W.E. Ross recommended thtt there beeplaced "Stop Signs" at North 2nd Street and North 3rd Street at the intersections of North "A" Street and make the North 2nd and North 3rd Street the through streets and North "A" street the :Stop Street. Mr. Haworth moved that .the recommendation be accepte4 seconded by Mr. Ross and carried unanimously by the Baard and.so ordered. Mr. Ross recommended that there be placed "No Parking"atiAny Time" signs. on one side of the North "A" Street between North 3rd and North I+th Street. This was approved by the Board and so ordered. • Chief of Police, L. Rohe, recommended that the Board approve that the "Junk- ers" be prohibited from the alleys in the business district from darkness un- til daylight. Mr. Ross moved that the recommendation of the Chief be accept- ed, seconded by Mr. Haworth and carried unanimously by the Board. The Board approved the scarping of the two (2) new soft ball diamonds at the South side of Main Street by the Street Department. The Clerk advised the Board that Mr. Porter of the Porter signs.had been into the Office of the Clerk and advised that the sign on Williamsburg Pike that Councilmen Baldwin had complained about would be removed and placed back to eliminate the. traffic hazard. Mr. Burkhart advised the Board that the weed complaint on the Williamsburg Pike had been taken care of. This was a com- plaint from Councilman Baldwin. Councilman Myers complaint of shrubbery at 115 North 15th St. was referred to the Street Department. !
